RE: T.J. Landscaping Rezoning Request
Dear Mayor and Plan Conrmissioners:
The proposed amendment to zoning district map from R-3 to B-4 for a land-
scaping enterprise appears appropriate at this location as it is located
on a highway and across the street from B-4 zoning. Although this is a
business, a well kept and landscaped landscaping business as proposed would
be compatible to the surrounding uses.
This type of use, especially in a city the size of hskego would not generate
a high volume of activity, As long as heavy equipment is not stored or used
on the premises, a quiet-type of landscaping activity would be suitable to the
area. However, if heavy equipment is to be used as regular part of the business,
of equipment that may be used. Appropriate landscaping of the site in-required.
the rezoning should be conditioned in tenus of hours of operation and the type
The planning consultant therefore recommends a rezoning that would permit this
type of use subject to the conditions indicated.
Respectfully submitted, & , $e ity hngiamele,T/ Planning C sult nt

RE: Heritage Park - Planned Development
The resolution passed by the City Plan Commission took into account the
possibility that sewers would not be available in requiring a step by step
follow through of the planned development process. This developmental type
of zoning (Planned Development) considers that the process will be completed
in re sonable time, takes into account financing possibilities and is condi-
tion, 4 pon approval of permit granting agencies both at the local and state
level and subjects the process to continual review.
This proposed project has been referred back to the City Plan Commission by
the Common Council in order to consider the availability of sewers and the
would be in violation of the discharge standards established by DNR. The
existing sewer moratorium and as to whether sewer connections at this time
consultant engineer's report would further inform the Plan Commission.
The resolution of the City Plan Commission conditioned this developmental
rezoning on the availability of utilities,as the possibility of violating
discharge standards was known at the time.
In reviewing the Planned Development approach for Heritage Park as requested
zoning beemphasized to the Common Council, i.e. that all approvals would be
by the Couunon Council, it is recommended that the conditions of the proposed re-
forth coming--among these would of course be the approval of all governmental
agencies of the sewer hookups and that the present sewer moratorium be taken
into consideration and until this moratorium is lifted, although the project
well as others as indicated in the original resolution as passed by the Plan
is approved ,that the rezoning be conditioned to ; these specific approvals as
Commission.
