PCM19870804e AMENDED CITY OF MUSKEG0 PLAN COMMISSION MINUTES OF PLAN COMMISSION MEETING HELD ON August 4, 1987. Mayor Wayne Salentine called the meeting to order at 7:OO P.M. PRESENT: Chairman Wayne Salentine, Edward Raimann, Jerald Hulbert, Alderman Mitchel Penovich, Secretary Les Constantineau, Dr. Peter Parthum, Jack Schmidt and Zoning Officer Gerald Lee. MINUTES Mr. Raimann moved to approve the minutes of July 21, 1987. Alderman Penovich seconded and the motion carried. OLD BUSINESS: BLDG., SITE & OPERATION PLAN-S71 W13222 TESS CORNERS On the floor (deferred from July 21, 198/). Zoning Officer Lee reported that Mr. Rodman had been out of town and had just received the letter requesting more detail for his site plan and requested a two week extension. Mr. Constantineau moved to defer for two weeks. Mr. Hulbert seconded. Upon a voice vote the motion carried. NEW BUSINESS : SIGN-CLAY'S CYCLE CENTER The Recording Secretary read Resolution tP.C. 118-87. Approval of Free Standing Sign-Clay's . .. Cycle Center. Mr. Hulbert moved for adoption. D;. Parthum- seconded. Discussion followed with Zoning Officer Lee explaining free standing signs) on this building and that three separate that there are already two projecting signs (which are considered businesses occupy this one building. The petitioner was not in the audience to answer questions regarding the sign. Mr. Constantineau moved to defer until more information was provided. Alderman Penovich seconded and the motion carried. SKETCH-LAND DIVISION The Recording Secretary read Resolution #P.C. 121-87, Approval of Sketch-Land Division-W125 59782 North Cape Road-NE 114 Section 25, Dr. Parthum moved for adoption. Alderman Penovich seconded. Upon a roll call vote the motion to adopt carried unanimously. PLAN COMMISSION - Page 2 August 4, 1987 2ND GARAGE STRUCTURE-HAFTARSKI The Recording Secretary read Resolution #P.C. 122-87, Architectural Approval 2nd Garage moved for adoption. Dr. Parthum seconded. The petitioner Structure-John Haftarski-W193 S7198 Richdorf. Mr. Constantineau indicated that the garage would match the house. Upon a roll call vote the motion to adopt carried unanimously. CERTIFIED SURVEY MAP-PINTER The Recording Secretary read Resolution #P.C. Certified Survey Map - JosephIKaren Pinter-Town 02' Norway. KOSOBUCKI AMENDED SKETCH The Recording Secretary read Resolution #P.C. 125-87, Approval of Amended Sketch-Kosobucki-SW 1/4 Section 2. Mr. Raimann moved for adoption. Dr. Parthum seconded. Mr. Dave Olson, the engineer for this project have only one access onto Janesville Road with four lots having addressed the Plan Commission and indicated this sketch would platted with six duplex lots but will now be all sinRle family access onto Woodland Place. This subdivision had previously been units. Mr. Kent Kosobucki indicated a sign would be placed at the entrance on Janesville Road indicating the identity of Golden Country Estates. Alderman Penovich felt this sketch met all the concerns of the neighbors in the Glenbrook Subdivision. Mr. berm along Highway 24 with the homeowners planting additional Kosobucki indicated that the developers would install the initial shrubs. Discussion followed regarding the drainage to the storm sewer. The engineer indicated that a skeleton storm system would be installed. The drainage plans will be submitted to the city engineers. Mr. Constantineau commended Mr. Kosobucki on his cooperation with the Plan Commission on this development. Mr. motion to adopt carried unanimously. Hulbert seconded this commendation. Upon a roll call vote the PRELIMINARY PLAT-TOWN OF NORWAY The Recording Secretary read Resolution #P.C. 126 - 81 , Approval of Preliminary Plat - Parkside Heights Subdivision-Town of Norway. Dr. Parthum moved for adoption. Mr. Raimann seconded. Mr. Constantineau mentioned the odd shaped cul de sac in the subdivision. Upon a roll call vote the motion to adopt carried with Mr. Constantineau casting a dissenting vote. PLAN COMMISSION - Page 3 August 4, 1987 CERTIFIED SURVEY MAP-HOLTZ The Recording Secretary read Resolution WP.C. 127-87, Approval of Certified Survey Map-Delbert adoption. Mr. Schmidt seconded. Discussion followed regarding Holtz-NE h NW 1/4 Section 16. Alderman Penovich moved for park dedication