PCM19811201CITY OF MUSKEGO PLAN COMMISSION MINUTES OF MEETING HELD DECEMBER 1, 1981 CITY HALL Mayor Gottfried called the meeting to order at 8:03 P.M. PRESENT: Chairman Jerome J. Gottfried, Richard Arrowood, Laura Joseph Mangiamele and Deputy Inspector Dan Nowak were also present. Kilb, Jack Schmidt and Walter Spann. Planning Consultant ABSENT: Edward Raimann and Ald. Robert Klenz MINUTE% The minutes of the previous meeting of November 17, 1981, were approved as mailed. NEW BUSINESS : #P. C. 97-81, Approval of Revised Operational Plan - J & B J & B BUILDING - The Recording Secretary read Resolution Building - Tess Corners Industrial Park. Mr. Spann moved for adoption. Mr. Arrowood seconded the motion, and upon a roll call.: vote the motion carried unanimously. #P. C. 98 81 - , Referral to Planning Consultant - Request for CHARLES COLBURN - The Recording Secretary read Resolution Legal Lot Status. Mr. Arrowood moved for adoption: Mrs. Kilb carried unanimously seconded the motion, and upon a roll call vote the motion MEINERZ PROPERTY - The Recording Secretary read Resolution #P. C. 99-81, Approval of Revised Sketch for Land Division. Mr. Spann moved- ?or adoption. Mr. Schmidt seconded the motion. Because of the location of the proposed road and sewer easement on the sketch, Mr. Spann moved to defer action until the Sewer Committee can make a recommendation regarding the location of the sewer interceptor through this property. Mrs. Kilb seconded the motion. Planning Consultant Mangiamele was also requested to take a look at the property to the south to determine if Dorothy Drive should be extended to the south property line as shown on the sketch. Upon a voice vote, the motion to defer carried. HWY. 24 AND RACINE AVE. ZONING - The Recording Secretary read Resolution #P. C. 100-81, Clarification of B-2 and RS-2 Zoning. Mr. Arrowood moved for adoption. Mr. Schmidt seconded the motion. Several maps were presented showing the discrepancy in the boundary description of the area to be rezoned in 1973, the previous and existing zoning, and the clarification proposed. Mr. and Mrs. Schaefer stated that at the time of their petition in 1973 they thought they were only rezoning a 112 acre parcel. Mayor Gottfried stated that the description rezoned a much larger portion of their property, and that the Plan Commission can interpret the map according to reasonable intent. carried unanimously. 0 Upon a roll call vote the motion to adopt #P. Mr. Spann TAX INCREMENT FINANCING - Several additional amendments were made to the revised summary of Project Plan Amendments draft dated 11/17/81 TID #l - Addition of $125,000 in 1982 under Nonassessable sewer costs for possible flow meter on S. Denoon Rd. and other - Increase of $200,000 in 1982 for acquisition unknown costs. - Addition of $150,000 in 1982 and $150,000 of parklands. - Reduction of $200,000 in 1983 for Lake Denoon in 1983 for Reconstruction of Kelsey Dr. - Increase of $25,000 for Lake Denoon water pollution control. feasibility study. TID #7 - Increase of $10,000 in 1982 under Road Construction, etc. for Muskego Exit signage - Addition of $48,500 in 1982 for Public Works on Hwy. 15 - Addition of $2,618 in 1981 for pro-rata share truck, sander and striper. - Addition of $2,500 in 1982 for a Recorder for of sewer facilities study. - The $1,000,000 for a library in 1983 will remain city meetings and hearings. in plan for now, but will depend on the growth Park. in the district and expansion of the Industrial Mr. Seegar Swanson will prepare the amended Project Plan for presentation at the next meeting. COMMUNICATIONS AND MISCELLANEOUS BUSINESS OAK MEADOWS LITIGATION - Mayor Gottfried advised the more closely compare to Lake Meadows in lot width and density.
