Director’s Report
April 20th, 2021
1. Reference Update (from Elke Saylor - Head of Reference, Samantha Quail - Adult Services
Librarian, Jolyn Lobe and Laura Boeck, Reference Assistants):
April has been a great month for adult programing. We have had two programs with The Retirement
Classroom, who provide important education for soon-to-be retirees on navigating Medicare, Social
Security benefits, and other financial planning concerns as they transition out of the workforce. Our
next event will be a seminar on favorite Wisconsin garden plants with gardening expert, author, and
radio personality Melinda Myers. Virtual programming has allowed us to partner with 9 other
libraries to host this event, which would typically be out of budget, and we expect a fantastic
turnout. As of the time writing this report we have almost 300 patrons registered from across the
system to attend our event!
We also offered three passive programming opportunities for adults this month. The adult & teen
take-and-make crafts continue to be popular, and this month’s theme is a Q-tip flower craft that
allows staff a perfect opening to highlight the upcoming Friends Garden Walk fundraiser. The
second passive program, a bookmark decorating contest, ties in this fundraiser as well. And finally,
in honor of national poetry month, patrons have been able to write a haiku to be put on display at
the library. Their poems can be seen on the windows across from the circulation desk.
2. Children’s Update (from Abby Bussen, Children’s Librarian, Courtney Metko and Heather Ziolecki,
Children’s Assistants):
The Children's Department is ramping up our planning for the summer reading program. This year,
we'll be offering opportunities to participate either via our virtual platform, Beanstack, or our fun,
traditional paper booklets. Both versions of the summer reading challenge offer loads of ideas for
passing the time during the summer and encourage students to read during their break to keep up
those critical skills for their next school year. We're planning a mix of virtual and in-person
programming, partnering with the Parks & Recreation department to host several musicians
outdoors at local parks. We'll also be offering outdoor yoga storytimes for the preschool crowd, and
are planning to offer take & make bags with all-ages activities. We're looking forward to safely
seeing more of our library friends this year than last!
3. Young Adult Update (from Amanda Hyland, Young Adult and Marketing Librarian):
The Young Adult Librarian has been working on creating marketing materials for the Friends
of the Muskego Public Library’s Garden Walk event and this year's Teen Summer Reading
Program. She is helping the city's IT department work on a new website design for both the

city and library as well. This month for teens there was a Q-Tip Flower Take and Make and
there was a virtual Harry Potter Escape Room to complete during Spring Break.
4. Circulation Update (from Jane Matusinec, Circulation Supervisor):
We are in the process of hiring a new shelver. We have ended quarantine on library materials based
on scientific research that COVID transmission from surfaces is low. Items can now be returned
through our outdoor book drop or indoors. We are tracking 4th in the system for new card creation
out of 24 libraries. Usually we are 5th or 6th. This means lot of new patrons are looking to use our
amazing resources! Regarding holds shipped, our January-March 2021 numbers almost match our
January-March 2019 numbers. This again speaks to the speed of our library staff in pulling items,
the strength of our collection, with the result meaning we are a net positive lender with the system.
Our circulation for January-March 2021 is fairly close to our January-March 2020 numbers which is
impressive considering that January, February, and early March 2020 were not impacted by COVID.
5. Library Service Updates from March and April 2021:
a. Library Hours: The Library has been operating at almost normal hours since July 2020. With
the end of the quarantine process we can now add the four remaining hours back to our
schedule and have returned to our regular operating hours.
b. End of Material Quarantine: Items can be returned indoors or outdoors. Transits from other
system libraries are processed immediately.
c. End of Children’s Area Appointments: Browsing in the kid’s area no longer requires an
appointment. Exception: the 1st hour of every day still requires an appointment to give a
limited traffic time in that area to those that need it.
d. Increased Public Meeting Room Availability and Occupancy
e. Program Planning: Planning has begun for some outdoor programming starting in June.
Limited indoor programming for adults will also begin in June. We will still offer some
virtual programs as well.
f. Additional Computer Stations Added: Including a high-resolution scanner for photos, slides,
film strip, etc. Helpful for family history digitization.
g. Mobile App Launched: Includes a digital library card on the phone for easy check out.
h. Wireless Presenting Installed: Patrons can now present wirelessly in Meeting Room 4
instead of requiring an HDMI hook up and limiting the presenter’s location to the back
corner.
6. Other Updates:
a. Dates of Note: May 15th is the Library’s community shredding event. The next Library
Board Meeting is May 18th.

