MINUTES OF PLAN COMMISSION MEETING HELD ON February 17, 1987.
Mayor Wayne Salentine called the meeting to order at 7:OO P.M.
PRESENT: Chairman Wayne Salentine, Jerald Hulbert, Alderman
and Zoning Officer Gerald Lee.

Company. Mr. Constantineau moved for adoption. Dr. Parthum
seconded. Upon a roll call vote the motion to adopt carried
unanimously.

BLDG., SITE, OPERATION PLAN-CAR WASH The Recording
Secretary read Resolution #P.C. 19-87, Approval of Building, Site & Operation Plan for Car Wash in the NW 1/4 Section 10. Mr.
Hulbert moved for adoption. Alderman DeAngelis seconded.
Discussion followed. The site plan is a six bay car wash on the
southeast corner of Vine and Highway 24 with the cars coming in
on the frontage road on Janesville, going through the car wash
and exiting on Vine. The car wash will be fenced along the south
end of the lot to block view to homes in subdivision. The bays
will be 10' high and 10' wide. Mr. Constantineau stated he would
like to see more landscaping with greenery plantings around the
perimeter of the site and possibly an island in the front with
shrubs to break up the traffic pattern into the car wash. Dr.

MISCELLANEOUS BUSINESS: __-__ -
SENIOR CITIZEN HOUSING Mayor Salentine requested that
matching grant with HUD for senior citizen housing requires that
this matter be addressed by the Plan Commission. A request for a

the City. The requirements needed were site control by one
applicant and availability of sewer and water with a reasonable
distance from a shopping area. It was noted that the City owns a
property on the south side of Highway 24 which is currently zoned
landlocked 15 acre site adjacent to the east of the Eiche
PUD. The area the senior citizens are interested in is the
wooded area to the east of Lannon Drive and south of Highway
24. Mrs. Dorothy Seeley with the Allied Council of Senior
Citizens was present along with Delores Pelzek and stated that in
her phone conversation with Washington site control and deadlines
were no longer prerequisites. This matter will again be
addressed at a later date.
POSSIBLE CHANGES TO COMPREHENSIVE PLAN Dr. Joe
Mangiamele presented some possible area changes for the

Comprehensive Plan and requested the Plan Commission's input.

Parkways indicated on the comprehensive plan were discussed. The
rationale for parkways was based on the preservation of open
concept part of each subdivision development with no expense to
the city. Developers have been far from receptive to this. It
was recommended that the parkway plan area south of the existing
industrial park be discarded because of the extension of the
industrial park. With the development of higher density
residential areas the proposed parkway between Woods Road and
Janesville beginning where it is attached to Moreland Road
extension should also be discarded. The concept of 0 lot lines
with densities of three dwellings per acre and minimum lot sizes
of 14,500 squre feet and mixed residential uses such as a
clustered affect of development was suggested along with another
zoning district designation of 17,500 square feet which would fit
between the RS2 and RS3 districts. Dr. Parthum expressed concern
that a balance of RS1 be maintained - for every area rezoned from
given to another area. Mayor Salentine stated he would like to

suggested that multiple housing designations should be made

AMENDMENTS TO LAND DIVISION ORDINANCE Zoning Officer Lee
explained the suggested changes to the ordinance. Discussion
followed as to whether the City should notify the adjacent
property owners of applicants requesting legal lot status. Mr.
Constantineau moved to add to the request that property owners
within 100' of the perimeter of any property requesting legal lot
status be notified. Dr. Parthum seconded and the motion carried.
" - " -~ EMERALD PARK LANDFILL Mayor Salentine stated that the
Common Council had referred the Emerald Park Landfill denial back
to the Plan Commission to request more thorough reasons for
denial such as studies based on economic impact, saleability of
report, and engineer's report-such as the close proximity of
Muskego to new residents-public relations aspect, city planner's
l three landfills in the area.
ADJOURNMENT: Mr. Hulbert moved to adjourn the meeting at 10:25
P.M. Alderman DeAngelis seconded and the motion carried.
