PCM19820316CITY OF MUSKEG0 0 PLAN COMMISSION MINUTES OF MEETING HELD MARCH 16, 1982 CITY HALL Mayor Gottfried called the meeting to order at 8:12 P.M. Richard Arrowood, Laura Kilb, Ald. Robert Klenz, Jack Schmidt PRESENT^ Chairman Jerome J. Gottfried, Secretary Edward Raimann, and Walter Spann. Zoning Officer Gerald Lee and Planning Con- sultant Joseph Mangiamele were also present. MINUTES: The minutes of the previous meeting of March 2, 1982, were approved as mailed. OLD BUSINESS^ ZONING AND LAND DIVISION ORDINANCE AMENDMENTS - Resolution #P. C. 11 - 82 , Recommending Amendments to Zoning Ordinance and Land Division Ordinance was on the floor for discussion. Mayor Gottfried reported that the City Attorney is working on suggested changes regarding the requirement for double width lots for existing duplexes in an OD district. A copy of Planning Consul- tant Mangiamele's report dated March 2, 1982 was again distributed for review. Mr. Spann moved to defer action until the next meeting. Mrs. Kilb seconded the motion, and upon a roll call vote the motion carried unanimously. 0 NEW BUSINESS: SIP. C. 18 82 Town of Norway. Mr. Arrowood moved for adoption. Mr. Schmidt unanimously. seconded the motion, and upon a roll call vote the motion carried ROSCOE EWALT - The Recording Secretary read Resolution - , Approval of Certified Survey Map - Roscoe Ewalt, WIMMER-BUTTER BLDG. CO. - The Recording Secretary read Resolution #P. C. 19-82, Approval of Certified Survey Map - Wimmer-Blatter Bldg. Co., Town of Norway. Mr. Raimann moved for adoption. Mr. Arrowood seconded the motion, and upon a roll call vote the motion carried unanimously. Resolution #P. C. 20 82 PROPOSED MEDICAL BUILDING - The Recording Secretary read - , Recommendation for a Public Hearing - Proposed Medical Building - Parkland PUD. Mr. Spann moved For adoption. Mr. Schmidt seconded the motion Mayor Gottfried stated that this resolution indicated it was the Plan Commission's determination that the addition of the proposed building would be a substantial alteration to the Parkland PUD and a public hearing the audience would be made at the public hearing in April. Several should be held. The presentation of the plans and comments from questions were raised, including: Who pays taxes on the property? Is there a water trust? What are the exact boundary lines of the property involved? The secretary was instructed to research and organize the files. Upon a roll call vote the motion to adopt Resolution #P. Mr. Raimann ADOLPH LINDEMANN - The Recording Secretary read Resolution moved for adoptibn. Mr. Spann seconded the motion and upon a roll call vote the motion carried unanimously. At this time it was noted that the Planner's Report on the Neighborhood Plan for the Hwy. 24 and Racine Ave. area would be presented at the next meeting on April 20, 1982. ZONING OFFICER'S REPORT the by BOHRER'S - Zoning Officer Lee reported that he inspected I truck parked in the right-of-way at Bohrer's as requested the Plan Commission, and would contact the State to see if they wanted to handle it. Mr. Lee was requested to contact Mr. Bohrer to request that the truck be moved before further action is taken. COMMUNICATIONS AND MISCELLANEOUS BUSINESS TAX INCREMENTAL DISTRICTS - Mayor Gottfried reported that the Common Council had approved the proposed amendments for TZD'S 1, 2, 4, 6 and 7, and had referred TID's 3 and 5 back to the Plan Commission for further review. The Council recommended that $90,000 be removed from $3 for Little Muskego Lake rehabili- tation and the Commission should again consider the proposed amdndment in #5 which reduced Fire Station and Equipment - $300,000 to Land for a Fire Engine House - $50,000. Mayor Gottfried will discuss this matter with the Fire Department to determine if they need a new station and equipment prior to December, 1983. in #3 could not be returned to the people as earmarked, he planned Ald. Klenz stated that since it was determined the $90,000 to talk to Mr. Bertram to see what other pollution control projects around the lake could be undertaken. Commissioners, requested that the $90,000 remain in TID #3 and in addition funds be added to TID #5 for projects to improve the water quality of Little Muskego Lake. He noted that funds for itnproving water quality of Lake Denoon and Big Muskego Lake were included in other districts. e Wayne Radtke, on behalf of the Little Muskego Lake District Discussion will continue at the next meeting. Park & Planning Cormnission had completed a Waukesha County FARHLAND PRESERVATION - It was noted that Waukesha County Agricultural Land Preservation Plan, and that a public hearing would be held on May 12, 1982 at 7:30 P.M. at the Waukesha County Exposition Center Grounds. April 6th due to elections. Dear Mayor and Plan Commissioners: The Site and Operational Plans for the proposed hskego Internal Medicine Associates has been reviewed from a planning standpoint. As the existing Bank buildingto the East of this project is parallel to Janesville Road and a8 buildings parallel to each other and to the road produce preceived order, it is recommended that the new clinic be oriented parallel to the road, As there is no advantage to providing parking to the front of this building, it would have been preferred that the parking be located to the rear of the building. However, as the function of the building is related to an entrance at the front and off the parking area, a re-orientation of the building might at this time require some significant re-design. This of course would be the better of the two solutions. However, it is still possible to provide the parking at the front, if the applicant so desires, provided that the parking also be lined up parallel to the road and the building.
