MINUTES OF THE MEETING HELD ON SEPTEMBER 17, 1991.
Mayor Salentine called the meeting to order at 7:06 P.M.
PRESENT: Mayor Salentine, Edward Raimann, Darl Honl, Jerald
Hulbert, Ald. Dave Sanders, Jack Schmidt, Traci Smith and Gene
Kovacs, Director of Planning.
ABSENT: No one.
MINUTES: Mr. Raimann made a motion to approve the Minutes of the
vote the motion to approve the minutes passed unanimously.
September 3, 1991 meeting and Mr. Honl seconded. Upon a voice
OLD BUSINESS:
Resolution #P.C. 140-91--Approval of sketch land division-Tudor
Oaks Retirement Community. Chairman Salentine said this item had
been deferred at three past meetings and requested the Recording
Sec'y. to read the resolution. Gene Kovacs talked about the
Attorney's review in conjunction with the attorney from Tudor
P.U.D. requirements. The department is looking for the City
Oaks. No correspondence has been received from the City Attorney.
He suggested this be deferred.
Mr. Dennis Sampson, Tudor Oaks new administrator said he is aware
of the P.U.D. requirements. He agreed this resolution should be
again deferred to get responses from the City Attorney and Tudor
Oaks attorney.
Mr. Hulbert made a motion to defer this resolution and Mr. Schmidt
seconded. Upon a voice vote the motion passed unanimously.
Resolution #P.C. 167-91--Approval of sign for Country Brook
Estates Subdivision, SE 1/4 of Section 16. Don Miller. Chairman
Salentine said this-resolution had already been on the floor for
discussion and deferred at the 9/3/91 meeting. Mr. Don Miller
said this would be a wood, sandblasted entrance sign, not
requiring a lot of maintenance. Mr. Hulbert suggested plastic
with stone landscaping to control the weeds. Mr. Miller responded
he would put heavy bark with plastic and colored stone down near
the sign. There was some discussion concerning the Deed
Restrictions and eliminating the wording that terminates the
architectural control committee. This will be addressed in Resol.
168-91 on the agenda. Mr. Hulbert made a motion to amend the

Country Brook Estates Subdivision, Don Miller. Chairman Salentine
Resolution #P.C. 168-91--Approval of deed restrictions for

3- Pg. 7, the Architectural Control Committee shall stay in

Resolution #P.C. 175-91--Approval of certified survey map in the
SE 1/4 of Section 10-Robert Klenz. Chairman Salentine noted this
item was deferred at the 9/3/91 meeting. After some discussion

information concerning the width of the drainage easement. Mr.

Resolution #P.C. 176-91--Approval of expansion of conditional
use grant to permit construction for expansion of Aud-Mar Supper
Club, 579 W15851 Aud-Mar Drive. Mr. Hulbert moved for adoption
discussion first. Mr. Steve Oschmann was asked if he intended to
and Ald. Sanders seconded. Chairman Salentine asked for
plant trees to buffer his property from the neighbors. He said he
has approximately 60 trees in the back of the property but would
plant 8 evergreens. He will add 100 blacktopped parking spaces
next year (October/November). The expansion will create a new
hall entrance. He will need to come back to the Plan Commission
for lighting approval, as a requirement of the conditional use
grant. Mr. Raimann made a motion to amend the resolution to add
the following:

1- add 8 evergreen trees along the west lot line.

Resolution #P.C. 177-91--Approval of certified survey map, NW
1/4 of Section 32, Richard Double (Richard Kaerek). Mr. Honl
moved for adoption and Mr. Hulbert ‘seconded. Mr. ’Stan Potrykus
was drawn with Parcel 1 meeting the suggestions of the Plan

