CALL TO ORDER
Mayor Petfalski called the meeting to order at 5:44 pm.
ROLL CALL
Present: Alderpersons Wolfe, Hammel, Terrence, Kapusta, Engelhardt, Kubacki, and
Madden. Also present: Public Works & Development Director Kroeger, Public Utilities
Superintendent Kloskowski, Assistant Public Utilities Superintendent Bourdo, Graef
Engineer Joseph Komorowski, City Attorney Warchol, and Deputy Clerk Blenski.
STATEMENT OF PUBLIC NOTICE
The Deputy Clerk stated that the meeting was noticed in accordance with the open meeting
law.
APPROVAL OF AGENDA
Alderperson Madden moved to approve. Alderperson Kubacki seconded; motion
carried.
APPROVAL OF MINUTES
Alderperson Wolfe moved to approve the June 8, 2021 and June 22, 2021 minutes.
Alderperson Madden seconded; motion carried.
NEW BUSINESS
Water Utility Discussion
Director Kroeger stated he is looking for guidance from the Committee regarding the
City’s Water Utility. This an early planning discussion. There are three issues to be
discussed:
1. Establish a Policy Regarding Water Main Connection Requirements
2. Review the Existing Policy Regarding Water Main Assessments and Determine if a
Policy Should be Established to Assess for Water Main Relays
Director Kroeger stated research revealed that no municipality in Southeastern
Wisconsin assesses residents for relays.
3. Establish a Policy on Taking Over Private Water Trusts
There are four existing Private Community Wells (Lake Meadows, Marlin Meadows,
Durham Meadows, and Hale Park Meadows). Some are experiencing failures.
Eventually, the City is going to be asked to take them over. Director Kroeger stated
the City needs to create a policy regarding taking these wells over. The DNR will
require the City to take over any private well that fails. He referred to the policy
created by the City of Mequon. He believes that policy is a good starting point.
Alderperson Kubacki supports creating a policy now and putting people on notice.
Director Kroeger stated that the City needs to be prepared for when these private
wells have to be taken over in the future.
Mayor Petfalski stated that these issues were brought forward for future consideration.
This item will be brought back after completion of the budget process. It was not
intended that any decisions be made tonight.
