PCM19860218CITY OF MUSKEGO PLAN COMMISSION MINUTES OF PLAN COMMISSION MEETING HELD ON February 18, 1986 Mayor Wayne Salentine called the meeting to order at 7 23 P.M. PRESENT: Chairman Wayne Salentine. Edward Raimann. Richard Arrowood, Alderman Daniel Hilt, Secretary Les Constantineau. Dr. Peter Parthum, and Zoning Officer Gerald Lee. ABSENT: Jack Schmidt MINUTES: Mr. Arrowood moved to adopt the minutes for the February 4. 1986 meeting. Mr. Constantineau seconded. Mr. Constantineau moved to amend the minutes deleting. "to Tess seconded and the motion carried. Upon a voice vote the motion to, Corners Road." from page 3. Resolution f1P.C. 18-86. Dr. Parthum adopt the minutes as amended carried unanimously. OLD BUSINESS: Sketch, deferred from meeting of February 4, 1986. Mr. Mark Swan NOLTING PROPERTY - Resolution f1P.C. 11-86. Approval of from Innman Survey appeared to discuss that lands in the wetland- floodplain are to become privately owned and will now require park dedication. One lot will be eliminated; there will be 12 two acre lots and 9 three to seven acre parcels, totaling 21 lots. Mr. Swan presented a second sketch, and Mr. Constantineau noted there was a great difference in the wetland area between this sketch and that presented at the last meeting. Zoning Officer Lee suggested the Army Corps of Engineers be contacted for a definite floodplain line, and grading plan. Mr. Arrowood moved to amend the resolution to read 21, delete, "....There will be no lots located in the wetland floodplain....", and change 160,000 square feet to read 280,000 square feet. Dr. Parthum seconded and the motion carried. Upon a roll call vote the motion to adopt Resolution f1P.C. 11-86, As Amended carried with a vote. vote of 5-1 with Mr. Constantineau casting the only dissenting 0 NEW BUSINESS: GERALD J. AND RICHARD A. JANSEN - The Recordinn Secretarv read Resolution f1P.C. 19-86. Auuroval of Certified Survey Map. Mr. Raimann moved for adoptibn. Alderman Hilt seconded. Zoning Officer Lee noted that the map did not have the 60' road reservation on Parce.1 two, but the resolution was subject to the approval of the City Engineers. MISCELLANEOUS BUSINESS: appeared before the Commission to explain he is requesting the is primarily the Harold DeBack property behind the Industrial input of the Commission regarding a proposed subdivision of what Sketch - Roland Badertscher Mr. Badertscher Plan Commission Minutes February 18, 1986 f"Kk Badertscher is interested in creating a subdivision with . Another owner has five acres included in the proposal. multi-family housing as a buffer to the Industrial Park. and afforable lots. and making the best use of the land by putting duplex housing as a buffer between the multi-family and single eliminate the floodplain area which engulfs part of the proposed family homes. There was discussion regarding a retention pond to subdivision. and Mr. Badertschers desire to work this out with the City. The single family lot size would be 100' x 150'. excepting on the corners which would be 120' x 150'. The duplex lots would be 140' x 145'. The proposal is for 86 single lots, 22 duplex lots and 7 multi-family lots. Mr. Arrowood suggested that this drastic change in density should be reviewed by the City Planner. Zoning Officer Lee stated an engineering study is necessary to get the lots out of the floodplain, determine the size of the retention pond and bringing in fill to decrease the size of the pond. Mr. Lee also noted that there is a future parkway along the ditch. The parkway could be developed on one side and protect the creek on the other side with a road. The Commissioners agreed they did not like having the single family accesses to Woods Road. Zoning Officer Lee suggested a screening barrier on which trees and shrubs could be planted. Sketch - Robert Klenz Mr. Klenz appeared before the Commission to describe a proposed subdivision of the Masch-Mann property located on the southeast corner of Durham Drive and Woods Road. The sketch is phase one of three phases subdividing 49 acres. Mr. Mann and Mrs. Masch have a $23,000.00 sewer assessment on the property. It is proposed to have 80 lots, 12- 14 on Woods Road, each approximately 1/2 acre in this RS-2 district. Mr. Raimann, Dr. Parthum and Alderman Hilt were not in favor of stringing lots along Woods Road. Mr. Klenz pointed out that lots 9 and 10 are corner lots and will be 120' in width. Mr. Arrowood said this division meets the zoning:, and Mr. Klenz should proceed with the overall plan. Mr. Klenz said he will have a preliminary plat for the next meeting.
