PCM19821207CITY OF MUSKEG0 PLAN COMMISSION MINUTES OF MEETING HELD DECEMBER 7, 1982 CITY HALL Mayor Salentine called the meeting to order at 8:44 P.M. PRESENT^ Chairman Wayne Salentine, Secretary Edward Raimann, Richard Arrowood, Ald. Charles Colburn and Jack Schmidt. Zoning Officer Gerald Lee was also present. ABSENT^ Les Constantineau and Laura Kilb MINUTES: Mr. Schmidt moved to approve the minutes of the previous meeting of November 16, 1982. Seconded by Mr. Arrowood, motion carried. NEW BUSINESS: #P. C. 118 82 Management Contract and Permit. Ald. Colburn moved for adoption. , Recommendation to Council - Continuation of Waste Mr. Raimann seconded the motion. It was noted that the necessary public hearing was held just prior to this regular meeting, wherein citizens expressed concern regarding drainage, chemicals, groundwater contamination, Mayor Salentine advised he was of the opinion the wells are not leachates, deterioration of surrounding property values, etc. being contaminated by the area under consideration for operation of the landfill for another year. He added that City of Muskego residents receive free dumping privileges, and a permit fee had been included in the budget of $23,000. Waste Management has offered a fee of $15,000, and this matter must be resolved by the Council. permit from the DNR for continued operation of the current site. Because of concern expressed regarding the condition of the site after the recent rains, Mr. Arrowood moved to amend the 4th paragraph of the resolution to add "subject to final inspection and release by the Building Inspector." Ald. Colburn seconded the motion, motion to adopt #P. C. 124-82 As Amended carried unanimously. and the motion to amend carried. Colburn moved to defer action for one month to obtain a report from Ruekert and Mielke regarding drainage, set standards for "dust-free Conditions", obtain statenent of traffic pattern posed to be parked. Mr. Schmidt seconded the motion. It was noted that the Zoning Officer's report to establish "dust- free condition" standards would be presented at the next meeting.
