PCM19870330CITY OF MUSKEG0 PLAN COMMISSION MINUTES OF SPECIAL PLAN COMMISSION MEETING HELD ON March 30, 1987. Mayor Wayne Salentine called the meeting to order at 7:lO P.M. PRESENT: Chairman Wayne Salentine, Edward Raimann, Jerald Huibert, Alderman Frank DeAngelis, Secretary Les Constantineau, Dr. Peter Parthum, Jack Schmidt and Zoning Officer Gerald Lee. zoning and the possibility of the city/land owners designating Mayor Salentine brought up the Transitional Agriculture credits involved. The criteria to apply for transitional future areas of development that could take advantage of the tax agriculuture zoning is similar to the Exclusive Agriculture zoning. This zoning would enable areas not planned for sewer completed the landowner would not be assessed for such improvements to receive credit and when improvements were place. Such districts would have to receive state approval and improvements until the actual rezoning or development took would be eligible for credit next year. A tentative date of August 1 was mentioned regarding the necessary steps to be taken with a public hearing to change zoning and amend the ordinance. Mayor Salentine noted the area surrounding Waste Management had been deleted by the DNR to receive sanitary sewers. Mayor Salentine stated this meeting had been called to brainstorm the possible updating of the Comprehensive Plan and was not to specifically change the zoning at this time. Zoning Officer Lee explained the TIF district designations and the development attached to each. Mr. Constantineau stated he felt the TIF districts could allow the developer more leeway to develop i.e. smaller frontage for utility easements and more creative planning for usage of the land. Mr. Hulbert stated the PUD overlay on every development Dr. Parthum felt that a study should be made of all land usage in Muskego broken down into zoning districts, number of acres in each zoning district, how much of each district is currently developed and current requests for rezoning affecting said zoning district presently. He also stated he felt a land usage map should be developed, along with an update of the current zoning map with grid designations. Mayor Salentine addressed the current RS-1 zoning and the future of developing such large lots with sewer because of the expensive cost of improvements. It was felt this could not realistically be developed and RS-1 zoning should be reviewed. Discussion followed regarding the density involved in RSM zoning. The Plan Commission has to approve the Building, Site and Operation Plan concerning all multi-family development and could control layout, type of construction, simultaneous contruction of garage, etc. June Elger stated that 33 acres of her land abutting the County Park on the east would possibly be added to the park. The surrounding land designated RSM could be a buffer between possible commercial development and the county park. A partial list of areas to be looked into include: multiple family zoning areas in the city; the rezoning of the strip of land from Pioneer Drive to Bay Lane to B-2 with buffer residential zoning from Bay Lane to Tess Corners (as it is presently); the removal of business zoning in a residential area and the removal of residential zoning in the business area for lands not already developed-(Mr. Raimann urged the Plan concerned with this suggestion); the possibility of approved Commission to think about the possible land value change rezoning reverting back to original zoning if development is not completed by the time stipulated. Dr. Parthum suggested a green belt area for clear designation of entrance to the City of Muskego. He also felt some type of criteria could be established for new development to include sidewalk and bike path.areas with the fees absorbed in a slmllar manner as the park dedlcation fee. Another point was the extension of Moreland Road and the possibility of commercial development along this road in the future and the zoning currently designated. Alderman Taube wanted to make the Plan Commission aware ADJOURNMENT: Mr. Raimann moved to adjourn at 9:55 P.M. Mr. Hulbert seconded and the motion carried.
