MINLTES OF MEETING HELD AUGUST 3, 1982
CITY HALL
Mayor Salentine called the meeting to order at 8:03 P.M.
PRESENT: Chairman Wayne Salentine, Secretary Edward Raimann,
Richard Arrowood, Ald. Charles Colburn, Les Constantineau,
Laura Kilb and Jack Schmidt. Zoning Officer Gerald Lee and
Planning Consultant Joseph Mangiamele were also present.
MINUTE% Mr. Arrowood moved to approve the minutes of the
July 20th meeting. Seconded by Mrs. Kilb, motion carried.
OLD BUSINESS :
MAZUFXIEWICZ LEGAL LOT STATES - The Recording Secretary read
Resolution #P. C. 70-82, Recomendation to Approve/Disapprove.

representing the Mazurkiewicz estate, presented a petition
supporting the request signed by 6 neighbors. Three neighbors
stated "no" to the request. It was noted that two of the neigh-
bors were adjoining property owners. Because the reduction in
size for both lots 14 and 15 was substantial and there was opposi-
tion from some of the neighbors, upon a roll call vote the motion
to "disapprove" carried unanimously. a HERITAGE PARK, INC. - Resolution #P. C. 38-82, Recommending
Approval of Rezoning Request Heritage Park, Inc. which was
adopted on May 18, 1982 was read by the Recording Secretary. A
letter dated August 3, 1982 from Atty. Donald Molter was also
read. This matter was referred to the Plan Comission for further
review by the Common Council because of the sewer moratorium.
The attorney's opinion indicated the Plan Commission, when con-
sidering rezonings, should concern itself with the availability
of sewers. The comissioners noted that it had not been their
practice to do so in the past, since the Sewer Committee had always
reviewed sewers. Mr. Arrowood moved to comply with the request
of the City Attorney and obtain the reports recommended for pres-
entation at the September 7th Plan Comission meeting. Mr. Schmidt
seconded the motion, and by a voice vote the motion carried with
Mr. Constantineau casting the only dissenting vote.

Dear Mayor and Plan Commissioners:
The land division ordinance of the City of hskego, Section 9.5 Erosion
Control, requires that land surface disturbances be protected from erosion
in accordance with plans and specifications approved by the Common Council.
In order to avoiddtation of the stream and to prevent washing of soi1,it is
necessary that a restoration plan with a strict time schedule be provided for
review by both the Plan Comnission and the Common Council. Obviously, sodding
and seeding cannot be done during the cold months and this type of timing and
alternate devices must be taken into consideration in a detailed restoration
plan.
It is further recommended that funds be placed in escrow in order to fulfill
these obligations and to correct any damage that might result from failure
by the consulting engineer.