expressing opposition. Upon a roll call vote the motion to adopt
was defeated by a vote of 5-2 with Chairman Salentine and Mr.
Raimann voting for the resolution and Messrs. Hulbert, Honl,
Schmidt, Mrs. Smith and Ald. Sanders voting against.
Resolution #P.C. 178-91--Approval of sign Woodcrest Apt. Homes
for Bob Bautch, SW 1/4 of Section 16. Mr. Hulbert moved for
adoption and Mr. Raimann seconded. The owner of the apartment
building said he wanted to identify his building and plans to
maintain his sign. The commission stressed the requirement for
this sign to be maintained. There will only be one sign for one 6
unit building. Some discussion centered on who maintains the
WOODCREST entrance sign. The Plan Commissioners directed the
zoning officer to send a letter to Bob Klenz to respond in writing
as directed by the commission. It was noted that a "rental" sign
to the Plan Commission, his intent to maintain this entrance sign
would not be allowed. Upon a roll call vote the motion to adopt
passed unanimously.
Resolution #P.C. 179-91--Approval of landscape plan for Lake
Ridge Apts, NW 1/4 of Section 10. Mr. Honl moved for adoption and
Mr. Hulbert seconded. Mr. Honl felt there was a need for more
trees. Mr. Barker responded there was a natural tree area near
Bldg. 8. A resident who lives near this proposed development
expressed concern about an adequate barrier. A block retaining
wall will be constructed as shown on the sketch. The certified
survey map was discussed. Gene Kovacs requested the bike path be
shown on the landscape plan and be a requirement as an exhibit.
Stan Potrykus offered to provide a legal description of the

Developer's Agreement should provide for their share of the

Resolution #P.C. 180-91--Approval of review of road layout of
Parkland Drive Extension. Mr. Raimann moved for adODtion and Mr.
Schmidt seconded. Gene Kovacs said Alternative 2 was chosen by
the City Engineers. It runs at a 90' angle, abuts Woods Rd. and
connects Green Street to Meadow Green Subdivision. Stan Potrykus
talked about his proposal which was similar to the Engineer's.
Upon a roll call vote the motion to adopt Alternative 2 passed
unanimously.
Creekside Meadows Subdivision in the City of Muskego and Town of
Resolution #P.C. 181-91--Approval of Preliminary Plat for
Norway.(Rolfson farm) Ald. Sanders moved for adoption and Mr.
Honl seconded. Gene Kovacs said the resolution needed to be
amended to state the County had recommended approval. It was
noted these lots will be addressed as Town of Norway residents;
there was some discussion about the 911 response from the police
and fire departments. Chairman Salentine said the Public Works
Department has discussed the site drainage. Gene said Resol.
#P.C. 173-91 adopted on 9/3/91 was amended to state the certified

W14501 Janesville Road for Open Pantry. Mrs. Smith made a motion

they were testing sales? The representative from Open Pantry said
they wanted to re-do their signage eventually and wanted to draw
attention to their business at this time by this advertising in
this manner. They can't block their inside window space due to
police surveillance for the store. They currently are using
banners. Gene Kovacs said the applicant could approach the Board
of Appeals for a variance for signage on a permanent sign. Some
commissioners felt more businesses would come in for a sign like
this and the banners were effective. Upon a roll call vote the
motion to adopt was unanimously defeated. 0
Misc. Business:
Site plan for Muskego-Norway Schools -- Mr. Yost of B.A.I.
Associates, architect for the new elementary school gave a
presentation of a preliminary site sketch. He said the Department
of Transportation's requirements were addressed in the placement
of the driveways from Woods Road. The question of providing
enough parking spaces was raised. Mr. Yost explained they could
utilize the grassy area for parking if needed. Curb and gutter
will be provided in certain areas. The proposed parking lot would
be paved including a catch basin. Chairman Salentine noted the
Utilities Committee had discussed the water main extension and
determined it be paid for by the school. The commissioners felt
that when the site plan comes before the Plan Commission, they
would look at the lighting, parking lot, landscaping plans and
building plans. Mr. Hulbert was interested in seeing the
cooperative use of the proposed baseball fields and more
basketball hoops. The RCA and WCA charges were also mentioned.
Chairman Salentine said a study of pupil number was being
conducted and he would share that information with the School
Board. The need for a third lane on Woods Road was discussed.
Traffic studies would identify the need in the future.

Chairman Salentine said the Safety Committee is replacing street
lighting with more efficient lights. If lights are out in
intersections, the Police Dept. should be contacted.
Gene Kovacs reported Mr. Paschke will provide a gravel bike path
near his Willow Pond development; the Comp Plan Study Committee
had 80 people attend the last meeting to voice their opinions on
the "affordable housing" issue.
Mrs. Smith made a motion to adjourn at 10:30 P.M. and Ald. Sanders
unanimously.
