CALL TO ORDER
Mayor Petfalski called the meeting to order at 5:47 p.m.
ROLL CALL
Present: Alderpersons Wolfe, Hammel, Kapusta, Engelhardt, Kubacki, and Madden.
Also present: City Attorney Warchol, Deputy Clerk Blenski, and Assistant Deputy Clerk
Roller. Absent: Alderperson Terrence.
STATEMENT OF PUBLIC NOTICE
The Deputy Clerk stated that the meeting was noticed in accordance with the open meeting
law.
APPROVAL OF AGENDA
Alderperson Kubacki moved to approve. Alderperson Wolfe seconded; motion
carried.
APPROVAL OF MINUTES
May 25, 2021
Alderperson Madden moved to approve. Alderperson Hammel seconded; motion
carried.
NEW BUSINESS
Discuss Proposed Ordinance Regarding Recreational Vehicles
Mayor Petfalski stated that Low Speed Vehicles, Neighborhood Electric Vehicles and Golf
Carts are currently not allowed. There are a few people in the community that have one of
these vehicles and would like to see the City allow them. The Mayor does not see a
problem with that as long as certain criteria are met. The City Attorney did some research
regarding what other communities allow. He has drafted a proposed Ordinance. However,
the Mayor would like to know if the Council members are interested before bringing it
forward. He also noted that a local business is now selling golf carts. Mayor Petfalski
stated the speed limit could be restricted to 35 m.p.h. or less.
Input from Committee of the Whole Members:
• Alderperson Kubacki – has no objection. Could serve the growing, aging population.

• Alderperson Wolfe – sees safety issues. The vehicles should be registered. Some
communities that allow these vehicles have trails for them. He has reservations
regarding moving forward. This could open a can of worms.
• Alderperson Madden – agrees. She is not thrilled with the idea.
• Alderperson Hammel – He does not see the number of vehicles increasing just
because the City allows them. He does not have a problem with allowing them, but
acknowledges that there could be safety concerns.
The Mayor reiterated that the City can place restrictions if it determines the vehicles are
allowed.
George and Dan were present at the meeting. They operate Wisco Carts in Muskego.
George stated that 70% of his customers are from Illinois. Vehicle registration is required.
The golf carts are equipped with many safety features.
While several safety concerns were expressed, the overall consensus was to bring an
Ordinance forward as there is sufficient interest to allow these vehicles.
Citizen Bob Gelhaus, Tess Corners Drive, requested to speak. He does agree that this
could open a can of worms. He stated the vehicles should be kept off the main roads and
only allowed in 25 m.p.h. speed limits. It is important that the vehicles are required to be
visible.
Sponsorship Policy and Opportunities
Mayor Petfalski stated that with the substantial upgrades being done at Park Arthur,
Superintendent Beilfuss is being approached about sponsorships. Unless there are
objections, he would like to bring a policy forward. This can be a way to pay for equipment
and enhancements (such as scoreboards) without using tax revenue. Depending on what
is proposed, Plan Commission review could be required.
There was no other communication or business to come before the Committee.

Alderperson Engelhardt moved to adjourn at 6:15 p.m. Alderperson Wolfe
seconded; motion carried.
