Zoning Officer Lee reported that apartments were only
permitted in business zoning in connection with a business,

Dear Mayor and Plan Commissioners:

that an amendment to the PUD would be an improvement ardnot a negative exercise.
whether or not the proposed use would be compatible to adjacent residential and
commercial uses as well as to the significantly developed open space.
First of all, from a land use standpoint, it is necessary to ascertain
A medical clinic, which could serve the immediate area as well as the
vhole cormrmnity would certainly be a compatible use--this type of use was pro-
posed recently. This type of building would not require much parking and
therefore not crowd the existing parking, if in the future a high activity
shopping area would require maximum parking space. The anticipated use in-
tensity would make this a suitable use for both the residential area and the
commercial development.
However, a very intense use of the area between the parking and the
lagoon would be detremential, espeically to the open space and the residences.
A building of the scale shown on the site plan, excluding what has been shown
as future development would accommodate the requirement of a low intensity use.

remaining open space quality and shield the parking lot from the residential

Therefore, the city planning consultant would recommend that a building
area should be considered by the plan comission as a definite possibility. A acconrmodating a medical facility (such as a medical clinic) appropriate to the
building within the range of 3000 to 4000 sq. ft. that was properly designed
