PCM198411200 CITY OF MUSKEG0 PLAN COMMISSION MINUTES OF MEETING OF NOVEMBER 20, 1984 Mayor Wayne Salentine called the meeting to order at 7:OO P.M. PRESENT: Chairman Wayne Salentine, Secretary Edward Raimann, Les Constantineau, Harvey Boettcher, Jack Schmidt. Zoning Administrator Gerald P. Lee was also present. ABSENT: Alderman Richard Nilsson, and Richard Arrowood MINUTES: Mr. Raimann moved to approve the minutes of the October 16, 1984 meeting. Mr. Boettcher seconded and the motion carried. NEW BUSINESS : WASTE MANAGEMENT - The Recording Secretary read Resolution #P.C. 130-84, Recommendation to Renew Permit for Operation of Sanitary Landfill. Mr. Schmidt moved for adoption. Mr. Boettcher seconded. Jim Morgan, attorney for Waste Management appeared before the Commission to explain the time element for years. The Mayor further explained that the Finance Committee the permit is for the life of the site, approximately 2 1/2 - 3 and the Common Council will review the time based on the life and day which includes free disposal for the City; 4:l tonnage completion of the site. The design capacity is 1500 yards per ratio. Mrs. Katharina Halbrucher and Maryann Bushman, her blackbirds from the landfill site are destroying her apple daughter appeared before the Commission saying seagulls and orchard, addressed at W208 S8151 Hillendale Drive, causing her financial hardship. The birds have been a problem within the last two years. Attorney Morgan said that blackbirds are not germain to landfill sites. The suggestion was made to scare off the birds with noise, and Waste Management would work with Mrs. Halbrucher to correct the situation with yearly review if the problem continues. Upon a roll call vote the motion to adopt Resolution #P.C. 130-84 carried unanimously. 0 #P.C. 131 84 - , Approval of Extension of Sewers and Creation of WASTE MANAGEMENT: The Recording Secretary read Resolution " Water Utility. Mr. Boettcher moved for adoption. Mr. Schmidt seconded. Mayor Salentine explained that Ruekert & Mielke would provide plans to Waste Management in a cooperative effort to provide water. Mr. Lee said there is a potential for service along Highway 24 as there are five residences with contamined wells, and are presently being provided with bottled water. The water tower which would be on Janesville Road would provide a better fire rating thus creating a more desirability of sale and development of industrial zoned property. The proposed water 0 main would run from Waste Management on Crowbar Road, east on Highway 24 to Racine Avenue, and north and south on Hillendale. 0 Page 2 November 20, 1984 Plan Commission The Recording Secretary read a revision of cost estimate for installation of 12" watermain and water tower in the City of Muskego. Estimate I totals $882,300.00. In addition to the above estimate, the water tower and proposed mains will need to be connected to the existing 12" Watermain in the Industrial Park; Estimate I1 totals $38,160.00. Total of both I and I1 is $920,460.00. Mr. Raimann questioned the financial benefit to the City for creating a water utility for the Industrial Park. Mr. Boettcher said the Industrial Park does not provide as great as a tax service to the City as do the residences, but does provide jobs. Mr. Constantineau then questioned the kind of development that would take place with the extension of sewers. Mr. Lee said that the force main covers much of section 18 where there is very little development. Mayor Salentine said the most costly problem Raimann asked if Waste Management could make this project is past Hillendale as it is predominately undeveloped. Mr. affordable to all of the City. Mr. Raimann moved for adoption. Mr. Schmidt seconded. Mr. Lee pointed out that both the fee for the extractive operation and asphalt plant would now be renewed in June of 1985. The fee will total $200.00. Upon a roll call vote the motion to adopt Resolution #P.C. 132-84 carried unanimously. WAYNE AND CHRYSA DELIKAT - The Recording Secretary read Resolution #P.C. 133 - 84 Schmidt moved for adoption. Mr. Constantineau seconded. Mr. , Approval of Certified Survey Map. Mr. Constantineau moved to amend the Resolution to read, "WHEREAS, The lot to be created has a sewer lateral and meet the requirements for average width in this RS-2 District." Upon a roll call vote the motion to amend Resolution #P.C. 133-84 carried unanimously. Approval of Extension of Time Freedom Acres Addn. No. 1 Sign Freedom Ave. and McShane Drive - The Recording Secretary read Resolution #P.C. 134 - 84. M r. Constantineau moved for adootion. Mr. Schmidt"sec0nded. 'Upon a roll call vote the motion to adopt Resolution #P.C. 134-84 carried unanimously. 0 SOMAR ENTERPRISES - The Recording Secretary read Resolution #P.C. 139 - 84 , Approval of Flat Wall Sign. Mr. Constantineau November 20, 1984 Plan Commission moved for adoption. Mr. Schmidt seconded. Mr. Lee suggested the grocery store to a police supply store. Mr. Constantineau moved Plan Commission approve mending the conditional use from a to amend the Resolution to read, "BE IT FURTHER RESOLVED, This approval to 31SO include change of use from a grocery store to a vote the motion to adopt amended Resolution #P.C. 135-84 carried police supply store." Mr. Schmidt seconded. Upon a roll call unanimously. APPROVAL OF RIGHT OF WAY ACQUISITION - The Recording Secretary read Resolution #P.C. 136-84. Mr. Schmidt moved for adoption-. Mr. Raimann seconded. Mr. Lee pointed out that the City would like to acquire 50' of road-right-of-way of the Martha Bass property for sewer. Mayor Salentine pointed out there would be no cost to the City. Upon a roll call vote the motion to adopt Resolution #P.C. 136-84 carried unanimously. 137-84, ApprovaI of Landscaping Plans. Mr. Boettcher moved for adoption. Mr. Raimann seconded. Mr. Lee explained that properties that abut a park need Plan Commission approval for landscaping plans. Mr. Raimann pointed out that seeing where shrubs and trees are being planted means nothing to the Commission. Mr Constantineau explained that landscaping plans do not show elevations or contours of roads and houses. Mr. Lee suggested that the Building Inspection Department be given permission to review landscapin plans. Upon a roll call vote the motion to adopt Resolution f P.C. 137-84 carried unanimously. E.G. GASKET - The Recording Secretary read Resolution #P.C. 178-84, Building Site and Operation Plan. Mr. Schmidt moved for adoption. Mr. Constantineau seconded. A representative from E. G. Gasket appeared before the Commission and explained the need for more storage space as their inventory has tripled. Upon a roll call vote the motion to adopt Resolution #P.C. 138-84 carried unanimously. ROGER GERDS - The Recording Secretary read Resolution #P.C. #P.C. 139-84, Architectural Approval of Second Garage Structure. Mr. Raimann moved for adoption. Mr. Schmidt seconded. Mr. Koput appeared before the Commission to explain that he has no basement in his home and needs the 60' x 81' garage structure for storage space of equipment, and that it motion to adopt Resolution #P.C. 139-84 carried unanimously. would be compatible with the house. Upon a roll call vote the RICHARD KOPU'T - The Recording Secretary read Resolution MISCELLEANOUS BUSINESS: 0 water damage done to his home addressed at W193 S6853 Hillendale. Mr. Richard Knutsen appeared before the Commission to discuss Mr. Knutsen claims the water, which came onto this property at November 20, 1984 Plan Commission great velocity, has flooded his basement causing extensive damage. Mr. Knutsen said the water is coming from the Thomas Landfill site, and was caused by the excessive amount of rain recently, 1 and 3/4 inches in 45 minutes. The water, according Knutsen feels that because the land on the landfill has been to Mr. Lee, who inspected the area, was dark rust in color.
