MINUTES OF PLAN COMMISSION MEETING ON MAY 2 :1, 1985
Mayor Salentine called the meeting to order at 7:06 P.M. and
noted that the roll has remained the same.
MINUTES. Mr. Schmidt moved to approve the minutes of the May 7,
that the minutes in regard to Resolution BP.C. 60-85, be
1985 meeting. Mr. Arrowood seconded. Mr. Constantineau asked

explained that the tank would be supported by I-beams. Mr. Lee
said it would be the job of the Building Inspection Department to
inspect the tank. Mr. Boettcher said the Muskego Fire Company
should be notified. Upon a roll call vote the motion to adopt
carried unanimously.

#P.C. 64 85
Boettcher moved for adoption. Alderman Nilsson seconded. Mr.
Lee explained that Ingersoll Cable dropped their plans for the
use of the Sindic building. Mr. Raimann asked about the plans
would be visible from Janesville Road. Mr. Arrowood said there

BRIAN HARPER - The Recording Secretary read Resolution #P.C.
for adoption. Mr. Schmidt seconded. The Mayor explained this is the Masch-Mann property, having been a four parcel division and
parcel three (3). Mr. Harper appeared before the Commission to

thought Mr. Kosobucki requested this be removed from the agenda, and that this should be confirmed with Hr. Kosobucki before any
action is taken. Mr. Roettcher moved to defer and Mr. Constantineau seconded. Upon a roll call vote the motion to
defer carried unanimously.

his presentat -7 on on Agricultural Transitional Zoning, for the
benefit of those people in the audience. Mr. Krause concurred. Mr. Frodoczi explained that A-T Zoning is different from
Exclusive Agricultural Zoning in that it is short-term zoning, designed to provide tax credits to those property owners whose
lands are to be provided with sewer and urban development in the future. Should the lands be rezoned before A-T is in effect €or
ten (10) years, the owner would have to pay back the tax credits for the past years. If the land is rezoned aEter ten (10) years;
not counting the first year, the credits would be forgiven.
There would be a rezoning review every five (5) years by the
minimum of 35 acres, and having agricultural use. Mr. Harold City. The criteria for A-T zoning is the same as EA zoning;

pay back be on the total. Mr. Frodoczi explained the tax credit
would be pro-rated. Also, in six (6) to eight (8) weeks Xr.

credit. Alderman Nilsson expressed concern that because these properties wouldn't have a deferred assessment there would be no
interest accrued. Mr. Constantineau said this type of credit
could be a burden to the rest of the City. Mr. Frodoczi
explained the procedure €or the pay back system. First, a
rezoning notice changing the property from agricultural zoning, second, notifying the land owner, and third, a request to the

Department of Revenue for credit (3-6 months). If the pay back is within 30 days, there will be no interest charged, beyond 30
days, there will be a 6% compound interest charge.
SCOTT KRAUSE - Recommending ApprovalfDisapproval to
Rezone. The Recording Secretary read Resolution #P.C. 68-85.
Mr. Krause brought three (3) copies of a feasibility re ort. He
explained he has owned the Muskego Lakes Country Club, E 12 acres,
since 1974. He employs a maximum of seventy-five (75) people,
and minimum of nine (9). He is proposing a complex of mixed uses
and housing, including: apartment, condominiums ,townhouses,

sin le family homes; golf course, parks, tennis courts, swimmine
the south side of Hwy. 36 would include a dentist, doctor, pharamacy, and food store. He is allowing for 150 acres oE open
