PCM19810616CITY OF MUSKEGO PLAN COMMISSION MINUTES OF MEETING HELD JUNE 16, 1981 CITY WL Mayor Gottfried called the meeting to order at 8:16 P.M. PRESENT: Chairman Jerome J. Gottfried, Laura Kilb, Ald. Robert Klenz and Jack Schmidt. Planning Consultant Joseph Mangiamele and Deputy Inspector Dan Nowak were also present a ABSENT: Secretary Edward Raimann, Richard Arrowood and Walter Spann. MINUTES: The minutes of the previous meeting of June 2, 1981, were approved as mailed. NEW BUSINESS: STATE SAND & GRAVELIPAYNE ANG DOLAN - The Recording Secretary read Resolution #P. C. 53-81, Recomnendation to Renew Extractive Permit. Mrs. Kilb moved for adoption. Mr. Schmidt seconded the motion. It was noted that the necessary public hearing was held just prior to this regular meeting. Upon a roll call vote, the motion carried unanimously. HOWARD SCHWABENLENDER - The Recording Secretary read Resolution #P. C. 54 - 81 , Approval of Sketch for Land Division. Ald. Klenz moved for adoptibn. Mrs. Kilb seconded the motion, and upon a roll call vote the motion carried unanimously. #P. C. 55-81, Recommending Approval of Legal Lot Status. Mr. MARIANNA BRUCH - The Recording Secretary read Resolution Schmidt moved for adoption. Ald. Klenz seconded the motion, and upon a roll call vote the motion carried unanimously. #P. C. 56-81 TOM H. LUDWIG - The Recording Secretary read Resolution , Approval of Revised Building. Site and Operational Plan. Mr. Schmidt moved for adoption. Mrs. Kilb seconded the motion, and upon a roll call vote the mot&on carried unanimously. I. NORTHWEST ALUMINUM - The Recording Secretary read Resolu- tion SIP. C. 57-81, Setting Public Hearing Date - Expansion of Conditional Use. Mrs. Kilb moved for adoption. Mr. Schmidt seconded the motion, and upon a roll call vote the motion carried unanimously. At 8:30 P.M. Mayor Gottfried declared a short recess. The meeting reconvened at 8 33 P.M. PLANNER'S REPORT present his report dated June 11. 1981. Mr. Ray Gray reviewed DURHAM MEADOWS ADDN. NO. 1 - Planning Consultant Mangiamele his plans for ihe 7 lot addition.to the Durham headows planned Page 2 - Plan Cormnission June 16, 1981 unit development. He indicated the existing dwelling on Janesville Rd. would be retainedand would be non-conforming because of the State required setback line. All other out- buildings would be removed. The lot sizes vary from 12,500 to 22,500 sq. ft. and would all be used for duplexes. In Mr. Gray stated they would agree to construct a shadow lane at response to a concern expressed by Ald. Klenz regarding traffic, their expense on the north side of Janesville Road. He said He also stated that in the event the existing dwelling would be that the City would have to obtain approval from the State. made a part of Lot 6. No. 1 The proposed sketch is for Planned Unit Development(PUD)for duplexes. If it is assumed that this part of the(PUD) for Durham Meadows and that the would be required. open space dedications included this parcel, then no additional open space If the proposed density falls within the total requirements of the previous density approvals, then this density could be approved. The plan connnission is recommended to require garages and parking for visitors offthe street and an arrangement of housing locations more typical of a PUD design. Each duplex can be established on a lot that will make the duplex saleable as one building. The economy at the present time does not appear tg/duplexes(as strictly rental property)feasible although individual owner-occupied buildingfmight be feasible.
