Taube talked about the Diekfus property. It was approved for sewer recently. Mr. Hulbert would like to look at the development cost or look for an alternative site (Borchardt's). It was noted that the Common Council recently added 6 acres to Kurth Park. They want to take the pressure off Bellview. More discussion followed about Kaminski Woods--not a priority area now. Administrative/Governmental, Page I "Evaluate all zoning, subdivision, and municipal ordinances-- --Utilize a more classical interpretation" --Institute a process to formally amend Comprehensive Plan--- Mr. Potrykus felt that there should be two public hearings, one for the amendment to the Comprehensive Plan and the second for rezoning. Everyone was in agreement that it was a good idea. FUTURE LAND USE MAP, Page 8. covered before. PLAN STUDY AREAS, Page 9. covered before. URBANIZED MUSKEGO, Page 9.-11. just background information. MOORLAND ROAD CORRIDOR, Page 12. Ald. Patterson asked if we need to move on this as fast as people are saying and what about a slower approach? Mrs. Treba responded the city must act quickly because of the available funds. Mr. Stan Potrykus asked why should the city wait 10 years just to say they are controlling growth and maintaining the quality of life. Ald. Taube felt it allows traffic to be diverted and once the area opens the land would be gone fast. Chairman Salentine said without sewer how can it happen fast. Ald. Patterson referred to the Public Utilities Committee Minutes of April 16, 1992 approved at the Common Council meeting on April 28th. He said if we don't open up Moorland, the city will not have a problem. Chairman Salentine talked about commercial development in this area and Ald. Simmons said the committee wanted residential. County Supervisor Frank DeAngelis said it is a serious situation and Mr. Bolte of the County Transporation Committee and County Executive Finley are working on the budget, and they said there have been no decisions from project. The cost and special assessment were discussed--we need to know the cost. Chairman Salentine said he supports Moorland Road Extended. Ald. Taube felt it was tied to growth. Mr. Potrykus discussed the Utilities Meeting where people were told to proceed, as a result of the extension of sewers. The Diekfuss Farm, Schaefers, Leichtfuss, Dave Ludwig were all discussed at this meeting. Ald. Simmons said he didn't remember the developer being told to proceed at the Utilities Committee meeting. Mr. Potrykus said sewers is the key for growth. Ald. Patterson thought some large lots could qualify for mound systems. Ald. Taube felt without Moorland Road Extended it would be difficult to develop. Mr. Hulbert wanted to look at the percent of the cost and is it still 75% - 25%? Is there a possibility of a change in percent? Would Susner pay a portion and grants another portion? Chairman Salentine said Muskego's account should still be in the County for this project. Mr. Kirch said Federal Transportation Grant money is available. Ald. Simmons asked what it could cost? Supvr. DeAngelis said approximately six million dollars. Ald. Schneider asked if Hwy. L is scheduled for widening? Supvr. DeAngelis said maybe in 3-5 years and it needs to be a Capital Improvements Project. There was talk about putting Hwy. 45 on the map just to Janesville. Hwy. Chairman Salentine questioned it being fair for a vote and we want to see sewers there. Ald. Taube referred to the Sewer should get the Council to deal with it. Ald. Simmons doesn't Utility Minutes and he doesn't see where the committee specifically told the property owner to proceed. Ald. Simmons doesn't want to purchase more sewer connections. Ald. Dave Sanders said basically what Ald. Simmons said is true. The committee didn't say "yes" to go right ahead. Chairman Salentine said the city shouldn't give direction to proceed to do so. Mr. Potrykus was at the Utilities meeting and said the see if it is financially feasible as it costs the developer to developer's attorney walked off with the impression he should come back after a study is done. Ald. Simmons said you can't just say "no" at the committee, but he wasn't given that direction to proceed. Everyone felt a letter should be sent to They again discussed the traffic situation and County monies the developer to clarify this situation. available for improvements. Mr. Hulbert is concerned that money will be taken away from making Hwy. 24 a 4-lane. Supvr. asked if they could switch funds from one project to another? DeAngelis said the County has no plans now. Ald. Patterson Supvr. DeAngelis said "no" . If they extended Moorland Road, it Comprehensive Plan 4/29/92 5 0 e e would be 4-lanes with the costs for curb and gutter going to the City. Dave Sanders, Ald. Brian Misko which should be beneficial. The Mayor polled the members to and himself will attend a SEWRPC seminar on Tuesday, May 5th, see their opinions on Moorland Road Extended. Mr. Potrykus said they were told there was enough industrial park land for the next 10 years and he supports the south side of the city for heavy industrial. WEST MUSKEGO, Pages 19-21 There was some discussion about non-sewered areas and preserving agricultural land. One of the Comprehensive plan members favored small land divisions of 3-5 acre lots in EA. Most would like to preserve EA. Map 2. on page 36 was discussed at length. Mr. Potrykus said affordable housing according The MULTI-FAMILY issue along Moorland Road and Racine Avenue you put in your overall zoning. The Zoning Ordinance could be to Mr. Russell Knetzger could be in the form of duplexes where changed to allow duplexes in residential areas with a P.U.D. approach. Mr. Kirch suggested a variety of duplexes. Ald. Taube talked about expandable housing put in a subdivision Comprehensive Plan 4/29/92 7 where they all look the same--perhaps 800 sq. ft. to start and when finished 1,400 sq. ft. Mr. Potrykus said the lots are too expensive and would bring costs up and not be affordable housing. Ald. Patterson was concerned about dropping this type of housing into other subdivisions. On page 15, the first paragraph was discussed. Ald. Schneider said he has a real problem with a corridor of apartments from Hwy. L to Woods Road. Mr. Greg Boehm and Pam Boehm were in the audience and spoke about 1-2 bedroom units for an elderly project on 19.85 acres. Mr. Kirch referred to a court case, which was in a handout distributed to everyone at the meeting. When you do not have any land set aside on the zoning map for multi-family, the city can be taken to task. The court would decide how much up. Ald. Patterson would like to put a low percent in and in is enough. The city's multi-family is good until it is used 3-5 years increase it. Mr. Kirch said you must maintain it. Mr. Hulbert wants to stay away from percents which only establish quotas. Work with the market and if someone comes up with a P.U.D., address it and review the plan in 5 years. Ald. Taube wanted to know the committee's response to Dottie's letter. Mr. Potrykus said politically it isn't possible to get through Plan Commission and Council. Mr. Potrykus talked about Greg Boehms 19 acres. Mr. Hulbert suggested RS-2 to RS-3 with a P.U.D. buffer and RS-3 single families near Moorland Road. Ald. Ald. Taube wanted clarification of different densities. They decided RS-3/0PD suggested by Mr. Hulbert and RS-2 on the land on the other side between Meadow Green. Most present were in agreement with this. The area Hillendale to the west is RS-1 now and we could go to RS-2. They proposed having RS-2 for the balance of the land near the apple orchard and perhaps amend the sewer service area. The meeting came to a close at 11:15 PM with the Chairman Plan Commission Public Hearing--the moratorim will end June 8 saying the Comprehensive Plan will be re-drafted, be heard at a and those in transition would remain the same until the zoning is passed.
