PCM19920527MINUTES OF SPECIAL PLAN COMMISSION MEETING CITY OF MUSKEGO COUNCIL CHAMBERS - MUSKEGO CITY HALL HELD ON MAY 27, 1992 AT 7:OO PM PRESENT: Mayor Wayne G. Salentine, Mr. Edward Raimann, Mr. Darl Honl, Traci Smith, Jerald Hulbert, David DeAngelis and Lawrence Kirch, Director of Planning. Also present were: Mr. Larry Schmidt, Supvr. Frank DeAngeslis, Pam and Greg Boehm. ABSENT: Ald. David Taube. Chairman Wayne G. Salentine called the meeting to order at 7:OO PM. NEW BUSINESS: RESOLUTION #P.C. 116-92 - Resolution of the Plan Commission Mr. Hulbert moved for adoption and Mr. DeAngelis seconded. on the proposed Comprehensive Plan. Chairman Salentine said Mr. Kirch had prepared a summary of changes by the Plan Commission to the Proposed Comprehensive Land Use Plan, taken from the minutes of Comprehensive Plan review meetings held on March 25, 1992, April 1, 1992, and April 29, 1992. The other handout is a synopsis of the complete plan presenting the plan in a statement version (recommendations). Mr. Kirch said he had posted three separate maps. On one map he had colored in the proposed Plan Commission changes in orange, in green the parks in the land use category, in pink the density designations for the Plan Commission to further consider. On the third map the green showed recommendations categories for parks; institutions (schools, police department, for rezoning based on the Comp Plan. He would like to see City Hall; separate categories for Commercial and Industrial. Chairman Salentine followed the Summary of Changes starting with Hillendale Road. --the road would remain a 2-lane "major collector" street with repaving. Mr. Kirch said he had that map in his office and he would bring it out for discussion; he had talked to Stan Potrykus (Comp. Plan Chairman) about the map. Mr. Kirch questioned an area left white, as he had no legend for the Comp Plan Map. He thought the white area could be one acre and two acre lots. The commissioners decided to come back to this item later in the meeting. Urbanized Muskego --they wished to limit the commercial corridor from Bay Lane to Pioneer. Everyone was in agreement. Multi-family--......take out the 26 acres statement in the draft plan. Everyone was in agreement. Industrial land--.....review the need for more industrial park land in the next 10-15 years and react to the change ....... Everyone was in agreement. The Plan Commission members feel industrial zoning could be questioned whether the land use should be Industrial. Mr. Honl added in the 45 corridor and Tess Corners Park. Mr. Kirch questioned if this opens the door for Emerald Park to expand. The landfill is not affected by zoning even if the City of Muskego puts it on the map. The Negotiation Committee is working with a pending DNR permit. PUD's - Everyone was in agreement Moorland Road Corridor -- Amend the present irregular .... Everyone was in agreement. Designate this area as a primary growth .... Everyone was in agreement. Southeast Muskego Plan for utility extensions that do not adversely impact the provisions for growth and services ... everyone was in agreement. Research and implement methods to limit the loss of prime agriculture land such as Farmland Preservation Zoning Program. Everyone was in agreement. West Muskeqo Maintain the existing RCE, A and EA zoning outside of the sewer service area, but permit rezoning to original zoning which was in place prior to 1984. Mr. Hulbert felt it should have pavement added with the speed limit dropped. Some discussion involved the road classifications. The road classications should coincide with the language with roads in the county. Mr. Kirch said SEWRPC is working on a Transportation Plan and could help with the verbage. Mr. Larry Schmidt, a resident on Hillendale, was at the meeting and asked if Hillendale will see an increase in traffic? He felt people should use 24 and Racine. After much discussion, the commissioners decided to state: 1. Upgrade Hillendale Dr. north of Janesville Rd. from a collector street to a minor collector. Everyone agreed. Everyone agreed to add Parkland South to Map 0. on Page 42 as a minor arterial. H. Administrative/Governmental, Page I . The Committee agreed to change the map to indicate .... everyone agreed. . SPECIFIC CHANGES TO PAGES 3-1 