PCM19810901CITY OF MUSKEG0 PLAN COMMISSION MINUTES OF MEETING HELD SEPTEMBER 1, 1981 CITY HALL Mayor Gottfried called the meeting to order at 8:12 P.M. PRESENT: Chairman Jerome J. Gottfried, Secretary Edward Raimann, Laura Kilb, Ald. Robert Klenz, and Jack Schmidt. Planning Consultant Joseph Mangiamele and Zoning Officer Gerald Lee were also present. ABSENT: Richard Arrowood and Walter Spann 0 MINUTES: The minutes of the previous meeting of August 18, 1981, were approved as mailed. NEW BUSINESS: 1982 BUDGET - The Recording Secretary read Resolution #P, C. /7 - 81 , Approval of 1982 Budget. Mr. Schmidt moved for adoption. Mrs. Kilb seconded the motion,, and upon a roll call vote the motion carried unanimously. CHAMBERS DENTAL GROUP - The Recording Secretary read Reso- lution #P. C. /8 - 81 for adoption. Ald. Klenz seconded the motion, and upon a roll , Approval of Sign Request. Mrs. Kilb moved call vote the motion carried unanimously. #P. C. 79 81 MEINERZ PROPERTY - The Recording Secretary read Resolution Mr. Rairnann moved for adoption to approve the sketch and that , Approval/Disapproval of Sketch for Land Division. the Commission would be receptive to receipt of a certified survey map. Mr. Schmidt seconded the motion. a single lot division had been denied because of the unavaila- bility of sewers, but that since that time permission has been granted by the Sewer Committee for connection of two lots to the manhole at the end of Dorothy Drive. Concern was expressed regarding the road reservation. Mr. Raimann moved to defer action until a representative of the property can be present to respond to the Commissioner's questions. Mr. Schmidt seconded the motion, and upon a voice vote the motion carried. - Zoning Officer Lee reported that a previous request for TOWN AND COUNTRY RECYCLING CENTER - The Recording Secretary read Resolution #P. C. 80 - 81 , Expressing Opposition to Proposed Conditional Use Request - Town and Country Recycling Center - City of New Berlin. Ald. Klenz moved for adoption. Mr. Schmidt seconded the motion. Planning Consultant' Mangiamele presented his report dated September 1, 1981, recommending the Plan Comission to oppose this proposal. Page 2 - Plan Commission September 2, 1981 a * COMMUNICATIONS AND MISCELLANEOUS BUSINESS TIF - Nayor Gottfried adviBed that at the next meeting the Commission, will review the TIF Project Plan adopted. by the City, take a look at what has been done thus far, review amendments to the TIF program because of the state budget, and see if any of recommended are still viable because they must be completed by the projects proposed should be restfuctured and which projects December, 1983. 7 LOT AND HOUSE SIZES - As indicated at a previous meeting, several communities are looking to see if there are ways to permit quality homes with house sizes less than we permit. This in depth. is contrary. to our past philosophy and will have to be studied Mr. and Mrs. James Chatham were present and explained that they had requested a variance from the Board of Appeals to per- mit construction of a smaller home than the ordinance permitted on Crowbar Road, and that the Board had recommended the Chatham's plans to reduce the house size requirements in that area. Mr. appear before the Plan Commission to determine if there were any Chatham indicated he would be willing to increase the size of the log home proposed but that it would not meet the requirements of the RCE district. He stated he was interested in the conserva- a quality home to fit in the natural setting of this non-conforming tion of natural resources and that he felt he.would be building lot. Mayor Gottfried indicated that even if the Plan Commission looked for ways to permit a smaller home in certain areas assuming the value would be held up, it would take a very long time, and,that even a zoning change has many requirements. Zoning Officer Lee stated that because it is so undeveloped in that area, he felt the Board of Appeals would be usurping the authority of the Plan Commission, but if the Board of Appeals felt the non-conforming status of the lot would be considered a hardship they could grant the variance. With Mr. Chatham's addition to the size of the home the variance requested would be reduced from 762 sq. ft. to 408 sq. ft. ADJOURNMENT Mr. Schmidt moved to adjourn at 8:50 P.M. Mr. kaimann seconded the motion, and the motion carried. 0 Respectfully submi_tted, %wA an Marenda yecording Secretary e MANGIAMELE ASSOCIATES DESIGN AND DEVELOPMENT SERVICES September 1, 1981 Mayor and Members of the City Plan Commission CITY OF MUSKEGO Muskego City Hall Muskego, WI. 53250 RE: Recycling Center Proposal in New Berlin at Northwest edge of Muskego The Town & Country Waste Service Inc. is seeking conditional Use Approval of a proposed recycling complex between College Ave and the on-ramp of bskego. to Highway 15, east toward Milwaukee, in New Berlin on the edge of the City e A similar application was made to the City of Greenfield but re- jected by their City Plan Commission because of the additiodactivity that would be brought into the area--especially heavy truck traffic. That request had been for a zoning change. The request in New Berlin is for conditional use approval. The City of bskego is affected because of the adjacent location to the City and to City of Muskego property owners within 300 feet of the proposed development. Although Highway 15 is located in the City of New Berlin, it is immediate to the entrance of the City of Muskego at this point and would therefore have a visual effect as oneenters the City. It would also be near the South on-ramp to Highway 15. The County’ .. property be on College Ave. as far from Racine Ave, (to the East) as pbssible. has proposed that access to this The concern for distance from Racine Ave. indicates the concern for this add- itional truck traffic. Depending upon the volume of truck traffic generated, this would add to cross traffic problem not only in gaining access to Highway 15 but also to the traffic situation traversing Highway 15. This brings the proposed development adjacent to the highway right-of-ways-- on 15 and “Y‘ (Racine Ave.). Cross traffic situations should be avoidedmear:highway ramps. Proposed operational hours would be from 5:30 A.M. to 6:OO P.M.
