PCM19861202a PLAN COMMISSION CITY OF MUSKEG0 MINUTES OF PLAN COMMISSION MEETING HELD ON December 2, 1986. Mayor Wayne Salentine called the meeting to order at 7:OO P.M. PRESENT: Chairman Wayne Salentine, Edward Raimann, Jerald Jack Schmidt and Zoning Officer Gerald Lee. Hulbert, Alderman Frank DeAngelis, Secretary Les Constantineau, ABSENT Dr. Peter Parthum MINUTES Mr. Hulbert moved to adopt the minutes of the November 18, 1986 meeting. Mr. Constantineau seconded and the motion carried. OLD BUSINESS: TRUCK & CAMPING TRAILERS ORDINANCE The Recording Secretarv read Resolution #P.C. 211-86. Amendment to the Zoning ~" Ordinanc; Regarding Truck and Camping Trailers. Mr. Schmidt moved for adoption. Mr. Constantineau seconded. Mayor Salentine indicated that the public hearing had been held on November 25, 1986 and at that time public comments were expressed regarding trailers, etc. and the number of vehicles that could be parked at each residence in the City of Muskego. The Common Council had indicated that this ordinance would again be reviewed by rules, laws and ordinances and another public hearing would be set in the new year. The Mayor asked for the input of the Plan Commission regarding this matter. Discussion followed involving the actual enforcement of this ordinance. It was noted that little actual enforcement had been done because of the sketchiness regarding what is actually considered a commercial vehicle. It was noted from the public hearing that several vans now exceeded the 6,000 pound capacity currently used to designate a truck and that campers also exceeded the 30 foot length. Mr. Hulbert indicated that he would be in favor of changing the 30 foot length restriction of a camping trailer to a 50 foot length restriction. The commission was in favor of this change and would recommend same to the Common Council. Mr. Constantineau indicated that the number of pick up trucks parked at each residential home be contingent upon the registered licensed drivers in each home. This would not create a hardship for People who have more than one member in a family with a pick up truck as their main source of transportation. The commission was in favor of this change and would recommend same to the Common Council. It was suggested that a commercial vehicle be recognized by the licensing procedures of the State Motor Vehicle Department. It was suggested that the recreational vehicle ordinances of the surrounding communities of New Berlin and - weight limits on trucks, length of recreational vehicles, camper December 2, 1986 PLAN COMMISSION - Page 2 Franklin be looked into regarding this matter. The Mayor thanked the members for their input and would report their recommendations to the Common Council. Mr. Constantineau moved to defer action on this resolution until after the public hearing and further revision by the Common Council. Mr. Hulbert seconded. Upon a voice vote the motion to defer carried unanimously. CONDITIONAL USE - YOSS The Recording Secretary read Resolution #p.C. 204-86. Aooroval of Conditional Use Grant-Peter adoption. Mr. Constantineau seconded. Mr. Hulbert stated that Yoss-W125 S9861A North Cape' Road. Mr. Raimann moved for he had viewed the site and noticed that the cars were visible from Highway 00 and that there was considerable outside storage. Mr. Constantineau moved to defer because the petitioner was not present to answer questions with regard to the conditional use. Alderman DeAngelis seconded. Upon a voice vote the motion to defer carried unanimously. CONDITIONAL USE-MULTI FAMILY UNIT-MILBAUER The Recording Secreatry read Resolution #P.C. 216-86, Approval of Conditional Use Grant to Convert a Building to Multi-Family in the B-3 District. Mr. Schmidt moved for adoption. Alderman DeAngelis seconded. Zoning Officer Lee explained that there were no ordinance. Mr. Milbauer stated that this unit would have a limitations on the size of living units with regard to the zoning bedroom and living room combination with a kitchen area--on the order of an efficiency apartment. He also indicated that there would be sufficient off street parking for any tenants. Upon a roll call vote the motion to adopt carried unanimously. NEW BUSINESS: LAND DIVISION-ED SALENTINE The Recording Secretary read the NE 1/4 of Section 2 - Edward Salentine. Mr. Constantineau Resolution #P.C. 217-86, Approval of Four Parcel Land Division in moved for adoption. Mr. Raimann seconded. Mr. Klenz explained that parcels 3 and 4 would each have a 30' frontage on Tess driveway. The Plan Commission stated they would like Lot 1 to Corners Drive for access purposes with the owners sharing the access Tess Corners Drive. Upon a roll call vote the motion to adopt carried unanimously. AMENDED SANITARY SEWER EASEMENT The Recording Secretary read Resolution #P.C. 218-86, Approval of Amended Sanitary Sewer Easement - Oak Hill Estates Subdivision. Mr. Hulbert moved for adoption. Alderman DeAngelis seconded. Mayor Salentine stated that the easement had been given to the city by the property adopt carried. 0 owner, Harlow B. Stichmann. Upon a roll call vote the motion to A December 2, 1986 PLAN COMMISSION - Page 3 Resolution I1P.C. 219-86, Architectural Approval 2nd Garage 2ND GARAGE STRUCTURE-SEAMAN The Recording Secretary read Structure - Russell T. Seaman - S74 W21052 Field Drive. -Mr. Schmidt moved for adoption. Alderman DeAngelis seconded. Mr. Badertscher wanted to know what would be stored in the building. Mr. Seaman stated he would be storing his motor home, cars and apples from the orchard and approximately 50% of the building would be heated. Upon a roll call vote the motion to adopt carried unanimously. CERTIFIED SURVEY MAP - KING The Recording Secretary read Resolution j1P.C. 220-86, Approval of Certified Survey Map - SW 1/4 Section 19 - Dean King. Alderman DeAngelis moved for adoption. Mr. Hulbert seconded. Mr. King stated he had received the land as a gift and now needed a legal description for the property in order to get a mortgage. Upon a roll call vote the motion to adopt carried unanimously. MISCELLANEOUS BUSINESS: Mayor Salentine reported that a five foot bike oath 0 Transportation. would extend from Hales Corners to Big Bend per the Depai-tment of meeting with the New Berlin Plan Commissioners regarding the Moreland Road extension. Alderman DeAngelis and Mayor Salentine reported on the Mayor Salentine reported on the success of FLOW to win their law suit against MMSD regarding the method of charging sewer usage. However, he stated that this matter would take further legislation to correct the problem. ADJOURNMENT: Mr. Hulbert moved to adjourn the meeting at 8:50 P.M.
