CALL TO ORDER
The meeting was called to order by Commissioner Mooney at 6:00PM.
PLEDGE OF ALLEGIANCE
ROLL CALL
Roll call was taken with Commissioners Mooney, Kuspa, Jaske and Boyer present.
Commissioner Whittow was excused. Chief Rens and Captain Constantineau were also in
attendance.
STATEMENT OF PUBLIC NOTICE
The meeting was posted 10/12/20.
APPROVAL OF MINUTES
Minutes from August 18, 2020
Commissioner Kuspa made a motion to approve the minutes from the above meeting.
Commissioner Boyer seconded. Motion passed, 4 in favor.
PUBLIC APPEARANCE
REPORT FROM POLICE DEPARTMENT
Chief Rens reported the city has been busy. Two recent burglaries to bars were reported. The
detective bureau ID’d the suspect and he has been arrested.
There was an attempt carjacking at the post office, with a theft of another vehicle by the same
suspect. There is currently a warrant out for that suspect based on fingerprints recovered.
Retail thefts have been up.
Our CDU members and SCIT members have been busy going to Wauwatosa to assist with the
protests. They have also been in Menomonee Falls and Kenosha. The new Gehrka vehicle
that is owned by multiple departments for SCIT has been used and is doing well.
The CDU team is doing very well with training and will be teaching other officers on the
department their tactics to assist if need be.
There is reportedly a peaceful protest occurring in the city at Veteran’s Park, however, protests
by the same group in other communities has been dwindling. The person in charge has been
working with the department to keep it peaceful.

The chief wanted to share with the commission how much support we receive from the
community and how much it is truly appreciated.
OLD BUSINESS
CLOSED SESSION
Commissioner Kuspa made a motion to go into closed session. Commissioner Jaske
seconded. Motion passed, 4 in favor. Meeting went into closed session at 6:18PM.
NOTICE OF CLOSED SESSION
PLEASE TAKE NOTICE that the Police & Fire Commission of the City of Muskego will
convene upon passage of the proper motion into closed session pursuant to State Statute,
Section 19.85 (1) (C ): Considering employment, promotion, compensation, or performance
evaluation data of any public employee over which the governmental bod has jurisdiction or
exercises responsibility for the specific of considering employment, promotion, compensation,
or performance evaluation data, more specifically for the purpose of discussing specific
personnel issues within the police department.
OPEN SESSION
Commissioner Kuspa made a motion to go back into open session. Commissioner Boyer
seconded. Motion passed, 4 in favor. Meeting was back in open session at 7:28PM.

Purpose of Position
The purpose of this position is to supervise, direct and coordinate the activities of
the police department, to provide law enforcement assistance, and protect life
and property, under the general direction of the mayor.
Essential Duties and Responsibilities
The following duties are normal for this position. These are not to be construed
as exclusive or all-inclusive. Other duties may be required and assigned.
Supervises, directs and coordinates the police department operations. Directs
reorganization and revision of procedures, methods and policies to improve
department efficiency and effectiveness. Delegates duties to supervisory
personnel and directs supervisory personnel in maintaining department
effectiveness. Develops work methods, policies and procedures in consultation
with command personnel and city officials. Maintains employee discipline and
ethics. Evaluates supervisory staff effectiveness.
Assesses city crime prevention and law enforcement problems and develops and
implements efficient police solutions. Adjusts department methods to new
situations as required.
Develops, recommends and administers department operating budget. Reviews
and substantiates department funds and the maintenance of fiscal controls on
department revenues and expenditures. Plans allocation and use of all monies
budgeted for department operations.
Plans and conducts regular staff meetings.
Responsible for department personnel selection, discipline and promotion
decisions. Participates in selecting entry-level police recruits. Maintains training
programs to keep all department personnel aware of law changes and current on
all aspects of police activity. Is responsible for all internal investigations of
department personnel. May delegate internal investigation responsibilities to
division commanders dependent on the assignment of the employee being
investigated.
Develops and maintains effective working relationships with other city officials,
news media, and the general public; attends meetings of the Muskego Common

other materials regarding law enforcement.
Assists the Muskego Police and Fire Commission in developing officer
recruitment policies.
Maintains emergency government policies for the city.
Responds to emergencies and takes appropriate action.
Minimum Training and Experience Required to Perform Essential Job
Functions
Bachelor’s Degree in Criminal Justice, Police Science or related field; eight to ten
years police experience, with three years direct supervisory and two years police
administrative experience or equivalent military experience and education.
Wisconsin police officer, police supervision and management training required or
equivalent military experience and education.Valid Wisconsin motor vehicle
operator’s license required
Physical and Mental Abilities Required to Perform Essential Job Functions
