PCM19890620PLAN COMMISSION CITY OF MUSKET0 MINUTES OF PLAN COMMISSION MEETING HELD ON 6/70/89 Mayor Wayne Salentine called the meeting to order at 7:20 P.M. Present: Chairman Wayne Salentine, Edward Raimann, Alderman Hilt, Darl Honl, Dottie Rector, Jack Schmidt h Director Gerald Lee. Absent: Mr. Hulbert MINUTES: Mr. Raimann moved to approve the minutes of June 6, 1989. Dottie Rector seconded and the motion carried unanimously. NEW BUSINESS : APPROVAL OF 2ND GARAGE STRUCTURE- The recording secretary read Resolution #P.C.102-89. Auproval of 2nd garap,e structure. Alderman Hilt moved for adoption. Dottie Recto; located on the SE corner, saying that it would be just another seconded. Neighbors appeared opposing this structure to be place to work on cars. Mr. Fischer stated that it would definitely be just for cold storage. Tom Mazer, a neighbor 0 Grzegorski another neighbor was concerned with spray painting and stated it would be an eye-sore having no approach. Judy the fumes. Ron Walters, across the street said he has seen cars coming in on flat-bed trucks. Rich Rodie another neighbor was concerned because there are many children living in the area. Mayor Salentine would like the Building Department to investigate the complaints and also have the storage defined. Mr. Fischer mentioned only a torch rig and a two horse air compressor. ( No was questioned as to what equipment would be in the garage. He motion was lost. welding equipment) Jack Schmidt made a motion to defer--and the Mr. Fischer stated he would be willing to sign papers regarding the no power and no insulation in the garage. Mr. Honl made a motion to adopt seconded by Dottie Rector. Mr.Christinsen inquired whether the buildings will be torn down. The Mayor stated that if the setbacks etc. were okay they could remain, however; Gerald P.Lee of moving them. At that time Mr. Deback said he already made a thought the buildings would be moved but wondered about the cost commitment that the buildings would all come down. A motion was made by Mr. Raimann to amend Resolution 103-89 adding that all the granting of the 15%. but Gerald Lee stated that the 15% would come down. Seconded by Mr.Hon1. There was some question as to be needed because of the average width and that could only be granted because of the existing buildings on the lot. Mr. Raimann moved for adoption. Mr. Honl seconded. Upon a roll call vote the motion to adopt passed unanimously. APPROVAL OF CERTIFIED SURVEY MAP SECT.32 - The recordine secretarv read Resolution #P.C.104-8Y approval Of Certifiei Survey map for the NE 1/4 of Section 32, De Back Jack Schmidt moved for adoption. Dottie Rector seconded. Upon a roll call vote the motion to adopt passed unanimously. CONSTRUCTIOn OF AOUfI?TTN TO H-ST. - The recording secretary read Resolution P.C.#105 - 89 - Approval of expansion APPROVAL OF EXPANSION OF CONDITIONAL USE GRANT FOR of conditional use grant for addition (18' x' 28' for S8O-Wl4401 Schultz Ln. (Hunter's Nest) Mr. Raimann moved for adoption, seconded by Alderman Hilt. There was some discussion as to the leveling of the 300' area because of concern of moving of dirt around. Upon a roll-call vote the motion to adopt passed unanimously. APPROVAL OF SKETCH FOR 86 LOT SUBDIVISION SECTION 32 The recording secretary read Resolution P.C.#106-89 approval of sketch for 86 lot subdivision in the NW 1/4 of Section 32- Irving & Pearl Haut. There was concern as to whether there would be 0 enough sewer available. Gerald P. Lee stated that the matter would be going to the Sewer Utility meeting. Mayor Salentine await the Park Board study and report. Mr. Dawes suggested that said there was at this time lots of capacity. He also would we take the $200.00 per lot and use it for other structures for the property. Mr. Christiansen mentioned that some type of shelter was needed in the area. Alderman Sanders agreed with Ray Christiansen that the money would be more advantageous. Jack Schmidt stated they should submit a new sketch. Some concern was Honl moved to defer. Dottie Rector moved for adoption, seconded by Mr. Honl. Upon a roll call vote the motion to adopt passed unanimously. APPROVAL OF 3 LOT SUBDIVISION IN SECTION 7 - The recording secretary read Resolution #P.C. 112 -89 approval of 3 Schwartz. Alderman Hilt made a motion to adopt. Mr.Raimann unanimously. seconded. Upon a roll call vote the motion to adopt passed lot subdivision in the SW 1/4 of Section 7 - Lawrence A. MISCELLANEOUS BUSINESS: for the gravel extraction. This would be the expansion to include the former Knutowski land. We have also received the check for $600.00 to cover the costs. A public hearing is set for July 18, 1989 for the expansion of conditional use. Gerald P.Lee stated that we have received the petition Regarding the Blue Chip Committee. We have received $5000.00 grant money for planning purposes. Representatives from Heritage, Mr. Kurtz, Mr. Gaulka h Mr. Tabbert introduced their ideas for starter homes for the City with about 600 in the lower level. (lower level out of ground) of Muskego. These are basically 960 sq. ft. on the first floor They would prefer smaller lots having a 60 ft. frontage. Cost for the 960 sq.ft. would be approximately $53,200 with the lower level to be finished at a later date. All homes would have an attached garage and sewer h water. Pictures were shown of some of the homes already constructed. They noted that deed restrictions would be required for the subdivision. Name of the 0 building company would be Gardner Brothers Builders. Gerald P. Lee stated the need for some good landscaping. Mr. Honl and Alderman Hilt both agreed. If anyone would be interested there is a model in Hartland. Dottie Rector said she would encourage some smaller homes in the area. Mr. Honl suggested the need for some good design.
