MINUTES OF COMPREHENSIVE PLAN REVIEW MEETING
COUNCIL CHAMBERS - MUSKEGO CITY HALL
HELD ON MARCH 25, 1992 AT 7:OO PM
Chairman Wayne G. Salentine called the meeting to order at 7:05 PM
and asked the Recording Secretary to read the roll. The Plan
Commission had a quorum later in the meeting.
PRESENT: The following Plan Commission Members-- Mayor
Salentine, Jack Schmidt, Edward Raimann and Traci Smith
attended. Mr. Jerald Hulbert, Ald. Sanders and Mr. Honl were
excused. The following Common Council Members--Alderman David
Taube, Alderman William Simmons and Alderman Patrick Patterson
attended. The Comprehensive Plan Study Committee was also in
attendance in quorum. County Supervisor Frank DeAngelis
attended. There were approximately 35 citizens present also.
Larry Kirch, Director of Planning was present. Reporter Steve
Tietz was present.
Chairman Salentine gave a brief outline of the night's agenda.
The first one-half hour he hoped to devote to citizen input; the
Plan Commission and the Comprehensive Plan Study Committee would
have their input to decide what to implement from the citizen's
concerns; then open it to the citizens from approximately 9-9:30
PM .
Mr. Stan Potrykus spoke first to introduce himself as the Chairman
of the Comprehensive Plan Study Committee, his Vice-chairman Scott
Garland, Wayne Peterson, Blenda Treba, Dave DeAngelis, Russell
Jankowski, Dottie Rector, Bob Klenz, Alderman Simmons and Ken
Baranowski.
Mr. Jeffry Simkowski, a resident on Ridge Road, asked if it was
the intent to upgrade Hillendale Drive to a 4-lane road and what
are the thoughts in the planning process?
Chairman Salentine referred this question to a Comprehensive Plan
well-traveled and will be re-surfaced only. Larry Kirch, Director
Committee Member. Mrs. Blenda Treba responded Hillendale Drive is
of Planning, explained the Regional Planning Commission's roll in
this planning as a "collector" street versus an arterial street.
The committee intends to have Hillendale remain a 2-lane road, but
have pull-out lanes -- perhaps widden the street. Scott Garland

said a "collector" street is in the plan and a study from Waukesha
County transportation people (SEWRPC) with complete drawings gave
the committee information concerning the dimensions of roads. He
said it was thought that the western part of Muskego and the
southwestern quardrant in time would become developed to that
level--arterial. Mr. Jeff Simkowski, resident, spoke again about
Stoneridge and the garbage trucks and his concern with truck
traffic. He felt Crowbar is less "residential" than Hillendale.
Mr. Garland responded saying this is based on projected traffic
flow, safe flow rates and peak times. You have to match the flow
with the traffic.
Mr. John Diedrich, resident on Hillendale Drive, said he had been
at several City meetings concerning Terra Development where they
said traffic on Hillendale would be limited. He also asked about
the environmental impact and Mrs. Gillespie's property. Mr. Larry
Schmidt, a resident on Hillendale, said Hillendale is almost
Avenue. Another resident asked where is the future traffic on
"suburban" and traffic should go down Janesville or Racine

Chairman Salentine directed conversation toward the Multi-family
issue.
Mr. Jerome Jaraczewski, a resident on Racine Avenue, talked about
development near Woods Road and Racine Avenue. He felt the Police
Department is called for problems at 8-family units more often
than single family homes. Ald. Patterson asked why the large
acreage of multi-family in the area. Stan Potrykus responded that
the committee didn't say 26 acres--just that the location is
multi-family and they didn't recommend rezoning.

Ald. Patterson wanted to discuss high density units and whether
the committee had considered the negative impact. Stan Potrykus
responded when you study the area, you have less multiple and you
need to promote this housing and put up with the problems.
Chairman Salentine felt the number of police calls were not too
high based on the fact you have more people living in one area.

