MINUTES OF MEET
CITY HALL ING HELD OCTOBER 19, 1982
Mayor Salentine called the meeting to order at 8:OO P.M.
PRESENT^ Chairman Wayne Salentine, Secretary Edward Raimann,
Richard Arrowood, Ald. Charles Colburn, Les Constantineau,
Laura Kilb and Jack Schmidt. Planning Consultant Mangiamele
and Zoning Officer Lee were also present.
MINUTE% Mr. Arrowood moved to approve the minutes of the
October 5, 1982 meeting. Seconded by Mr. Rainann, motion carried.
NEW BUSINESS :

Resolution #P. C. 106 - 82
Plain Ordinance (Chapter 14 of the Municipal Code). Ald.
, Recommendation to Amend the Flood
Colburn moved for adoption. Mr. Raimann seconded the motion.
It was noted these amendments were required by the Federal
Emergency Management Agency and will be reviewed by the DNR
and SEWRPC, and a public hearing held on November 9, 1982.
Upon a roll call vote the motion carried unanimously.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS:
It was noted that the Planner's Report on the SEWRPC Report -
Transit System would be presented at the next meeting. Also
the Zoning Officer's Report on Asphalt Requirements will also
be presented at the next meeting.
Mr. Lee reported that the City had received a letter from the
DNR dated October 15, 1982, approving the refined sanitary sewer
service area for the City as submitted by SEWRPC in their
Resolution No. 82-1 adopted June 17, 1982.
ADJOURNNENT: Mr. Arrowood moved to adjourn at 8: 45 P.M.
Seconded by Mr. Constantineau, motion carried.

RE: Approach to legal lot Status-

Dear Mayor and Plan Commissioners:
The plan commission has maintained a policy of concern for over-
crowding in the hskego Shores Subdivision by recommending against build-
ing on substandard single lots. However, this policy has been eroding as
more of these lots have been given legal lot status. A definite prede-
dence has been established in favor of granting legal lot status which now
must be taken into consideration in the city planner's review process.

Plan Commission should consider a policy of linking legal lot status to
a conditional use approval in order to better guide the actual location
and size of the building on the particular site. The ordinances should be
amended to make this possible.
The problem now becomes one of in-filling, i.e. that of fitting
In this particular case, (Lot 1, Blk. 8). we have a situation where
the garage on Lot 2 actually encroaches on Lot 1. This means that an off-set
problem already needs to be resolved. Two other corner parceB on this block
utilize a double-lot parcel. Although the third, Lots 7 h 8 also utilize a
double-lot parcel, the house is completely on lot 7, even though on the lot
line, leaving lot 8 open to future in-filling depending on policy and amend-
ments to the ordinances. Therefore, the conditional use approach appears to
be even more important as a resolution to this problem.
It is therefore recommended that Betty Kivela be granted legal lot
status on Lot 1, after appropriate amendments have been made to the City
ordinances so that the actual development of the lot will have to come under
the conditional use process.

SEXRPC's Primary Transit System Plan for the Milwaukee Area
The bottom line recommendations boil down to a two-tier primary
transit system plan. This means that the present transit plan depending
on motor buses is expanded to include motor buses on a metered controlled
freeway system primarily (with restrained access at entrance ramps regu-
lated by computerized surveillance). Eventually,, light rail transit sys-
tem will be added to the motor buses. Light rail is primarily an elec-
trically powered vehicle with overhead wire with a simplificed fare col-