b. Friends of the Library: Tickets for the Friends of the Library Garden Walk will be on sale
at the Library starting May 15th. The Garden Walk will take place on June 26th.
Marketing will begin in May.
c. Library Impact: This month’s positive impact story covers our technology services. A
patron let us know how important the computer printer set up was for them and their
work. They work from home and try not to print anything. But occasionally important
documents require it and they were grateful to be able to use the library set up.
d. Training: Brittany and other staff attended a webinar on how to respond to prejudice
comments in public settings.
e. Grants: The Library applied for two grants last month. Unfortunately, we did not
receive either but we plan on applying for both again at the next opportunity and we did
receive a gift that we can use for our Garden Walk from one of the companies.

Background On Allowable Costs Worksheet
Every year, as a part of the Waukesha County budget process, Waukesha County libraries are required to
complete an “Allowable Costs Form” which is used in the formula calculation for the county library budget
request.
The numbers are populated from the 2020 state annual report along with anticipated 2021 data as well.
The Library Board needs to approve this worksheet, with a Library President signature, so that it can be sent

Background Muskego Public Library Board of Trustees Bylaws Updates
This is a second read of the Bylaws updates. The updates to the Bylaws are noted in red: Article V, Section 1: Defines Standing Committees in greater detail. Article V, Section 2: Defines the Nominating Committee in greater detail. In March 2021 the Board discussed possible updates to the Bylaws, with specific focus on the process for the Nominating Committee. A request was made to investigate how other libraries elect officers. Below is a summary of the different options. Option 1: The Board President selects a nominating committee to select candidates prior to the annual meeting. At the annual meeting the nominating committee presents the slate of officers. Additional nominations can be taken from the floor at that time. Then the Board votes. Option 2: The President, in consultation with the Library Director and the members of the Board, shall present a slate of officers at the annual meeting. Additional nominations may be made from the floor at that time. Option 3: Quickly discussed in a meeting and decided amongst the group. Note: This Board was smaller than ours by two members. An additional process question came up (not part of the Bylaws), including how the Nominating Committee seeks out officer candidates (if Option 1 continues). Based on research the recommendation is: 1. The Nominating Committee does not have to be an opening meeting. There is no quorum of Board members and no formal action is being taken. 2. When the Nominating Committee is appointed, current officers can verbally announce if they are interested in serving again or not. 3. Nominating Committee should seek out officer candidates for each role separate from the day they are appointed to the committee. This gives all Trustees time to reflect and decide if they are interested. 4. Trustees should be encouraged to reach out to Nominating Committee if they are interested in serving as an officer. 5. The Nominating Committee should only approach one person at a time for a position and present one person per officer position at the annual meeting.

