HELD ON APRIL 1, 1992 AT 7:OO PM

Chairman Wayne G. Salentine called the meeting to order at 7:OO
PM and asked the Recording Secretary to read the Roll Call.
MINUTES OF MARCH 25, 1992 MEETING--Mr. Raimann made a motion to
approved the minutes and Ald. Sanders seconded. Upon a voice
vote the motion passed unanimously.
PRESENT: The following Plan Commission Members--Mayor Wayne
G. Salentine, Ald. Dave Sanders, Edward Raimann, Darl Honl,
Traci Smith and Jerald Hulbert attended. Mr. Jack Schmidt was
excused. Mr. Larry Kirch, Director of Planning was present. The
following Comprehensive Plan Study Committee Members--Chairman
Stan Potrykus, Ald. William Simmons, Russell Jankowski, Wayne
Peterson, Dave Krutz, Scott Garland, Dottie Rector, David
DeAngelis, Blenda Treba and Ken Baranowski. Mr. Adrian Serrano
and Mr. Robert Klenz were not present. The following Common
Council Members were present--Ald. William Simmons (Comp Plan
Mbr. also), Ald. Sanders (Plan Commissioner also) and Ald. Pat
Patterson.
Several citizens were present. Reporter Steve Tietz of the
Muskego Sun, as well as a Sentinel reporter, and Tom Edwards of
the Enterprise.
Chairman Salentine discussed the brief outline (agenda)
distributed at the meeting.
Discussion began on Page 3 of the draft of the Comprehensive
Plan. Under the category “Urbanized Muskego” Chairman
Salentine went through each point asking if there was
discussion needed to reach an agreement.

Table 4. He has told Mr. Kirch the statistics for 1992 are
already ahead of last year for total dwelling units. Mr. Honl
asked about rental space availability. Mr. Kirch said Mr.
Ridge's sales are strong--the demand is there.

manner. He moved here to live in a single-family area and it's
unfair to the City itself--it changes the whole nature of the
City.
Mr. Stan Potrykus said apartments aren't built to buffer.
Developers in Muskego learned long ago to talk about buffering
since so many were against apartments. He feels the high
school area near Woods and Racine is an ideal area for a large
tract of multi-family. The other area is Moorland Road and
existing apartments right next to Janesville. He said it is
unrealistic to say you don't want apartments. A 15 year study
anticipated some multi, as it is a good mix for the city.
Ald. Simmons said the multi-family dwelling concept on a 26
acre tract is a bit much. He would be in favor of a portion of
the 26 acres.
Concerning RSM/PUD, Mrs. Rector asked if there was a way to
remain with existing zoning but give an indication on the

said the City should look into obtaining grants for the staff
to revitalize the downtown area. If it is available, we should
go for it. Mr. Kirch said he is aware of students in urban
design, studying a community for a summer as an internship.
Ald. Simmons said the owner of Parkland Mall is the party with
the control. Mr. Garland commented on the Pick 'n Save stores
constructed in Menomonee Falls and Germantown, where they were

Potrykus said landfill companies may already have options on
land already which precludes the city from buying it. The

along with "reviews" and "revisions" on the next meeting's
agenda.
The next meeting was scheduled to be held on Wednesday, April
29, 1992 at 7:OO PM in the Common Council Chambers.
ADJOURNMENT: The meeting was adjourned at 10:25 PM. All in
