PCM19820615CITY OF MUSKEG0 PLAN COMMISSION MINLITES OF MEETING HELD JUNE 15, 1982 CITY HALL Mayor Salentine called the meeting to order at 8:30 P,M. PRESENT: Mayor Wayne Salentine, Secretary Edward Raimann, Laura Kilb and Jack Schmidt. Planning Consultant Mangiamele Richard Arrowood, Ald. Charles Colburn, Les Constantineau, and Zoning Officer Lee were also present. MINUTES: Mrs. Kilb moved to approve the minutes of the pre- vious meeting of June 1, 1982. Mr. Raimann seconded the motion, and the motion carried. NEW BUSINESS: #P. c. 54 a2 - I Approval of Conditional Use Grant and Building OPEN PANTRY - The Recording Secretary read Resolution Site and Operatibnal Plans. It was noted that a public hea;ing was held just prior to this meeting. Mr. Constantineau moved to defer to give the Commissioners an opportunity to look at lost for lack of a second. Mr. Raimann seconded the motion. Upon a roll call vote the motion was defeated, with Mr. Raimann and Ald. Colburn voting "yes" Kilb and Mr . Schmidt voting "no". and Mayor Salentine, Mr. Arrowocd, Mr. Constantineau, Mrs. {E'. Colburn and Mr. Schmidt ALLAN MERFERT - The Recording Secretary read Resolution #P. C. 55 - 82 , Approval of Sign Request. Mr. Arrowood moved roll call vote the motion carried unanirrously. for adoption. Mr. Schmidt seconded the motion, and upon a JOHN HASENSTM - The Recording Secretary read Resolution BP. C. 56 82 Subdivision. Mr. Raimann moved for adoption. Mr. Constantineau seconded the motion, and upon a roll call vote the motion carried unanimously. - , Approval of Certified Survey Map, Lincolnshire DISCUSSION: PROPOSED AMENDMEETS TO ZONING ORDINANCE AND LAND DIVISION ORDINANCE - The proposed amendments were again reviewed. Three options for amending the Zoning Ordinance to permit multi- family in business zoning were also reviewed. Zoning Officer Lee reported these options were developed at the request of Vern Eder to permit the use of his property in a business district for multi-family. The first option would amend Section 4.06 regarding nonconforming use of structures; the second option would amend Section 8.11 to permit multi-family under conditional use grant in a business district; and, the third option suggested by Dr. Mangiamele would be to create a new zoning district, OTU, Overlay Transitional Use. Discussion followed. It was determined that the second option would best suit the needs of the community. NEIGHBORHOOD STUDY - HWY. 24 AND RACINE AVENUE - Planning Consultant Mangiamele again reviewed a proposed road layout pattern for this area, along with an alternate plan, and further discussed a DZU, Developmental Zoning Unit. Dr. Mangiamele felt this type of zoning would be appropriate for this intersection and recomended "medium intensity". Because of the many differ- would not be feasible.: This DZU would be a Plan Comission tool, ent property owners involved, a planned unit development concept and not really a separate zoning district. He requested direction from the Plan Commission regarding this concept. Mr David Cunningham owner of a 10 acre parcel in this commercial. Dr. Mangiamele suggested possibly putting in 4 area felt he could attract buyers for single family, but not not think it would be feasible to construct a road for only 4 single family lots along an interior road. Mr Cunningham did lots, but could possibly consider 8 lots. VACANT LOT STUDY - Mrs. Kilb moved to defer discussion until the next meeting. Mr. Raimann seconded the motion and the motion carried. COMMUNICATIONS AND MISCELLANEOUS BLiSINESS PARKLAND PUD - The Recording Secretary reported Atty. Howarth, representing Value Village Real Estate Corp. had re- quested the Plan commission to put a "hold" on their request for 3 buildings to the rear of Parkland Mall. center representative to try to get the asphalt parking lot Zoning Officer Lee was directed to contact the shopping repaired. Guhr and Mr. Tarmann of Waukesha Countv Park & Planning FARMLAND PRESERVATION PLAN - Mayor Salentine advised that -I ~ ~~ ~ ~~~~ would like to make a presentation to the Plan Comission on Farmland Preservation at the next meeting. It was the concensus of the Commissioners to wait until the county has completed the program for presentation at that time. Mayor Salentine will provide the Comissioners with a copy of additional information explaining the plan further. Mr. Schmidt seconded the motion, and the motion carried. WI. 53250 RE: Open Pantry - Conditional Use Dear Mayor and Plan Commissioners: first of all from a zoning standpoint: (a) retail stores are permitted under the present zoning by right--a retail grocery store would fall in grant that category; (b) gasoline stations are permitted by conditional use therefore, the self-service gasoline outlet as part of the operation that places this proposal under conditional use consideration. A gasoline station has been located on this property with conditional use in the past. The present landscaping is obviously a result of that condi- this proposal. tional use approval, and would serve the landscaping requiresments for The proposed site for the Open Pantry Food Mart has been reviewed, If an all-night facility of this type were to serve Ibskego, this site appears appropriate from the standpoint of the commerical setting and the security it would receive from this prominent location. Obviously, if it is to be successful, it will stimlate auto traffic, but no more than discount self-service gasoline station or a hamberger outlet. It appears that the traffic counts and the other factors that call for traffic lighlsat this inter- section are on the fringe of meeting these requirements. Commercial estab- lishments at four-way intersections intensify the traffic situation. It is not likely that this operation will add sufficiently to this well-travelled intersection to intensify the problem seriously. If it does, it may call the traffic lights into effect. with the use of similar materials, it would be consider,appropriate. If the architecture of the proposed building is that typical of Open Pantry-- cl as low physically and turned away from nearby residences. Any lights used to lightup the premises should be low-light level as well this zoning and should be approved with the conditions related to the site as indicated above.