fees required on land divisions with existing home sites. Upon a roll call vote the motion to adopt carried unanimously. SIGN-UNITED AUTO BODY The Recording Secretary read Resolution llP.C. 128-87, Approval of Sign-United Auto Body. Alderman Penovich moved for adoption. Mr. Schmidt seconded. The owner addressed the Plan Commission and stated she would either like to request two signs OK have the existing spray gun sign that is on the pole removed and placed on the ground out of the vision area setback. Discussion followed regarding whether Officer Lee stated only one free standing sign would be allowable United Auto Body could have two free standing signs. Zoning and if a second sign was requested the matter would have to be submitted to the Board of Appeals. The matter of the exact location of the sign was discussed. Mr. Constantineau moved to amend the resolution to add, "BE IT FURTHER RESOLVED, That the building inspector will physically locate the free standing sign on the property and that only one free standing sign will be motion to amend carried unanimously. Upon a roll call vote the allowed". Alderman Penovich seconded and upon a voice vote the motion to adopt Resolution #P.C. 128-87 (as amended) carried unanimously. REVISED SKETCH-SUBURBAN HEIGHTS The Recording Secretary read Resolution #P.C. 120-87. Auuroval of Revised Sketch- Preliminary Plat-Suburban Height's. Mr. Schmidt moved for adoption. Mr. Hulbert seconded. Mr. Johnson stated the revised sketch had been submitted in order to utilize the low area in the southeast corner which now provides each lot with over 20,000 square feet. Zoning Officer Lee indicated these lots are in the state regulated wetiand area and all building permits would have to be reviewed by the DNR and Corp of Engineers. Mr. Johnson indicated that whatever was needed (combining of lots, etc.) to done. The ownership status of Outlot 111 was discussed. Mr. accomodate the requirements of the DNR/Corp of Engineers would be Johnson indicated the outlot was part of land to the north that would be developed in the future. It was suggested that outlot #l become part of lot 59 and that this be indicated by a deed restriction. Mr. Johnson indicated that all objections would be taken care of before the final plat was submitted. He also indicated that the the development would be phased with the first 20 lots of the southeast corner of the plat. This development will have curbs and gutters. The matter of run off from this development needs to be addressed and point #5 of the SEWRPC asks that the developer contact the Waukesha County Land Conservation a a PLAN COMMISSION - Page 4 August 4, 1987 Committee for guidance in this matter. Upon a roll call vote the motion to adopt carried unanimously. MISCELLANEOUS BUSINESS: REZONING PROPERTIES PIONEER DRIVE Zoning Officer Lee gave a reDort of the Droperties and the individual zoning alone. I_ .. Pioneer Dkive. These homes/businesses are a patchwork of B1 and conforming. It was pointed out that these properties could B3 zoning. The residential use of the properties is non- individually request rezoning. Further discussion resulted in the Plan Commission not recommending rezoning of this portion of Pioneer Drive. TRANSITIONAL AGRICULTURE Mayor Salentine indicated that letters would be sent out to all DroDertv owners of 35 acres or more for an informal meeting on ALgust 18, 1987 to determine if any property owners would be interested in this rezoning. MORELAND ROAD Mayor Salentine updated the Plan Commission on the Moreland Road extension. He indicated that the freeway to Highway 45. State may be taking over this extension with a route from the Zoning Officer Lee stated he is in the process of preparing a map showing where sidewalks and bikepaths could requested that present sidewalks/bikepaths also be indicated on interconnect in the City for future development. Mr. Hulbert developed also be identified on this map. the map. Mr. Schmidt asked that the future parkway areas to be Dr. Parthum volunteered to be on the capital budgeting committee. Mr. Constantineau announced his resignation from the Plan Commission. ADJOURNMENT: Mr. Raimann moved to adjourn the meeting at 9:20 P.M. Dr. Parthum seconded and the motion carried.
