MINUTES OF PLAN COMMISSION MEETING HELD ON February 3, 1987
Mayor Wayne Salentine called the meeting to order at 7:OO P.M.
PRESENT: Chairman Wayne Salentine, Jerald Hulbert, Alderman
Frank DeAngelis, Secretary Les Constantineau, Dr. Peter Parthum,
and Zoning Officer Gerald Lee.
ABSENT Jack Schmidt, Edward Raimann
MINUTES Alderman DeAngelis moved to approve the minutes of the
January 20, 1987 meeting. Mr. Hulbert seconded and the motion
carried.
NEW BUSINESS:

with duplexes abutting Racine Avenue and the corner of Woods and
Racine and single family homes in the rest of the subdivision.
He felt this zoning would be appropriate with the industrial park
to the north and the high school across the street. The
development would have approximately 52 lots, 42 single family
and 10 duplexes. He would like to tap into the water system of
the industrial park and the sewer system that would be available
creating a subdivision for the working man who could afford a
reasonably priced home. Dr. Parthum suggested that he would
prefer a more creative design to the cul de sacs rather than the
straight row effect of the subdivision. Alderman DeAngelis
suggested that he would like to see the engineering plans, sewer
plans, drainage plans, water plans, etc worked out with the
various committees before the actual breaking of the ground. Mr.
Hulbert expressed concern about keeping with the original RS1
could be required but that the availability of sewer and water zoning. Mr. Heinrich stated that on larger lots septic systems
would be better for the smaller lots and more affordable. Dr.
Parthum also expressed his concern over changing the RS1 zoning
and felt there was little area designated in the city for this
type of zoning. Zoning Officer Lee explained that the long range
Master Plan was designed before 1964 and that with the expense Of
roads, sewer systems, etc. that the plan should be reviewed.
Concern was expressed over what type of homes would be in the
subdivision. Mr. Badertscher explained that an architectural
control committee would be established and probably patterned

after the Guernsey Meadows Subdivision. Mr. Constantineau PLAN
expressed that he would like to see a berm with shrubs and trees
along Racine Avenue. Mr. Hulbert stated he would be more
receptive to RS2 zoning which would blend in better with the
surrounding zoning. The Commissioners felt that Mr. Badertscher
should look into rezoning with a PUD overlay which would enable
the wooded areas and environmental corridors to be protected.
Mr. Constantineau cautioned that the City should be careful not
to grow to slow. He also stated he would be in favor of
scattered duplexes throughout the subdivision. Dr. Parthum
stated he was not in favor of scattered duplexes. Mr.
Constantineau moved to have the City Planner review and report on
the overall changes to the Comprehensive Plan with regard to the
general areas now being served by water and sewer which would be
the area north of the high school. Dr. Parthum requested that

REZONING-SANITARY LANDFILL The Recording Secretary read
Resolution #P.C. 13-87, Recommending Denial for Rezoning in the
NW 1/4 Section 36. Mr. Constantineau moved for adoption. Dr.

used on site. Mr. Halleen explained that the methane gas would
or else burned off or sold. A configuration was found to reveal
that approximately 1280 cubic feet of waste per day would be
hauled to the site. The question of the reevaluation of the
property for taxing purposes was raised. Mr. Constantineau
questioned Wisconsin Power & Light's role as the parent company
in this landfill. Mr. Halleen explained that a utility purchases
the company but that the subsidiary company is not under the
auspices that the parent company abides by. Mr. White, S99
W12953 Loomis Road stated that just with the landfills already in
the area every 15 minutes a semi truck passes on Highway 36. If
another landfill comes in the traffic would be worse. Mrs.
Mimier, W124 S10717 S. 124th Street stated that there were many
alternatives to cut down on waste and felt that the City of
Muskego should stand up and say no to the DNR. Mr. Bartes, S98
Muskego, some of which are closed, no wells are allowed within
W12878 Loomis Road stated that there are six landfills in
Canfield, S98 W12932 Loomis Road stated the area would lose
1200 feet which would not be conducive to development. Barry

development. He would be in favor of recycling rather than
seeing a 65' tumor in the City of Muskego. This area of the City
is now closing down some of its salvage operations and in time
felt the area would be greatly improved, but not if this landfill
the State. Janet Boehm, W124 510227 S. 124th Street stated she
is allowed. He urged the City to take a stand now and say no to

technology developing new ways to dispose of waste. She felt
that the siting committee made it easy for the state to mandate

adopt carried unanimously.
Resolution CP.C. 14-87. A~oroval of Sketch for Land Division in
LAND DIVISION-REINKE The Recording Secretary read
the NW 1/11 of Section' i6 - Reinke. Mr. Hulbert moved for
adoption. Alderman DeAngelis seconded. Discussion followed with
Mrs. Reinke concerning the location of the one acre parcel she
wished to subdivide. It was suggested that she plan out the
eventual dividing of the whole parcel with consideration given to
any wetlands on her property which would make certain parcels
restrictive to building. Alderman DeAngelis moved to defer to
give Mrs. Reinke time to resubmit another sketch plan. Mr.
carried unanimously.
Constantineau seconded and upon a voice vote the motion to defer

REVISED SKETCH PLAN-LAKE BRITTANY ADDITION The Recording
Secretarv read Resolution f1P.C. 15-87. A~~roval of Revised Sketch
Plan for-Lake Brittany Estates Addn. #l. Mr. Constantineau moved
presented the sketch plan and its revisions from the former
for adoption. Mr. Hulbert seconded. Mr. William Mortimore
plat. The change in the northwest corner came about due to the
fact that this portion was largely unbuildable and was made an
outlot. In order to have lots on the south side of Courtland
Drive extension property was purchased from the Lake Brittany
homeowners's association. This area would also receive water
from the Lake Lore well. Dr. Parthum suggested that this water

LEGAL LOT STATUS-McGROARTY The Recording Secretary read

Lot Status for Lot 16, Block 2 Bay Shore Estates'. The Recording
Secretary read into the record a statement with the names and
addresses of people who had been contacted and did not object to
a home being built on this property. Mayor Salentine stated t,hat
past practice had been if the neighbors didn't object to a home
being built that the property was granted legal lot status.
Discussion followed with a history given that this area was given
an assessors plat because it was not platted. The lots do not
fit the RS2 zoning. If built on before 1960 the lots became