Article I
Identification
This organization is the Board of Trustees of the Muskego Public Library, located in Muskego Wisconsin,
established by the Wisconsin municipality of Muskego, according to the provisions of Chapter 43 of the
Wisconsin Statutes, and exercising the powers and assuming the duties granted to it under said statute.
Article II
Membership
Section 1. Number and Qualifications. The library board shall consist of nine members. A minimum of seven
members must be residents of the municipality. One member shall be a member of the Common Council. In
addition, one member must be a school district administrator or his or her representative [Municipal Code
Chapter 12, Section 12-7.,Wisconsin Statutes Section 43.54(1)].
Section 2. Appointments and Terms of Office. Appointments shall be made by the Mayor subject to
confirmation of the Common Council. The Mayor shall appoint the citizen members for staggered three- year
terms. The appointed Alderperson and school district representative shall serve a three-year term
[Municipal Code Chapter 12, Section 12-7., Wisconsin Statutes Section 43.54(1)].
Section 3. Reimbursement for Expenses. No compensation shall be paid to the members of a Library
Board for their services, except as allowed by Wisconsin Statute 43.57(d).
Section 4. Meeting Attendance. Three consecutive absences by an appointed member from regularly
scheduled meetings shall operate to vacate the member’s office. An absence excused by the board
president for good cause shall not be considered an absence here under (Municipal Code Chapter 12, Section
12-9).
Article III
Officers
Section 1. The officers shall be a president, a vice president, and a treasurer, elected from among the
appointed trustees at the annual meeting of the Board. No member shall hold more than one office at a
time. Vacancies in office shall be filled by vote at the next regular meeting of the Board after the vacancy
occurs.

Section 2. A nominating committee shall be appointed by the president and shall present a slate of officers at
the annual meeting. Additional nominations may be made from the floor at that time.
Section 3. Officers shall serve a term of one year from the annual meeting at which they are elected and until
their successors are duly elected.
Section 4. The president shall preside at meetings of the Board, authorize calls for special meetings, appoint
all committees, execute all documents authorized by the Board, serve as an ex-officio voting member of all
committees except the nominating committee and generally perform all duties associated with the office of
president.
Section 5. The vice president, in the event of the absence or disability of the president, or of a vacancy in that
office, shall assume and perform the duties and functions of the president.
Section 6. The library director, or his or her designee, shall keep true and accurate minutes of all meetings of
the Board, shall issue notice of all regular and special meetings, and shall perform such other duties as are
generally associated with the office of secretary.
Section 7. The treasurer shall check over vouchers payable and report the amount of expenditures made
during the previous month.
Section 8. In the absence of all officers at a board meeting, the Library Board members present shall elect a
temporary President for that meeting.
Article IV
Meetings
Section 1. Regular Meetings. The regular meetings shall be held each month, the date and hour to be set by
the Board at its annual meeting.
Section 2. Annual Meeting. The annual meeting, which shall be for the purpose of the election of officers,
shall be held at the time of the regular meeting in May of each year.
Section 3. Agendas and Notices. Meeting agendas and notices shall indicate the time, date, and place of the
meeting and indicate all subject matters intended for consideration at the meeting. The library director, in
consultation with the President of the Library Board, shall prepare the agenda. Any board member wishing to

place an item on the agenda must notify either the Library Director or President at least three business days
prior to the meeting.
Section 4. Minutes. Minutes of all meetings shall, at a minimum, indicate board members present, all items
of business, all motions (except those that were withdrawn), and the result of all votes taken. Current board
minutes shall be posted in the library.
Section 5. Special Meetings. Special meetings may be called at the direction of the president, and shall be
called at the written request of three or more members for the transaction of business as stated in the call
for the meeting. Except in cases of emergency, at least 48 hours notice shall be given. In no case may less
than two hours notice be given.
Section 6. Quorum. A quorum for the transaction of business at any meeting shall consist of five or more
members of the Board present in person.
Section 7. Open Meetings Law Compliance. All Board meetings and all committee meetings shall be held in
compliance with Wisconsin’s open meetings law (Wisconsin Statutes Sections 19.81 to 19.98).
Section 8. Parliamentary Authority. The rules contained in Robert’s Rules of Order, latest revised edition
shall govern the parliamentary procedure of the meetings, in all cases in which they are not inconsistent with
these bylaws and any statutes applicable to this Board.
Article V
Committees
Section 1. Standing Committees. Standing committees can be appointed based on the need of the Library
and at the behest of the Board. Standing committees perform a continued function and remain in existence
permanently. They are meant to consider particular subject areas, such as the Personnel Committee or
Strategic Planning Committee. The Personnel Committee is charged with managing the Library Director
annual evaluation process as well as helping build the Library Director annual goals. The Strategic Planning
Committee is charged with helping build the Library’s annual Action Plan as well as managing the strategic
planning process. The President shall make committee appointments at the annual meeting. Committee
vacancies shall be filled by the President at the next regular meeting of the Board after the vacancy occurs.
Section 2. Nominating Committee. (See Article III, Section 2.) The Nominating Committee is appointed by
the President to present a slate of officers to serve at the annual meeting. Members of the nominating
committee are not barred from becoming nominees for office themselves. The Nominating Committee will

