PCM19870707CITY OF MUSKEG0 PLAN COMMISSION MINUTES OF PLAN COMMISSION MEETING HELD ON July 7, 1987. Mayor Wayne Salentine called the meeting to order at 7:OO P.M. PRESENT: Chairman Wayne Salentine, Edward Raimann, Alderman and Zoning Officer Gerald Lee. Mitchel Penovich, Secretary Les Constantineau, Dr. Peter Parthum, ABSENT Jerald Hulbert, Jack Schmidt MfNUTES Dr. Parthum moved to approve the minutes of June 16, 1987. Mr. Constantineau seconded and the motion carried. OLD BUSINESS: SKETCH - WOODCREST HEIGHTS On the floor (deferred from had since been submitted for this subdivision with major changes the June 16, 1987 meeting). Mr. Klenz stated a preliminary plat duplex lots along the north end of the development near the to the proposed sketch. The changes involved the placing of the industrial park with lots 19, 56, 57,58, and 65 bordering the multi-family units. A total of 22 duplex lots are now requested, a 48 multi-family units and 60 single family lots for a total of approximately 153 units. Mr. Klenz submitted a plat comparison of existing subdivisions with lots sizes pointing out that the lots in Woodcrest Heights are 25% larger beinging both wider and longer. The larger lots could afford a possible 35' setback for a driveway and garage thereby helping to eliminate crowded parking conditions. Dr. Parthum questioned the possiblity of distributing the land dedicated for park purposes within the subdivision. Mayor Salentine informed the Plan Commission that approximately 2.2 acres of land had been removed from the original zoning request. Mr. Klenz indicated that the land dedicated to the city would probably be used for a retention area. Mr. Constantineau requested that he'd like to see a uniform berm along Woods Road and Racine Avenue to screen the back yards facing these streets. Mr. Klenz stated this could be accomplished through deed restrictions. Dr. Parthum questioned whether a reservation could be made for a pedestrian walkway between two lots facing Woods Road for young people to cross to the high school and whether a possible bike path could be incorporated along the western side of Racine Avenue. Mr. Klenz Constantineau moved to table Resolution #P.C. 93-87. Dr. Parthum indicated he had no intention of putting in a bike path. Mr. seconded and upon a voice vote the motion carried unanimously. PLAN COMMISSION - Page 2 July 7, 1987 NEW BUSINESS: 2ND GARAGE STRUCTURE-KLOSKEY The Recording Secretary read Resolution #P.C. 101-87, Architectural Approval 2nd Garage Structure - Jack.'G. & Charmein Kloskey. Alderman Penovich moved for adoption. Dr. Parthum seconded. Mr. Kloskey indicated the shed would have a wood frame and siding and fiber glass asbestos roof with the colors identical to their home. The shed would be motion to adopt carried unanimously. on concrete blocks with a wood floor. Upon a roll call vote the SKETCH - GLEN OAKS The Recording Secretary read Resolution j1P.C. 102-87, Approval of Sketch for Preliminary Plat adoption. Mr. Constantineau seconded. Mr. Don Chaput, the - Glen Oaks - NW 1/11 Section 7. Mr. Raimann moved for developer, and Mike McClurg, the owner reviewed their sketch plan for the Plan Commission. The plat would be a six lot subdivision with approximate three acre lots which conforms to the existing RCE zoning and a proposed 1,000 foot road. Mr. Chaput indicated that all wetland maps he had viewed indicated that the wetlands were to the north and slightly east of the proposed cul de sac. approximately one mile east of Crowbar Road. Mr. Constantineau The lots are located on the north side of Field Drive noted the extreme drop in grade on lots 4 and 5. Mr. Chaput indicated that the buildings would be situated behind the low area on these lots with the driveway and drainage on lots 4 and 5 arranged so as to avoid the any low areas on the lots. Upon a roll call vote the motion to adopt carried unanimously. CERTIFIED SURVEY MAP-EICHE The Recording Secretary read Resolution #P.C. 103-87, Approval of Certified Survey Map Hydra- Parts, Corp.-Eiche - SW 1/11 of the NW 1/4 and NW 1/4 of the SW 1/4 of Section 10. Alderman Penovich moved for adoption. Mr. and Klenz certified survey map proposals. Mr. Klenz indicated Raimann seconded. Discussion followed regarding both the Eiche that the sketch shows the continuity of the development and the road traffic plan. The extension of Parkland Drive across Highway 24 would ensure a traffic flow from Lannon Drive to Highway 24 with the eventual roads being put in for the senior citizen developm,ent. The certified survey map submitted indicates road dedication back to the city owned lands with 30' Of road reservation to the west end of the development. Mr. Eiche indicated that the senior citizens entrance/egress would be Lannon Drive and the private road behind the bank. The Eiche property has access to Janesville Road for the Pick & Save development. At the present time there are two accesses, one for access available (Kellner's could use Parkland Drive if the Eiche Property and one for the Kellner property. If only one PLAN COMMISSION - Page 3 July 7, 1987 extended, and an easement to the Parkland Drive extension would be necessary not to create a land locked