MINUTES OF SEPTEMBER 1, 1992
SPECIAL MEETING TO DISCUSS THE COMPREHENSIVE PLAN
Chairman Salentine called the meeting to order at 6:15 P.M.
PRESENT:
Mayor Wayne G. Salentine, Edward Raimann, Alderman David Taube,
Darl Honl, David DeAngelis, Traci Smith, Jerald Hulbert and
Lawrence Kirch, Director of Planning. Mr. Raimann and Mr. Kirch
arrived at 6:20 P.M.
AMENDED
MINUTES :
Mr. Hulbert made a motion to approve the minutes of the Special
Meeting held on August 18, 1992. Mr. DeAngelis seconded. Upon
a voice vote, the motion to adopt passed unanimously.
Resolution #P.C. 161-92 - Adoption of Comprehensive Plan
A question was raised as to whether or not the two zoning
exhibits corresponded to each other. Ald. Taube moved to
identify the underlying base zoning which was in existence
prior to the EA program. Mr. DeAngelis seconded. Upon a voice
vote, the motion passed unanimously.
On the topic of senior housing, for the property located south
of the Mill Valley School, County Supervisor Frank DeAngelis,
who was in the audience, questioned if the land were zoned RSA,
how many senior housing units could be built. Mr. Kirch
explained that with RSA zoning approximately 63 units would
allowed and with RSM zoning, approximately 125 units could be
built. Ald. Taube questioned if this would be financed by
private enterprise. Mrs. Smith made a motion to zone the west
part of this land to RSM and the eastern portion to remain
RS-2, under the PUD approach, with a sunset clause for twelve
(12) months. Mr. Honl seconded. Upon a voice vote, the motion
passed unanimously.
Mr. Kirch stated that the Loyal Order of Moose Lodge on
Janesville Road is intending to expand by constructing a new
building. The parcel is presently zoned A (Agricultural) with
an OHS overlay. They presently are required to have a setback
of 15 feet which when added to the 60 foot base setback for
Janesville Road are required to have a total 135 foot setback
from the centerline of Janesville Road. B-2 would allow the
building to be closer to Janesville by 35 feet. Mr. Hulbert
made a motion to rezone the property from A/OHS to B-2
motion passed unanimously.
(Business). Mr. DeAngelis seconded. Upon a voice vote, the
Ald. Taube questioned if there would be another Industrial Park
Loomis Road. Mr. Honl suggested the southwest corner of
in the City. Mr. Raimann suggested an area around Hwy. 45 and
Janesville Road and Crowbar road. Ald. Patterson also commented
on the Industrial Park. The business area around Moorland Road
was also brought up for consideration. Ald. Taube made a motion
to defer. Mr. Raimann seconded. Upon a voice vote, the motion
passed unanimously. The Special Meeting of the Plan Commission
adjourned at 7:15 P.M. The Comprehensive Plan Resolution would
be discussed at the next regular meeting.
