MOTION OF CLOSED SESSION
PLEASE TAKE NOTICE that the Police & Fire Commission of the City of Muskego will convene upon
passage of the proper motion into closed session pursuant to State Statute, Section 19.85 (1) (C ):
Considering employment, promotion, compensation, or performance evaluation data of any public
employee over which the governmental bod has jurisdiction or exercises responsibility for the specific of
considering employment, promotion, compensation, or performance evaluation data, more specifically for
the purpose of discussing specific personnel issues within the police department.

CALL TO ORDER
The meeting was called to order by Commissioner Mooney at 6:00PM.
PLEDGE OF ALLEGIANCE
ROLL CALL
Roll call was taken with Commissioners Mooney, Kuspa, Jaske and Boyer present.
Commissioner Whittow was excused. Chief Rens, Mayor Petfalski and Alderman Engelhardt
were also in attendance.
STATEMENT OF PUBLIC NOTICE
The meeting was posted on 01/15/21.
APPROVAL OF MINUTES
Minutes from October 15, 2020.
Commissioner Kuspa made a motion to approve the minutes from the above meeting.
Commissioner Boyer seconded. Motion passed, 4 in favor.
PUBLIC APPEARANCE
REPORT FROM POLICE DEPARTMENT
Chief Rens advised the Detective Bureau has been very busy, we’ve had three overdose deaths
in the last month and a half.
Members of our SCIT team recently assisted in a search warrant in Mukwonago, which lead
them to another residence in Delafield.
Metro did a search warrant at a residence in our city.
The armed robbery that occurred at the post office last year, the suspect was identified and
arrested based on a fingerprint that was recovered from the car.
Detective Westphal and Detective Johnston have been assisting at the sheriff’s department with
phone “dumps” of data to keep our cases moving along.
Shop with a Cop in December was a huge success. The children were excited and the families
were appreciative that it kept a little bit of normalcy for the kids during the pandemic.
The department has not suffered in regards to shifts being affected by covid.

Alyssa Kreger graduated the academy in December and is currently on field training.
Michaela Shiroda just started the academy at the beginning of January.
This past Saturday our department held physical agility testing for a hiring another officer. 21
took the written test and the PFC will be interviewing 15 in the next couple weeks.
Chief Rens announced that he will be retiring and his last day will be April 16, 2021
Commissioner Mooney asked how Obi was doing with his new handler, Officer Sundstrom.
Chief advised the transition went well and all is good.
The department will be getting another ALPRS unit this year.
Our dayshift officers have been continuing with the truck weight enforcement and have been
doing a good job. The department has several area scales accessible to assist with weighing
the trucks.
NEW BUSINESS
General Order 900 Police Chief Job Description – Commissioner Mooney advised that he
had a meeting with Chief Rens regarding the language changed back in August of 2020. It
was decided that more clarification was needed and the verbiage was changed as follows:

Minimum Training and Experience Required to Perform Essential Job Functions
Bachelor’s Degree in Criminal Justice, Police Science or related field; eight to ten years police
experience, with three years direct supervisory and two years police administrative experience
or equivalent military experience and education. Wisconsin police officer, police supervision
and management training required or equivalent military experience and education. Valid
Wisconsin motor vehicle operator’s license required.
Proposed change
Minimum Training and Experience Required to Perform Essential Job Functions

command/supervisory experience as a police officer or equivalent military experience.
Wisconsin police officer, police supervision and management training required or equivalent
military training. Valid Wisconsin motor vehicle operator’s license required.
After a brief discussion, Commission Kuspa made a motion to accept the new language.
Commission Boyer seconded. Motion passed, 4 in favor.
Meeting Location – Mayor Petfalski advised the commission that based on open meetings
laws, and to obtain legal compliance he suggests that all future PFC meetings be held at city
hall. Mayor Petfalski advised that he felt it was easier for the public to attend the meetings if
they chose. Commissioner Mooney advised in his 15 years on the board, members of the
public have attended less than five times. Commissioner Mooney respectfully disagreed and
advised he would have the other commissioners voice their opinion. After a brief discussion, it
was decided that the best place to hold the meetings from here on out would be at city hall.
Commissioner Mooney asked for a motion, Commissioner Boyer made a motion to move
future PFC meetings to city hall. Commissioner Kuspa seconded. Motion passed with 3 in
favor and Commissioner Mooney was opposed.

NEW BUSINESS
Process of Police Chief Replacement - Commissioner Mooney advised that back in October all
commissioners were in agreement that the commission would stay in the department if/when
Chief Rens announced his retirement. Commissioner Mooney advised that he was made
aware that some of the commissioners do not feel the same at this point. Commissioner
Mooney asked to go around the room and hear from each commissioner on their feelings of
how to proceed. Commissioner Jaske advised he believes the commission should go outside
for applicants and whoever is qualified from in the department, they will have their chance to
rise to the occasion and if they are the best candidate, they will be chosen. Commissioner
Boyer advised she too would like to see the department go outside the department to find the

most qualified candidate for the job. Commissioner Whittow advised he has been thinking long
and hard about this decision and believes the most effective way is to look inside first. Staying
inside is the most cost effective and stays within a decent timeline for hiring. He advised that if
for some reason we cannot find a qualified candidate from within, then he would agree to go
outside. Commissioner Kuspa advised that our department has talented leadership in the
past, and if we have eligible people from within lets give them the chance to rise to the top. He
too agreed that if the commission is not satisfied with candidates, then he too would agree to
go outside. Commissioner Mooney advised that he values all of our officers and their time that
they have given to the department. He believes it is right to stay within the department.
Commissioner Kuspa made a motion to stay within the department, and if not satisfied, then go
to the outside. Commissioner Whittow seconded, motion passed with three in favor.
The memo will be sent out to those who are eligible tomorrow, with interviews to be scheduled
for 02/21/21.
ADJOURNMENT
Commissioner Whittow made a motion to adjourn, Commissioner Boyer seconded. Motion
passed 5 in favor.

in favor. Commissioner Whittow nominated Commissioner Mooney for President,
Commissioner Kuspa seconded. Motion passed all in favor.