parcel). Discussion could be accessed by a 30' easement onto the extended Parkland followed regarding the Kellner access which the sketch indicates Drive and a reservation for the 60' Parkland Drive extention. The certified survey map does not indicate the above easements, just the 30' road right of way on the certified survey map of the Klenz land. Mr. Klenz felt that any further road access should be negotiated between himself and the Kellner property owners. Upon a roll call vote the motion to adopt carried unanimously. CERTIFIED SURVEY MAP - KLENZ The Recording Secretary read Resolution #P.C. 104-87. Approval of Certified Survey Map - Robert Klenz, eta1 - SW 1/4~of the NW 1/4 & NW 1/11 of the~SW 1/11 of Section 10. Mr. Constantineau moved for adoption. Dr. Parthum seconded. Discussion resumed regarding the road dedications. Mr. Claude Miller stated the Kellner's had owned this property since 1914 and had sold off a large section of the farm, but still maintained the access to Janesville Road, had never given the access to anyone and did not need an easement to Parkland Drive because they controlled the access. Mr. Klenz indicated that the Freedom Square approval showed that the Drugs and that the Kellners' access would then have been off of Parkland Drive. Through some mistake made Parkland Drive was never extended and the highway accesses never clarified. Dr. Parthum moved to amend the resolution to add, "BE IF FURTHER RESOLVED, That this approval is subject to the condition that determination is made by the Department of Transportation that access to Highway 24 is available to the adjacent Kellner property, or a 30' easement shall be given to the Kellner Penovich seconded. Upon a roll call vote the motion to amend property to the proposed Parkland Drive extention." Alderman dissenting votes. Mr. Klenz wanted the Plan Commission to check carried with Mr. Constantineau and Alderman Penovich casting with the City Attorney with regard to the proper procedures surrounding road dedications on lands not indicated on a certified survey map. Dr. Parthum moved to amend the resolution to add, "BE IT FURTHER RESOLVED, That a 60' road dedication from Highway 24 to the southernmost end of the property be indicated on the certified survey map." Mr. Raimann seconded. Upon a roll call vote the motion to amend carried with Mr. Constantineau casting a dissenting vote. Upon a roll call vote the motion to adopt Resolution #PC. 104-87 (as amended) carried unanimously. 0 original Parkland Drive extention would run alongside Jerome APPROVAL FINAL PLAT LAKE BRITTANY ESTATES ADDN #1 The Recording Secretary read Resolution #P.C. 100-87, Approval of Final Plat - Lake Brittany Estates Addition #I. Mr. Constantineau moved for adoption. Mr. Raimann seconded. Mr. July 7, 1987 PLAN COMMISSION - Page 4 Mortimore and Mr. Johnson wanted to discuss the recommendation by along the northern boundary of the subdivision. They pointed out the City Engineers which requested a 70' storm drainage easement that they had already been asked to provide for an easement on the southern border of the subdivision to provide for a Force main which was dedicated to the City and felt they were being squeezed out. They felt a 20' easement was adequate and would not hinder the development of the lots. The 70' requirement would affect three lots with regard to building site placement on the lots with required offsets and setbacks. They indicated the property behind them owned by Mr. Glockner who is located in the lowland and floodway area would possibly be the better location for the 120'storm drainage easement (they would give a 20' easement). Dr. Parthum moved to defer. Alderman Penovich seconded. Discussion followed. Dr. Parthum suggested that Mr. Glockner be notified before any decision is made. The problem is that the retention pond may not be put in for many years, and a design for the storm water drainage has not been established as his being placed on the Common Council agenda for July 28, yet. Mr. Mortimore was assured that the matter would not delay 1987. A potential homeowner for these lots indicated that he of Clockner's in comparison to the developable lands of Lake felt the easement should be taken from the undevelopable lowlands Brittany. Mr. Johnson indicated that all the other items listed Mortimore referred to the letter received from Waukesha County on the City Engineers letter had been taken care of. Mr. Park and Planning Commission regarding the placing of a note on the final plat indicating that outlot 5 has three years to secure approvals to subdivide the outlot and if this is not accomplished within this three year period, an undivided equal interest will placed on each lot with regard to this fact. Mr. Beatka Zoning Officer Lee indicated that the land is now bermed and the water directed out to Racine Avenue. Discussion followed with regard to the location of the area to be asphalted at Ray's Garage. Dr. Parthum requested that conditional use grant and site and operation plan. It was decided that the Plan Commission indicate which areas would be beneficial to rezone to this category and then notify the property owners and hold an informal hearing for discussion.