BASED ON THE ABOVE STATEMENTS 1. Plan Study Areas ... everyone agreed. Urbanized Muskego , Provide for additional medium density development..everyone agreed. . Encourage the Planned Unit Development (PUD)..everyone agreed . Promote the stability and vitality of the commercial uses along the City's "downtown'' corridor through the adoption of an appearance code and special study. Mr. Hulbert talked about an "Appearance Code" for a uniform look for Muskego, and how do we wish to implement it. Mr. DeAngelis said the colleges have students in the summer, who are willing to create a concept plan as a class project. A citizen group or the Chamber of Commerce would be involved also. Mr. Kirch agreed and Mayor Salentine said the Common Council would have to adopt this. Institute a process to formally amend Comprehensive Plan for a change in the land use to the Comprehensive Plan and the second for rezoning for P.U.D. with different categories which exceed zoning. Mr. Hulbert commented he can see where there are duplexes in the plan, but where are the condos? Mr. Kirch responded we don't have zoning for condos. Mr. Raimann suggested developers be encouraged to have two car garages for condos. The commissioners felt the developers should stay with the underlying density and can come to the Plan Commission for a P.U.D. Chairman Salentine said the Comprehensive Plan Public Hearing may change a lot of things and the commissioners should meet to review the Public Hearing comments. Mr. Kirch and the various zoning changes. The question of how to use the P.U.D. approach was discussed. The need to require amenities was a major concern with the commissioners. Also, the commissioners don't want to add density. Mr. Kirch brought up concept zoning and what it involves. He went over the maps concentrating on the zoning map and the uses. There was more discussion about the sewer service area on Management is near this area. After a lenghthy discussion the Hillendale and what the zoning should be on the map. Waste possible. commissioners felt it should be zoned RS-1 with P.U.D. approach Mr. Kirch discussed eliminating some of the nine (9) overlay categories for zoning to better administer the zoning map. For example, just zone parks as "Park" and not OIP. Also, he suggesting eliminating some of the Residential categories. Mr. Hulbert cautioned having parkland later divided for residences. The commissioners would like to try to eliminate so many rezonings. Mr. Kirch also showed an area on the zoning map west of Racine Avenue fronting the gravel pit (sliver of land) that would become Industrial. He showed another area north of a school The question of when does the zoning go officially on the map and west of the Ken Miller apartments that would become B-4. was discussed. The area just south of Pioneer is RS-1 and would become RS-P..everyone agreed. The commissioners felt the Agricultural. The area owned by Scott Krause between Old area on the corner of Hwy. 36 and Thode Drive should be Loomis and Hwy. 36 should be changed back to Agricultural--the Department of Transportation would support that decision. The area along Cty. "L" near Basse's farm would have only two corners of commercial on the north side of the highway. Another area owned by Mr. DeBack and Mr. Rausch was discussed for Industrial zoning. Mr. Hulbert discussed an existing area Marland Meadows--irregular shape. for park purposes west and south of Lannon and Martin in There was some discussion about Greg Boehm's property where he plans a senior citizen development. Chairman Salentine said this is a good plan with W.H.E.D.A. assistance. The commissioners felt RS-3 would be the desired zoning for this area with RS-2 to the east. Public Hearing Discussion: Mr. Kirch talked about first updating the maps and categories before the public hearing on June 30, 1992. Perhaps there would be handouts. The moratorium issue was discussed. Upon a roll call vote the motion to adopt passed unanimousJy. MISCELLANEOUS BUSINESS: . Mr. Kirch informed the commissioners that Mr. Dale Kreil's Meeting on June 2, 1992. He needs to bring in a new site sign approval would be reconsidered at the next Plan Commission plan. Mr. Kirch will research other business establishments to see what signage was granted.