He liked the idea of having 35 acres near the Morland Road area
devoted to multi-family. Multi-family is not only 8-family
units. Mr. Potrykus said the Committee had all sorts of studies
done--including duplex housing. Muskego should be a Lifecycle
Community where you can get started in a rental unit and move up.
Ald. Patterson said at the last meeting of the Comprehensive Study
Committee and Plan Commission, someone from Madison recommended
35% multi-family. What is a workable number? Mr Potrykus was

zoning map and the colors relate to the handout. Ald. Taube asked
the Comprehensive Study Committee Members if they were unanimous
in supporting the large increase in duplex--what percent was in
favor. Mr. Potrykus responded when the planner did the duplex
study, he tried to come up with a formula for affordable housing.
It would appear that the only way you can get affordable housing
is through duplexes. The majority agreed.
Ald. Taube commented that the City has agreed to the development
of Plum Creek. What can the City do next to get Industrial land
elsewhere. Stan Potrykus responded there are two sites:
-Moorland Corridor or
-southeast corner of city could be Industrial like storage areas.
Mr. Benson, a resident, read in the paper there are two requests
on the west side of Hillendale to rezone from RS-1 to RS-2 and he
questioned whether that was "spot zoning". That area in the plan
is for low density, so how can you consider that for RS-2 zoning.
Mr. Larry Schmidt, resident on Hillendale, responded that one of
those requests for rezoning is his and sewers should change the

At 8:00 PM Chairman Salentine asked the members of the Plan
Commission if they would like to discuss the multi-family issue.
They agreed.
Mr. Jack Schmidt said he lives on Woods Road and can't see
anything further being developed on Hillendale and it should be a
"collector" site. Chairman Salentine said people should be
discouraged from using Hillendale. Ald. Taube talked about seeing
previous maps showing proposed new roads. Stan said the
Comprehensive Study Committee did not get into additional roads,
as it wasn't their decision.
Chairman Salentine said the City has to come up with a new road
plan. Mr. Kirch said the Regional Planning Commission could
prepare a transportation document. There was some discussion
concerning the road width remaining 80'.
In summary concerning Hillendale--the road would remain a 2-lane
"collector" street with repaving.
At this point Chairman Salentine closed discussion on multi-family
to the public. He stated Mr. Hulbert, who had an excused absence,
had a written statement saying he totally opposes the amount of
multi-family proposed. Mr. Kirch mentioned Plum Creek, College
Park Apartments and other proposed multi-family as the areas
listed for multi. Mr. Garland said we've used up all the RSM
minority on his committee, as he isn't in favor of any more P.U.D.
zoning for the Lifecycle Plan. Mr. Klenz said he was in the
with multi-family. Ald. Simmons said the committee was almost
unanimous concerning duplexes. This is the trend for the
Lifecycle--build in an area by itself and don't mix with
residential development. The Plan Commission will need to layout

Chairman Salentine asked how do we not bring them against the
single family homes. Pam Boehm discussed 50 acres near Meadow
Green.
Mr. Heinrich, a resident, talked about having 8 units on one acre
normally a duplex lot. He said that as of 1982, every community
has to make this type of housing available. Each lot doesn't have
to be one acre for one house--80', 9O"lOO' wide is a normal lot.
People don't want big lots anymore, as it is too much to
maintain. They want to be free to pursue other things in life.

Potrykus said the Plan Commission has input. Ald. Patterson said
duplex is affordable housing. There was more discussion about
owner occupied duplex housing and side-by-side construction.
Mrs. Traci Smith told the Comprehensive Study Committee the plan
they prepared is an idealistic plan for Muskego and she isn't in
favor of more multiple. Is there a demand for it? Is it what the
citizens want? Scott Garland talked about the area near the high
school being a good area, so students can live closer to school.
Chairman Salentine said there are plans that in 1999 Racine Avenue
will be a 4-lane road. Mr. Jerome Jarazewski felt why make it so
attractive to population growth. Chairman Salentine said the
intent of the plan is to deal with the future. The 90 day
moratorium is to stop conflict in zoning. The plan is for the
next 10-15 years and it is hard not to envision it happening right
away. He said he expected more changes in the draft from the
existing plan and didn't see that many.
