PRESENT: Chairman Wayne Salentine, Secretary Edward Raimann, Richard Arrowood, Ald. Charles Colburn, Laura Kilb and Jack Schmidt. Zoning Officer Gerald Lee and Planning Consultant Joseph Mangiamele were also present. ABSENT: Les Constantineau MINUTES Mr. Arrowood moved to approve the minutes of the September 7th meeting. Mr. Smukowski requested that only a 30' dedication be required on his property, with the additional 30' to come from the property to the south. Mr. Arrowood moved to amend the resolution in the 3rd paragraph, to require a 30' dedication rather than a 60' dedication. Mr. Raimann seconded the motion, and the motion carried. Upon a roll call vote the motion to adopt #P. C. 95-82 As Amended carried unanimously. BP. C. 96 82 Conditional Use - Civic Center Site (Television Tower). Mr. Arrowood moved for adoption. ZONING OFFICER'S REPORT: GUERNSEY MEADOWS ADDN. 111 LANDSCAPING - Zoning Officer Lee reported that in reviewing the Developer's Agreement, it was noted that the buffer strip along Hwy. 24 is not required to be completed until one .year ,after the lots abutting that strip are so1.d and dwellings moonstructed. Since those lots have not yet been sold, the $10,000 landscaping bond will remain in escrow. However, the Agreement also indicates $1,860 ($60 per lot) shall be deposited with the City for the purpose of purchasing and installing the street trees. This has not been done, and we will contact Rite Realty. Dear Mayor and Plan Commissioner: Approval of request to store outdoors leather materials on landfill site being restored was deferred pending further review. As part of this review, the planning consultant attempted to visit the Peter Cooper site and was denied access to the premises; however, the planner was able to view one of their outdoor storage areas from a nearby road. This outdoor storage would be considered unsightly in any Industrially zoned area in hskego. As the Thomas Landfill site is a non-conforming use in a Business District. conforming use and to the designated Business use. this industrial-type use would be considered incompatible both to the non- A visit to the Thomas Landfill revealed a considerable amount of wooden materials crushed by the equipment. This condition may not be the normal situation, but being disposed there and a great deal of dust coming from plaster on lathes being on a regular basis may not be in conformance with the established conditional use. An expansion of the non-conforming use would add incompatibility of this oper- ation to both the present zoning and the neaby residential properties. Therefore. the planning consultant recommends that the request for storage of materials at this site be denied.
