PARK & RECREATION BOARD - CITY OF MUSKEGO
Minutes of Meeting on 11/29/76
The meeting was called to order by acting president Richard Manchester.
PRESENT: Mr. Manchester Mayor Gottfried
Mr. Dahlen Mr. Pischke

ABSENT: Fir. Ford Mr. Engman
Mr. Arrowood Mrs. Krygier
Mayor Gottfried sat in on the meeting in order to have a quorum.
The minutes of the October 4, 1976 meeting ware approved.
PERSONAL APPEARANCES
MZ. Floyd Ladd, director of the Muskego Athletic Association,
appeared before the board concerning the Kingston Will. He
informed the board that the association has until September, 1977
to present acceptable plans and procedures for a pool to the executor,
or lose the approximately $50,000 from Lillian Kingston's will. As
the Muskego Athletic Association has no intention of getting involved
in swimming at the present time, Mr. Ladd inquired as to the Park
and Recreation Board's intentions. He feels the money should be
utilized if possible. Mr. Pischke was directed to get a copy of
the will from Mr. Ladd. Mayor Gottfried will have the city attorney
study the will and report if options, other than the construction
of a pool, are available.
Mrs. Nickie Sobolewski spoke to the board on behalf of TOPS. They
are a not for profit organization and cannot pay a five dollar rental
fee- per week. She stated they would pay a users fee of around
$50.00 per year. The organization has 36 members. One half of
the members are from Muskego: Mrs. Sobolewski was informed that the
finance committee has instructed the Park & Recreation Board that
they must assess charges to make more programs and buildings cover
expenses. Her request will be considered.

There was no unfinished business.
NEW BUSINESS
Mr. Pishke presented building use applications to the board from
Citizens for the Gifted and Talented, Muskego Moose Club, Dartball
Team. TOPS, Muskego Health Council, and the Prospect Auxilary Society.
A discussion was held concerning the board's recently adapted
policies on building regulations and fees. There appears to be some
ambiguity in regulation #6.

MOTION - Dahlen moved that the Citizens for the Gifted and Talented
be permitted to use Jensen Center onD&amber 11th only without a
fee and that the board review item #6 of the Building Use and
Regulations Policy at the next meeting, Seconded by Raimann. Passed,
All other applications were laid over until the next meeting,
DIRECTORS REPORT
Mr. Pischke reported that the department has a three hour per day
secretary. Also, all fall and winter programs ars going well except
for men's volleyball. This will be open for one more week. If
there is not enough participation, the program will be dropped.
MI. Pischke also reviewed current projects and equipment expenditures.
He distributed the 1977 city operating budget and the salary
ordinance.
