PCM19870120CITY OF MUSKEG0 PLAN COMMISSION MINUTES OF PLAN COMMISSION MEETING HELD ON January 20, 1987. Mayor Wayne Salentine called the meeting to order at 7:OO P.M. PRESENT Chairman Wayne Salentine, Edward Raimann, Jerald Hulbert, Alderman Frank DeAngelis, Secretary Les Constantineau Dr. Peter Parthum, Jack Schmidt and Zoning Officer Gerald Lee. MINUTES Dr. Parthum moved to approve the minutes of January 6, Upon a voice vote the motion to approve carried. 1987. Mr. Raimann seconded. Dr. Parthum added corrections. NEW BUSINESS: development plan for the NE 1/11 of the SW 1/4 of Section 2 - Highway 24 and Woodland Place. The area involved is the Kurth property and the Wollman property. These areas are zoned RS1, RSA(sing1e-family attached) and B-3. Mr. Kosobucki proposed to attached with single family to the north which would abut the have the corner strip along Highway 24 remain single-family Glendale Subdivision. He proposed to put a road through this area from Woodland Place to Highway 24 with a cul de sac in t.he upper northwest portion. Dr. Parthum questioned whether it would be better to locate the cul de sac in the eastern portion of the subdivision so that traffic from other subdivisions would not use the exit onto Highway 24 instead of the corner of Woodland Place and Highway 24 which is highly congested. A member of the audience wanted to know when the zoning had been changed. The Mayor stated the RSA zoning has been in affect since 1963. The audience requested whether the zoning could be changed. Zoning Officer Lee stated that yes it could be changed by petition. Mayor Salentine stated that the City Attorney had written that present zoning with the Plan Commission approval of this tract be hard to change. Mr. Ray Tucker explained that he had lived in for development had already been approved and at this time would the Glenbrook Subdivision since 1951, was proud of his subdivision and would not like to see this area become junky like the other side of Highway 24 (Cornel Circle) with multi-family development. Alderman DeAngelis asked whether the topography of the area would change. Mr. Kosobucki stated a berm would be put in along the drop off on Highway 24. Concern was raised whether Highway 24 would be widened. Mayor Salentine stated that 5' would be added to each side of the highway for a bike path and that the State did not consider this corner to be a traffic problem, however, this was before the proposed subdivision. Mr. Kosobucki was asked whether he would be receptive to RS3 zoning. He stated, yes. The installation of sewers and Water KOSOBUCKI DEVELOPMENT Mr. Kent Kosobucki presented his PLAN COMMISSION - Page 2 January 20, 1987 was brought up. No municipal water is anticipated for the Tess Corners area at this time. A community well or individual wells would have to be dug. The criteria being 50 or more sites would require two wells - one a back up well. Mr. Diekfuss, the neighbor to the west of the subdivision stated that this area had been tiled some thirty years ago and was probably 8' deep. If the tile is broken with the installation gf sewers this could cause flooding on his property. This area would be a good place to run storm water drainage with curbs and gutters. The drainage ditch at the back of this property has at this time adequately taken care of the drainage for the Clenbrook Subdivision. Mr. Earl Duewel questioned whether attached garages were mandatory in this subdivision. This could be accomplished with deed restrictions. Mr. Kosobucki asked the audience if they would be receptive to duplexes on the corner of Highway 24 and Woodland Place as this location for a single family lot would not be very conducive to a buyer. Some of the audience seemed to be responsive to this suggestion. Alderman Penovich asked when this project would begin. Mr. Kosobucki stated he would like to begin in the early spring. Several areas should be addressed such as the drainage through the subdivision, the digging of the community well and the traffic problem. Mayor Salentine stated that a zoning petition change requires notification of all residents within a 300' radius which would alert interested neighbors to attend the public hearing. Dr. Parthum was called away during this discussion. Resolution 1)P.C. 10-87. Aooroval of Free Standing Sign - L & M SIGN - L & M AUTO The Recording Secretary read Auto - S73 W16582 Janesviiie Road. Mr. Raimann moved for adoption. Mr. Constantineau seconded. It was clarified that this sign is a temporary entrance sign for the business located at the rear of the property. Upon a roll call Vote the motion to adopt carried unanimously. SIGN - REISS/ONDRICKA The Recording Secretary read Resolution #P.C. 11-87. ADoroval of Free Standing Sign - Drs. moved for adoption. Mr. Hulbert seconded. The present Sign Reiss/Ondricka - S75 W174j5 Janesville Road. Alderman DeAngelis attached to the power pole on the west lot line will be removed. Upon a roll call vote the motion to adopt carried unanimously. TRUCK PARKING-KRABBENHOFT The Recording Secretary read Permission for Parking Truck for John Krabbenhoft - S83 W20618 Resolution #P.C. 12-87, Review and Renewal of Plan Commission Janesville Road. Alderman DeAngelis moved for adoption. Mr. permission based on the fact that Mr. Krabbenhoft lived on the Hulbert seconded. Mr. Hulbert stated he was in favor of granting January 20, 1987 PLAN COMMISSION - Page 3 property, parked the truck there when home and accessed Highway 24 and not a city street. Upon a roll call vote the motion to adopt carried unanimously. MISCELLANEOUS BUSINESS: Zonlng Officer Lee noted that a public hearing would be held at the Common Council meeting for a Sanitary landfill on the Weseljack property. The landdscaping of the Fred Richter multi-family on the southeast corner of College Avenue and Martin Drive was discussed. ADJOtJWNMENTt Mr. Hulbert moved to adjourn the meeting at 8 35 P.M.
