PRB030176minutesC P&K & REC. CITY OF MUSKEGO .- MINUTES OF SPECIAL MEETING-BASEBALL RULES ;-l-76 Present: Dick Arrowcod, Ron Fb‘rd, Dick Manchester, Tom Raimann, Bruce Engman. Absent: Joyce Xrygier, Joe Dahlen, baseball comm.: Joe Beatka Guests: Mayor Gottfried; Ald. Knudsen, Colbern, Dumke, and Wallner Meeting called to order 8~50 by aid. Ford. Purpose: The reason for the meeting was stated by Ford, that being the controversy caused by the new baseball rule that put a 4 out of city player limit on all Kuskego teams and the.rule that calls for a forfeit fee. l'he aldermen and the president of the 'Tavern League, Lanny LaDell wanted to meet with the Park Board. Mr. LaDel.1 had an alternate proposal and wanted a decsion on it before 3-4-76 because that was the deadline for applying for a league in New Berlin. Positions on Rule : Aldermen: Ron Ford reviewed &he positions taken on the rule of the four player limit, pro and con. pro: there is a great interest in baseball in Muskego and there is .no increase in diamonds. Those for the rule felt that anyone living in Muskego should be able to play ball here. con: young people who have lived here most of theie lives feel that'they are still residents even though they.must find housing outside of Muskego. These are the people that comprise many teams in the league. Colbern had five calls all opposed to the rule. They felt that persons who had lived here in the past should be able to play here. The older people that called were not that concerned with their taxes going to baseball. Colbern wanted to know how many out of city players were on the Lakes Team. There are none. Also, he wanted to know why Park and Rec. got involved. The answer was that Mrs. Giesich asked for better diamounds and umpiring and also, Park and Rec. wanted better control over its facilities. Dumke said that Park and Rec. normally expects to get one-half of its costs of a program back through fees. Bruce Engman stated that there was only one team from outside the city that being the Shamrock Club of Big Bend. Mr. LaDell: 5aDell stated that some of the tavern league sponsers also sponser little league teams in the girls league and would withdraw their sponsership if the rule is passed. Mr. Arrowood said that the._children would Minutes Con't. % c Page 2 not be deprived of a team because of no sponser. Mr. LaDell then proposed the following: Each team will pay no more than seventy dollars per team for a franchise fee. Any team over the four player limit will pay ten dollars per man up to nine players from. out of the city per team. The forfeit fee of fifteen dollars will be dropped. Ron Ford moved this proposal adding further than the league would be filled first with all Muskego Teams. Discussion followed. Motion Lost 2-3. Discussion: Jim Ewert: The Aldermen present objected to the stand taken by the board. Mayor Gottfried stated that the Common Council could not over rule the board. (Tom Raimann left at this time.) The board decided to allow the ICavern League to play for one year without the four player rule. All other rules were accepted. Mr. Exert came before the board to say that his Muskego Chargers grade school football team (8th gr.) will be playing in the new Vince Lombardi conference for the Milwaukee Area. He also said that he may not be able to handle the sixth and seventh grade teams the season after this one ana asked for the board?.s help. Z&L&r& till the next meeting. j&jYep-rq4 l
