PRESENT: Chairman Wayne Salentine, Richard Arrowood, Ald. Zoning Officer Gerald Lee and Planning Consultant Joseph Charles Colburn, Les Constantineau, Laura Kilb and Jack Schmidt. Mangiamele were also present. ABSENT: Secretary Edward Raimann MINUTES Mr. Arrowood moved to approve the minutes of the September 21, 1982 meeting. Seconded by Mr. Schmidt, motion carried. OLD BUSINESS ; MUSKEGO TRANSPORT - The Recording Secretary read Resolution {E’. C. 91-82, Approval of Revised Building, Site and Operational Plans, which was deferred from the September 21st neeting and on the floor for discussion. Colburn explained this is the former Rapp property. Mr. Lee stated he would discuss this matter with the City Attorney to determine how to proceed because of the previous sales of this property. Dear Mayor and Plan Commissioners: Ordinarily a mltiple family residence,2 or more units, walkups and without private entrance would require RSM zoning. Six units "requgre..: 30,000 sq. ft. (approx. 3/4 ac.), a 40-ft. set-back, 2-20-ft. sideyards or offsets, and 4,000 sq. ft. of open space. These minimm requirements need to be considered whether or not located in a RSM or Business district. The pro- posed site meets none of these requirements. Under conditional use, the plan commission can waive any or all of these standards. Ordinarily, 12 parking spaces would be required on the site for 6 dwelling units. 0 Although plan commission considers individual situations, conditional uses must take into account the overall situation and the impact of specific uses on adjacent and nearby properties. Without a plan of this type, the plan commission would have to deal only with the building in question and be unable to resolve the prob- lems and concerns indicated here.
