PCM19850618CITY OF MUSKEGO PLAN COMMISSION MINUTES OF PLAN COMMISSION MEETING JUNE 18, 1985 Mayor Wayne Salentine called the meeti.ng tO Order at 7:OO P.M. PRESENT. Chairman Salentine, Secretary Edward Raimann, Alderman Richard Nilsson, ~r. Peter Parthum. Les Constantineau, Richard Arrowood, and City Planner Dr. Joseph Mangiamele. Zoning Administrator Gerald Lee was also present. ABSENT: - Jack Schmidt &;lm Mr. Arrowood seconded. The fo1lowing corrections were MINUTES: - Dr. Parthum moved to approve the minutes of the June made to the minutes; two corrections within the motion to amend Resolution #P.C. 73-85, and under Niscelleanous, "Mr. Constantineau asked if Ray's garage is treating railroad ties with kreosol" . Dr. Parthum moved to amend the minutes. Mr. Constantineau seconded, and the motion carried. Upon a voice vote, che motion to approve the minutes (As Amended) carried. 3LD RIJSINESS : - SCOTT KKAUSE - Resolution #P.C. 68-85, deferred from the meeting of May 21, 1985, Recommending Approval/Disapproval to Unit Development - Muskego Lakes Country Club, and recommended Rezone. Dr. Mangiamele read his report regarding the Planned approval of this concept which would provide a sewer extension, and larger sewer capacity to the south which woluld tie in Inore be negative growth impact on the TIF district. Mr. Constantineau closely to the rest of the City. It was stated there would not felt the sewered area should develop to the west as far as Relsey Drive. Mr. Constantineau moved to amend the resolution based on favorable requirements met, studies of park requirements, engineering study reaction on; school impact, SEWRPC, sewer capacity obtained, PUD of sewered area, and impact on city services. Dr. Parthum seconded the motion and upon a voice vote the motion carried. Upon a roll call vote the motion to adopt Resolution #p.C. 68-85 (As Amended) carried unanimously. Page 2 Plan Commission June 18, 1985 ROBERT KLENZ: Resolution 1,P.C. 79-85, deferred from the meeting of June 4, 1985, Recommending to the Council a Change in PUD. Dr. Mangiamele said the entire developement may work as a commerical district. Mr. Constantineau pointed ollt that there can only he one access on Highway 24. Mr. Klenz said he wants to divide of€ a one acre parcel, and cannot predict what will happen to the rest of the property. It was suggested that Mr. Klenz hearing is scheduled €or July 23, 1985, and that Mr. Klenz should obtain the services of a planner. Alderman Nilsson moved BRIAN HARPER - The Recording Secretary read Resolution #P.C. for adoption. Mr. Constantineau seconded. Upon a roll call vote the motion to adopt carried unanimously. #P.C.8-6-"5, Denial of Change of Driveway. Mr. Arrowood moved €or adoption, Mr. Constantineau seconded. Mr. Lee pointed out that this request is to eliminate the common driveway which has onLy one access to two lots, and that the Plan Commission approved a resolution in 1983 based on there being only one driveway. Mr. Froelich appeared beEore the Commission to explain he has a new buyer who doesn't want the common driveway. Zoning Officer Lee said he had suggested that a road be dedicated for the two lots. Dr. Mangiamele stated that approved lots need access, and would recommend approval of two driveways. Upon a roll call vote the motion to adopt Resolution P.C. 80-85 carried by a vote of 4-2, with Mr. Raimann and Dr. Parthum casting dissenting votes. Mr. Arrowood moved for UNITED AUTO BODY - The Recording Secretary read Resolution adoption. Mr.-Raimann seconded. The Commissioners questioned the revolving lights that create motion could be distracting to a display model from the manufacturer. Mr. Arrowood moved to passing motorists. Alderman Nilsson moved for adoption. Mr. Arrowood seconded. Mr. Raimann asked that even though these warehouse buildings are a permitted use, is the location correct for this type of building. Nr. Arrowood recommended the Commission consider fencing, lights, and blacktop, and landscaping. Zoning Officer Lee explained there is a pattern making company next to the site in R-2 zoning. Mr. Arrowood felt the Commission is too liberal en€orcing the rules. -__- FUTURE PARKLAND: The siting committee would like input from grant. The public hearing is scheduled for .July 16, 1985, at the Plan Commission in setting conditions €or the conditional use 6:45 P.M. An attorney should be in attendance €or the public hearing.
