Pres., Dick Mancheste 0 Sec., Joyce Krygier; 'Porn Raimann; Bruce Engmann; Joe Dahlen; Baseball comm., Joe Beatka. Meeting was called to order at 7:40 P.M. Minutes of l/12/76 were read and stood approved. Sowinski Problem: Ford read unsigned letter from Citizens for a Muskego Swim Program reiterattng allegations and withdrawing request to be on the agenda stating that thev would take a different approach. Ford asked for feeling of the board and Arrowood suggested that board hear the committee recommendations. Chairman Raimann reported that Sowinski meeting was about the Contact 6 letter and the M.L.S. meeting explained answers to letter. Committee thinks problem internal and P&R has no business in it. Discussion followed point- ing up the different aspects i.e. different to get a handle on; P&R does not review constitutions; no direct P&R funds being used; when community facilities are used all M-N citizens are eligible; pay the fees and you are in; M-N School Board agreed that P&R should schedule hours for M.L.S. as long as it was a nonsectarian and non- exclusive group; constitution similar to MAA, board rotates; situation new to P&R; publicity, emotions not benifitial; parties involved should resolve conflicts and continue to provide a swimming program. e School Board: (Tom Raimann took the minutes after 8:15) Dahlen moved, Raimann seconded to respond to Contact 6 in a letter stating that the board has determined that the problem refered to in the g/11/75 letter from them is an internal one and has nothing to do with the Muskego Park and Recreation Board. Discussion fol- lowed. Ford felt that Contact 6 needed no answer motion carried 4-2. Dahlen moved-Raimann seconded to send a letter also to Muskego Life Sports and to Mr. and Mrs. Sowinski stating that the Muskego Park and Recreation Board can find any problems that comes under its juristriction, but that one of the first assignments of the New Park and Recreation Director will be to look into the feasability of swim programs. Discussion followed - Motion carried. Mill Valley ball diamonds 7 School board was generally agreeable to the placement of the lights on diamond #3 and the structures needed. l'heir biggest concern was with parking, in particular the amount of parking needed and lights in the lot. Other concerns were with insurance, the sod they had wanted near the school yard, the berms and the traffic problems that would be generated by night games. 'l'hey also discussed the possibility of waiting one year before lighting a field. Alderman Knudson expressed concern with the traffic problem that may devolpe on Hillendale Dr. because of the night games. Two ways of resolving the future problem were then discussed; 1.) Ford discusse r P&RzOMinutes can't l/26/76 Page 2 the possibility of obtaining an access off of county Highway y and have a lot near the future JV baseball field. Permission from the county is needed to get access off of Y. 2.) Obtain a piece of Mrs. Preston's property, by leasing or buying, for a parking lot. Her land adjions the school property and already has an access to Highway Y (Leucko Drive). Arrowood moved, Dahlen Seconded to have Joe Beatka contact Mrs. Preston and ask about leasing her property for parking. He also moved to leave Ford apply to the County for access off of Highway Y. Motion carried. Letter From Dave Schreiber: A letter was received from Dave Scheiber stating that 1.) Extend- ing the outfield will not have a great enough effect on the light intensity to go to more lights at Mill Valley, 2.) The projected completion date for the Mill Valley project will be around the first week in July. The field cannot be counted on until July, 3.) The only disruption of the playing field will be a 3' wide trench cross- ing the outfield, and 4.) The projected cost of lighting the field is $23,500. Dahlen moved, Engman Seconded to send Scheiber's letter to the School Board. Motion carried. Finance Committee: Mayor Gottfried presented changes made by the Finance Committee to the salary recommendations for park and recreation employees. They w&2 as follows: 1.) Maintainence Assistant - $2, $2.50,$2.75, $3 (25p! difference in top 3 steps from recomendation) 2.) Building Custodian - $2, $3.25 (top of range is $0.25 less than recomended) 3.) l'icket Taker - $2, Idle Isle $2.50 (The difference is because of .the extra activities required of the ticket taker at Idle Isle and the problems with people.) 4.) Recreation Supervisor - from $5/night to $2.50/hr. Skating Idle - Isle: Skating program at Idle Isle is going fairly well, Ford reported, but problems with snowmobiles crossing the skating ice. Also the ice is getting bad, need a pump to spray the ice to make it smoother. Ford was in the process of looking at pumps and requested if he could poll the other board members over the phone to buy one when he found an acceptable one. Other possible areas for skating were discussed: 1.) Lake Denoon - Amann's 2.) Bass Bay - Sandy Beach and Sobeck's 3.,) Fountainwood - Patton's pond Snow- mobiles: A letter was received from police cheif Klaus stating that there was a problem with snowmobilers, at Idle Isle, not staying on the asphalt. He asked Park and Recreation Board,&0 put up signs to route the snowmobilers across the asphalt and down the launch ramp to gain acces to the &ake. Arrowood moved, Dahlen seconded to route the snowmobiler through Idle Isle over the asphalt and down the launching ramp to get to the lake - motion passed. i_ ~&~~~~inutes can't l/26/76 Page 3 Letter from State: A letter was received from the State saying that the city because of its comprehensive park plan, is now elegible for federal funding under the LAWCON and ORAP programs. The elegibility will end in 1980 0 but is not a guarantee of any funds. The city will receive $2650 from the State which is 3 the cost of preparing the comprehensive plan. Ford Report: Ford had the Building Inspectors Book at all of the city's park buildings to look for building code violations. The park employees are bringing the buildings up to code as best they can. Jensen Center: Part of the parking lot for Jensen appears to be on someone else's property - Mr. Frank Lang - lots 3 and 4 Block 15 Jewel Crest subdivision. He intends to sell this land, so he wants the city to correct the situation. Baseball: The baseball committee was given the responsibility to look over the Rules and regulations for baseball in Milwaukee county and use them as a basis for Rules for Baseball in Muskego. Dahlen moved, Arrowood seconded to set the cut off date for team and league registration on March 1 and also to require that each team may have no more than 4 members who do not live, work, or go to school in the Muskego-Norway School District. - Motion carried. This rule ammends a previous Park and Recreation Board rule, which states that all players must live in the Muskego-Norway School District. - Review of Park and Rec. Director Applications: 0 Dahlen moved, Arr,owood seconded to cut off applications f-or both the Park and Rec. Director and Park Maintainence forman positions as of 1O:lO P.M. January 27, 1976. - Motion carried. A meeting for February 4 at 7~30 was 'set up to review applications. Vouchers: A voucher from the Post was approved upon a motion by Dahlen, Seconded by Engman. - Motion carried. Adjournment: Dahlen moved, Engman seconded for adjournment at 10:20.-Motion Carried. l
