Chairman Wayne G. Salentine called the meeting to order at
7:OO PM.
The Recording Secretary noted that there were the following
Plan Commissioners present: Mayor Wayne G. Salentine, Ald.
Dave Taube, Mr. Edward Raimann, Mr. Darl Honl, Mr. Jerald
Hulbert and Mrs. Traci Smith, as well as Larry Kirch, Director
of Planning. The following Comprehensive Plan Members were
present: Stan Potrykus, Wayne Peterson, Blenda Treba, Dave
DeAngelis, Russell Jankowski. The following aldermen were
present: Ald. Dave Sanders, Ald. Pat Patterson, Ald. William
Simmons, and Ald. William Schneider. County Supvr. Fran
DeAngelis was also present. The following residents were
present: Mr. Purdy, Pam and Greg Boehm. Mr. Steve Tietz, a
reporter was present.
MINUTES OF APRIL 1, 1992 MEETING--Chairman Salentine noted that
meeting‘s minutes and asked if there were any corrections?
Upon a voice vote the minutes were approved.
The Recording Secretary passed out several handouts from Larry
Kirch to all parties present.
Discussion began on Page 5 of the draft of the Comprehensive
Plan. Under the category A. “Population Growth“ through C.
“Schools/Education“, Chairman Salentine went through each point
asking if there was discussion needed to reach an agreement.

Mr. Hulbert questioned when a Transportation Study was done?
Mr. Kirch said there was a Draft 1989 study done by SEWRPC and
they want to complete that. They talked about amending some
SEWRPC maps and referred to Map 8. on Page 42 Recommended
Improvements for Year 2010 City of Muskego Arterial Street and
Highway System Plan. There was some discussion about Mrs.
Dave DeAngelis said Lannon Drive didn’t have to be an

arterial. The Transportation Plan was the first thing they
did. Mr. Stan Potrykus said Lannon is platted as 66' wide.
There was some concern about all the traffic already on
Lannon--Parkland South could alleviate the problem.
Chairman Salentine would like to discourage more traffic down
Pioneer. Everyone present was in agreement to add: Parkland
South to Map 8. on Page 42 as a minor arterial.
Discussion continued on Page 6.
---Prepare a capital improvement plan for the City's local
street system. Everyone was in agreement.
---Revise the City's plan for future collector streets, (now
shown as parkways on the highway width map). Everyone was in
agreement.
---Focus on, and plan for the Highway 36 corridor.....Mr. Kirch
said there will be a meeting on April 30th at Franklin City
Hall to discuss this. No further discussion needed.
E. Municipal Utilities" no discussion needed.
F. Parks and Open Spaces--
Mr. Hulbert said from the Parks Board point of view an area not
Martin Road. The City needs to study top0 maps and look at the
heavily wooded would be more beneficial in the area north of
sewer service area and the areas involved. Mr. Wayne Peterson
talked about the area being chosen having only one tax key #
and one owner. Ald. Taube asked if this specific area is in a
sewer service area. The answer was yes. Ald. Taube talked
about the Diekfus property. It was approved for sewer
recently. Mr. Hulbert would like to look at the development
cost or look for an alternative site (Borchardt's). It was
noted that the Common Council recently added 6 acres to Kurth
Park. They want to take the pressure off Bellview. More
discussion followed about Kaminski Woods--not a priority area
now. They would like to preserve woods. The late Mr. Groh's
48 acres was discussed for a community park. The future Plum
Creek Subdivision was mentioned as having a neighborhood park.

Mr. Potrykus felt that there should be two public hearings, one
for the amendment to the Comprehensive Plan and the second for
rezoning. They couldn't be done together because they are two
separate approving bodies. Mr. Jankowski felt the city would
use the Comprehensive Plan and not ignore it with this extra
step for a developer. Everyone was in agreement that it was a
good idea.

MOORLAND ROAD CORRIDOR, Page 12. Ald. Patterson asked if we
need to move on this as fast as people are saying and what
about a slower approach? Mrs. Treba responded the city must
act quickly because of the available funds. Mr. Stan Potrykus
asked why should the city wait 10 years just to say they are
controlling growth and maintaining the quality of life.
Ald. Taube felt it allows traffic to be diverted and once the
area opens the land would be gone fast. Chairman Salentine
said without sewer how can it happen fast. Ald. Patterson
referred to the Public Utilities Committee Minutes of April 16,
1992 approved at the Common Council meeting on April 28th. He
said if we don't open up Moorland, the city will not have a
problem. Chairman Salentine talked about commercial
development in this area and Ald. Simmons said the committee
wanted residential. County Supervisor Frank DeAngelis said it
is a serious situation and Mr. Bolte of the County
Transporation Committee and County Executive Finley are working
on the budget, and they said there have been no decisions from
project. The funds are there and available, but the city must

Avenue from Calhoun to Mukwonago, and funds may be used for

need an engineer's study, then plan the road, then start the
road construction and finally the road would be open

said he supports Moorland Road Extended. Ald. Taube felt it
was tied to growth. Mr. Potrykus discussed the Utilities
Meeting where people were told to proceed, as a result of the
extension of sewers. The Diekfuss Farm, Schaefers, Leichtfuss,
Dave Ludwig were all discussed at this meeting. Ald. Simmons
said he didn't remember the developer being told to proceed at
the Utilities Committee meeting. Mr. Potrykus said sewers is
the key for growth. Ald. Patterson thought some large lots
could qualify for mound systems. Ald. Taube felt without
Moorland Road Extended it would be difficult to develop. Mr.
Hulbert wanted to look at the percent of the cost and is it
still 75% - 25%? Is there a possibility of a change in
percent? Would Susner pay a portion and grants another
portion? Chairman Salentine said Muskego's account should
still be in the County for this project. Mr. Kirch said
Federal Transportation Grant money is available. Ald. Simmons
asked what it could cost? Supvr. DeAngelis said approximately
six million dollars. Ald. Schneider asked if Hwy. L is
scheduled for widening? Supvr. DeAngelis said maybe in 3-5
years and it needs to be a Capital Improvements Project. There
was talk about putting Hwy. 45 on the map just to Janesville.
Hwy. Y is scheduled for 1999. Ald. Schneider looks to Moorland
Road to take pressure off the roads and he can see it opening
the city to growth. Chairman Salentine said Hales Corners is
looking to open Moorland Road to take pressure off Hwy. 100.
Mr. Peterson asked if this could be put to a referendum vote?

Greg Boehm's proposal. Ald. Taube wanted clarification of
different densities. They decided RS-3/0PD suggested by Mr.
Hulbert and RS-2 on the land on the other side between Meadow
Green. Most present were in agreement with this. The area
Hillendale to the west is RS-1 now and we could go to RS-2.
They proposed having RS-2 for the balance of the land near the
apple orchard and perhaps amend the sewer service area.
The meeting came to a close at 11:15 PM with the Chairman
Plan Commission Public Hearing--the moratorim will end June 8
saying the Comprehensive Plan will be re-drafted, be heard at a
