COMMITTEE OF THE WHOLE -Minutes 062221CITY OF MUSKEGO Approved COMMITTEE OF THE WHOLE MINUTES June 22, 2021 5:30 PM Muskego City Hall W182 S8200 Racine Avenue CALL TO ORDER Mayor Petfalski called the meeting to order at 5:35 p.m. ROLL CALL Present: Alderpersons Wolfe, Hammel, Terrence, Kubacki, and Madden. Also present: Director of Finance & Administration Mueller, Asst. Dir. of Fin. & Admin. Mustapich, Public Works & Development Director Kroeger, City Attorney Warchol, Administrative Assistant Crisp, and Assistant Deputy Clerk Roller. Absent: Alderpersons Kapusta and Engelhardt STATEMENT OF PUBLIC NOTICE Ms. Crisp stated that the meeting was noticed in accordance with the open meeting law. APPROVAL OF AGENDA Alderperson Kubacki moved to approve. Alderperson Terrence seconded; motion carried. NEW BUSINESS Update on Enercon Development Alicia with Enercon came in to give update on how things are going overall for the development. She mentioned that the apartments are 100% occupied. Concerning the Strip Center, there are two parties interested in the Pilates place that is vacant now. One is a restaurant and the other is a chiropractic/medical/physical therapy type use. Andrew, owner of Lucky’s at the Lodge is putting a door in to combine the former Lucky’s Spitfires with the Lodge hoping to pick up the catering business that was lost during the pandemic. They have one store on a smaller scale that has reached out to them that is interested in the grocery store site. Not sure if it will go anywhere. They also have the parcel behind the pond for which they are still looking for a user. Ald. Kubacki asked about other options being explored for that site. She mentioned that they had a preliminary plan showing two outlots up front with a smaller retail building in the back and they are marketing it that way as well. Some interested parties, however, are those that would not be approved for that area. Discussion Regarding Solar Power at City Municipal Buildings At the request of Ald. Wolfe, Mr. Kroeger looked into what it would take to put solar panels on top of some of our municipal buildings. He handed out an article from Wauwatosa Website on the project they just did, putting solar panels on top of City Hall and the Library. Arch Electric is the contractor that did the work. You can see a drone video showing the installation as well as FAQ’s. He reached out to Dave Simpson about the project and he said the actual project cost was $600,000 not $700,000 that they budgeted for. One thing we would look at is Monthly Net Metering, which means that you can’t have your project be more than 300 kilowatts. If you are under, you can bank the credits. If you go over the 300 kilowatts, they will purchase it back, but for a smaller amount. Dave mentioned that it is better to issue an RFP instead of bidding the project. The good thing is the three Committee of the Whole Minutes 2 June 22, 2021 locations we could do it at all have new roofs. If this is something we want to consider, he would get contractor to come in and look at square footage for our three buildings and get a cost. Discuss 2022 Planning Calendar and Budget Goals Mayor Petfalski referred to the Planning Calendar in the packet. It breaks out the goals and timeframe. Dates have been pushed back about a month due to some illnesses, etc. The Goals are similar to last year. He is looking for some feed back concerning the Revolving Loan Fund for Sewer Backups. Funding sources would be Revolving Loan Fund or Residual TIF/Capital Improvement Fund. Is there any interest in taking advantage of either of these? Ald. Kubacki asked why we should do something if there is no need. The consensus is to hold off on this for now. Mayor Petfalski made a request that this year he would like to have everyone more involved in the budget planning process than in prior years. He hopes to have more input from everyone in months leading up to voting on the budget so that we get to approve a budget in October/November with little or no problems. Ms. Mueller mentioned that we are going through a refunding process and will be getting an update which will help our debt service for projection purposes. COMMUNICATIONS AND ANY OTHER BUSINESS AS AUTHORIZED BY LAW Ald. Kubacki asked for an update on hiring an HR person. Mayor Petfalski said that it is scheduled for the end of the 3rd quarter. The person would then start at the beginning of the 4th quarter. The plan is to start in August working with a consultant to help form a job description. It will then be brought back to the COW meeting so that they can weigh in on it to make sure that we are looking for the right things. Then we will get the job posted. Ald. Wolfe commented that he would like to see the Golf Cart Ordinance brought back to COW first before going directly to Common Council. Mayor Petfalski stated that typically, we have a first reading at CC where Council Members have an opportunity to discuss what they want changed and then there are two weeks before the final one is brought forward for a second reading. Ald. Madden said she has no problem with bringing it to CC for a first reading for discussion, but would like the Chief or someone from PD at the meeting. Ald. Hammel agrees that bringing it to COW first would be an unnecessary step. ADJOURNMENT Alderperson Wolfe moved to adjourn at 6:04 p.m. Alderperson Madden seconded; motion carried.
