MINUTES OF MEETING HELD OCTOBER 5, 1972
The meeting was called to order by President Don Yahr at 7:30 P.M. Also
present were Board members Ron Ford, Carl Schic($tiski, Bob Gumieny and
Bill Molenda and Park Supt. Don i%cCullough. Absent were Director Jim
White and Fred Washa.
Approximately 5R concerned citizens appeared at the meeting regarding
city-owned properties surrounding Little Muskego Lake. Their concern
was that a rumor had been started that the city intended to sell the
lots.
The meeting was opened to public .discussion. Ald. Ford was requested to
find out who owns parks in Muskego Shores Subdivision (Park #l & 2) and
Park #l, 2 G 3, Oak Riclge Subdivision and who pays real estate taxes
on these lots?
Some of the questions and comments regarding these lots were as follows:
How did city obtain possession of the lake lots and what was the
purpose of acquisition. The people have a need for lake accesses
and just open land.
Emerald Dr. is a mess iueto bad drainage ditches and bad gravel
which has resulted in erosion... should be replaced with sod and
tiled in order to beautify it.
On Pearl Drive thee city installed a drainage ditch and now a bad
siltation problem has developed. The ditch should be lined with
stone to control erosion. There is negligence by the city.
Jensen Center - the ditch behind Jensen should be tiled to control
standing water problem resulting from building of lift station, etc.
When will legality of selling la!te accesses be arrived at - Mr. Yslhr
stated that it would be definitely decided by the next meeting.
A short recess was called at 8:4~5 P.M. and the public left. Ald. Ford
left the meeting to attend another meeting.
The meeting reconvened at 9:00 P.M.
The minutes of the previous meeting were reviewed and approved.
Jim White was designated to contact City Attorney and get legal opinion
as to people's questions (where applicable) and report back at the next
meeting.
Comments were made concerning the drainage problems at Jensen Center,
Diamond Drive, Emerald Drive and Pearl Drive.
Mr. Schickowski read Resolution z//55-69, As Amended, adopted Septembel;1969
designated certain. right-of-ways to be public right-of-ways. The Common
Council accepts report of City Attorney concerning that lake properties
are owned by City of Muskego and designated f_F publjc_ right.-of-wa.ys,- _,
The Park--g-R&creation Dept. is designacd to control and maintain the
following: Ruby Drive, Diamond Dr., Emerald Dr., Pearl Dr., Lot on
Kingston Dr., Lot on Cook Dr., Park Dr., Hillview Dr. and Oak Court in
Bay Shore.

Don Yahr suggested that the Pzrk and Recreation Board publish a Park
and Recreation Newsletter twice a year for public information.
The Board appointed Don McCullough to meet with City Engineer and get
recommendations and/or suggestions for improving boat launch ramps at
Idle Isle and Emerald Drive within the next two weeks.
Don McCullough was directed to get a file cabinet and room at new city
hall for files, etc.
Don McCullough reported that the well at Jensen Center was safe for
drinking.
William Reeder appeared before the Board to present a proposal for the
Little Muskego Yacht Club to lease from the city a portion of Idle Isle
to establish and build a Yacht Club with a lauching ramp, pier, club
house and appropriate fencing and landscaping.
The Board directed Jim White to check with the Mayor concer$ng legality
of Park and Recreation Dept. leasing Idle Isle for a Yach&%nd to have
an answer by the next meeting, also, what would be the next procedure.
Bill Molenda requested that the Rules and Ordinance Sub-committee Report
be deferred - request was granted.
The Board discussed hiring a full time Recreation Director. It was
proposed that $14,000.00 be included in long range budget for at least
1975.
Jim White was directed to send a letter to the Sewer Committee to correct
drainage problem that starts behind Jensen Center and extends almost to
life station and wet well. It was brought out at public discussiot that
the problem was created by the lift station.
The matter of the naming of Schmidt Park was deferred.
Don McCullough was directed to purchase eaves for Jensen Center building
and to mortar cracks in the foundation.
Bob Gumieny requested space for snowmobile club to test and certify young
people as snowmobile operators. Discussion followed and it was decided
that he submit the form through the regular channels for time and place.
Ron For,d was directed to present to the Common Council the present Rules
and Regulations for the Park and Recreation Board with the exception of
#12 which is amended to read , normal household pets h&--~o 2 h 0 3 *mm\acPr-?*
so that they can be incorporated into a city ordinance for prop'er police
protection.
Jim White is directed to check with the Mayor regarding legality of
charging private gsoups a fee to use Park buildings and/or facilities.
The Board approved the use of Sensen Center for the Silver Knights (chess
club) ) TOPS-Club, ~WI #370, American Legion Post $1356, Great Blue Heron
Girl Scout Troop, Muskego Moose Lodge j/1057. The Board also approved the
use of Horn Field Club House for the bluskego Health Council and the Sleep
Walkers (youth band).

The Budget Committee and Don McCullough.,requested to meet with Don Yahr
at 6:30 P.M. Wednesday, October 11, 1972, at the city hall, prior to his
presentation of budget to City Finance Committee.
The Board approved the payment of all vouchers on hand.
Carl Schickowski moved to adjourn, seconded by Bill Molenda - motior
carried. The meeting adjourned at lo:45 P.M.