contact each person whom it wishes to nominate in advance to obtain acceptance of the nomination. The
President will accept nominations from the floor at the annual meeting.
Section 3. Ad Hoc Committees. Ad hoc committees for the study of special projects shall be appointed by the
president, with the approval of the Board, to serve until the final report of the work for which they were
appointed has been filed. These committees may also include staff and public representatives, as well as
outside experts.
Section 4. No committee shall have other than advisory powers.
Article VI
Duties of the Board of Trustees
Section 1. Legal responsibility for the operation of the Muskego Public Library is vested in the Board of
Trustees. Subject to state and federal law, the Board has the power and duty to determine rules and
regulations governing library operations and services.
Section 2. The Board shall select, appoint and supervise a properly certified and competent library director,
and determine the duties and compensation of all library positions.
Section 3. The Board shall approve the budget and make sure that adequate funds are provided to finance
the approved budget.
Section 4. The Board shall have exclusive control of the expenditure of all moneys collected, donated or
appropriated for the library fund and shall audit and approve all library expenditures.
Section 5. The Board shall supervise and maintain buildings and grounds, as well as regularly review various
physical and building needs to see that they meet the requirements of the total library program.
Section 6. The Board shall study and support legislation that will bring about the greatest good to the
greatest number of library users.
Section 7. The Board shall cooperate with other public officials and boards and maintain vital public relations.
Section 8. The Board shall approve and submit the required annual report to the Division for Libraries,
Technology, and Community Learning.

Library Director
The library director shall be appointed by the Board of Trustees and shall be accountable to the Board. The
library director shall be considered the executive officer of the library under the direction and review of the
Board, and subject to the policies established by the Board. The director shall act as technical advisor to the
Board. The director shall be invited to attend all Board meetings (but may be excused from closed sessions)
and shall have no vote.
Article VIII
Conflict of Interest
Section 1. Board members may not in their private capacity negotiate, bid for, or enter into a contract with
the Muskego Public Library in which they have a direct or indirect financial interest.
Section 2. A board member shall withdraw from Board discussion, deliberation, and vote on any matter in
which the Board member, an immediate family member, or an organization with which the Board member is
associated has a financial interest.
Section 3. A board member may not receive anything of value that could reasonably be expected to
influence his or her vote or other official action.
Article IX
General
Section 1. An affirmative vote of the majority of all members of the Board present at the time shall be
necessary to approve any action before the Board. The president may vote upon and may move or second a
proposal before the Board.
Section 2. Any rule or resolution of the Board, whether contained in these bylaws or otherwise, may be
suspended temporarily in connection with business at hand, but such suspension, to be valid, may be taken
only at a meeting at which two-thirds of the members of the Board are present and two-thirds of those
present so approve.
Section 3. These bylaws may be amended at any regular meeting of the Board by majority vote of all
members of the Board, provided written notice of the proposed amendment shall have been delivered to all
members at least ten days prior to the meeting at which such action is proposed to be taken.

Muskego Library Board Mask Mandate
According to the CDC, masks are an effective barrier that reduces the transmission risk of COVID-19 through
respiratory droplets.
In the event the Wisconsin State Mask Mandate ends the Library Board has passed a separate Muskego
Library Board Mask Mandate to take over in its place with the same expectations:
Any individual who is over the age of 5 years and able to medically tolerate a face-covering is required to
cover their nose and mouth with a mask or cloth face covering while indoors.
The Muskego Library Board Mask Mandate will be reviewed continually.
