COMMITTEE OF THE WHOLE -Minutes 052521CITY OF MUSKEGO Approved COMMITTEE OF THE WHOLE MINUTES May 25, 2021 4:30 PM Muskego City Hall W182 S8200 Racine Avenue CALL TO ORDER Mayor Petfalski called the meeting to order at 4:30 p.m. ROLL CALL Present: Alderpersons Wolfe, Hammel, Terrence, Kapusta, Engelhardt, Kubacki, and Madden. Also present: Director of Finance & Administration Mueller, Asst. Dir. of Fin. & Admin. Mustapich, Public Works & Development Director Kroeger, Utilities Superintendent Kloskowski, City Attorney Warchol, Administrative Assistant Crisp, and Assistant Deputy Clerk Roller. STATEMENT OF PUBLIC NOTICE Ms. Crisp stated that the meeting was noticed in accordance with the open meeting law. APPROVAL OF AGENDA Alderperson Kubacki moved to approve. Alderperson Madden seconded; motion carried. APPROVAL OF MINUTES April 27, 2021 Alderperson Madden moved to approve. Alderperson Hammel seconded; motion carried. NEW BUSINESS Discuss Health Insurance Options Mayor Petfalski described the handout Ms. Mueller provided. There are two options; employees would choose one. Option #1 is a Limited Provider Network with a 10% employee contribution and Option #2 is the Current Plan with a 12% employee contribution. Council Members agreed that employees be given both options. Discuss Sanitary Sewer and Water Main Extension along Loomis Road Mr. Kroeger gave an overview of the Comprehensive Plan. The area we are discussing is by the Champions Village entrance. The Glen at Muskego Lakes will be coming. We need to make sure we have utilities to be enticing to develop the area. We can upsize sanitary sewer to 15” pipes and water main to 16” pipes. This means that there will be larger than normal reimbursement charges for water main and sewer on the Development Agreements. More people are talking to us about this corridor. Derek Bushman, Civil Engineer with Graef, explained the plan in more detail. Interview Candidates for Municipal Judge and Make a Selection The following candidates submitted applications and were interviewed:  Raymond Schrank  Michael Sessa Committee of the Whole Minutes 2 May 25, 2021  Lisa Warwick  Renee Hohensee Each of the Council Members introduced themselves to each of the Candidates. Mayor Petfalski explained to each of the candidates how the interview process would go. He stated that each of the Council Members and himself would ask them a question. Afterwards, they could ask any follow up questions. At the end, the candidate would be able to make a closing statement. After all interviews were completed, the Council Members reviewed their notes and the candidates returned to the Council Chambers. Mayor Petfalski explained how the voting process would work. The Council Members then voted and turned in their slips; the votes were counted with Lisa Warwick getting the most votes. Mayor Petfalski thanked the candidates for applying and for their time. He stated that Lisa Warwick would be sworn in in August. She will have between now and August to learn how Judge Grogan runs Court. She will be appointed until April after which we will have the results of the special Spring Election. Any of the candidates still wanting to be the Judge for City of Muskego is encouraged to put their name in. You will need to begin collecting signatures at the beginning of December and get them turned in by early January.
