PCM19810505CITY OF MUSKEGO PLAN COMMISSION MINUTES OF MEETING HELD MAY 5, 1981 Mayor Gottfried called the meeting to order at 8:05 P.M. PRESENT Chairman Jer0m.e J. Gottfried, Secretary Edward Raimann, Laura Kilb, Ald. Bob Klenz, Jack Schmidt and Walter Spann. Planning Consultant Joseph PIangiamele and Zoning Officer Gerald Lee were also present. ABSENT: Richard Arrowood MINUTES: The minutes of the previous meeting of April 21, '1981, were approved as mailed. NEW BUSINESS^ RON HILBERT - The Recording Secretary read Resolution #P. C. 35-81, Architectural Approval of Second Garage Structure. Mr. Hilbert stated the shed would be used for storage of lawn Mr. Raimann moved for adoption. Mr. Spann seconded the motion. additional driveway will be added. Upon a roll call vote the equipment and a trailer used to haul garbage to the dump. No motion carried unanimously. MARY FRIEDE - The Recording Secretary read Resolution #P C. 36-81, Architectural Approval of Second Garage Structure. Mr. Spann moved for adoption. Mrs. Kilb seconded the motion. and no driveway would be installed. Upon a roll call vote the It was noted that the garage would be used for storage purposes motion carried unanimously. MUSKEGO BRANCH STATE BANK HALES CORNERS - The Recording Secretary read Resolution #P. C. 37-81, Approval of Flat Wall Sign. Ald. Klenz moved for adoption. Mr. Raimann seconded the motion, and upon a roll call vote the motion carried unanimously. M~ F. BLJRAZIN CORP. - The Recording Secretary read Reso- lution #P. C. 38 - 81 Operational Plans. Mr. Schmidt Roved for adoption. Mr. Spann , Denial of Revised Building, Site and seconded the motion. Zoning Officer Lee stated that a site plan has never been submitted showing the ultimate location of buildings on this site. He indicated that an addition had been added to the original building and that the proposed building would eventually be attached to the original building. He also reported that Mr. Burazin had complied with the condition on the approval of the addition to complete the landscaping and asphalting. April 29, 1981 recormending that another addition to the Planning Consultant Mangiamele presented his report dated existing building could be considered by the Plan Commission, and that the request for a second building should be denied. Klenz moved DON DIXON - The Recording Secretary read Resolution for adoption. Mr. Spann seconded the motion. Zoning Officer Lee stated that it would be a conforming use under conditional use grant with the existing OLR overlay and the tavern could be rebuilt if destroyed. If the OLR were removed, then the tavern could still have a conditional use grant in a residential area. Mav 4. 1981. PLANNER'S REPORT CELESTIAL HEIGHTS - Planning Consultant Mangiamele reported that the county's review was not completed, and he would report further at the next meeting. COMMUNICATIONS AND MISCELLANEOUS BUSINESS ENVIRONMENTAL CORRIDORS AND PROPOSED SEWER SERVICE AREA - Zoning Ofiicer Lee reported that he had met with SEWRPC and because of the concern of the City regarding the mapping of upland and woodland areas in environmental corridors they would indicate on the map that these areas could be developed with low density (country estates). It was suggested that density restrictions could be placed on the corridors in the sewered areas, but that the density of the corridors in the non-sewered areas not be designated until such time as sewers become avail- able. SEWRPC will be approached with this suggestion . It was determined that the proposed sewer service line be redrawn on the eastern portion of the map in the HiView area to include the five existing homes on 00, exclude the Schaeffer farm, go up east of the lots .on Holz and exclude Behnke's. LITTLE MUSKEGO LAKE DREDGE SITES - Preliminary maps of the three dredge sites were displayed for review. A representative from Strand and Associates will be invited to a meeting in June. Mr. Lee was requested to provide the commissioners with those sections of the ordinance which pertain to the approval of these sites. FLOOD INSURANCE PROGRAM - It was noted that a meeting will be held at City Hall on Wednesdav. June 3. 1981 at 3:OO PM to present the results of the Flood-Insurance Study funded by the Federal Insurance & Hazard Mitigation, Office of the Federal Emergency Management Agency. This division will separate the parcel from District) because of its detachment from Lake Denoon shore. Although a zoning change to OHS (Highway Service District) might now seem more appropriate, a close study of two districts indicates that OLR zoning is the most appropriate and should remain. The intent of the district is stated as "to provide for the limited and controlled development of comercial recreational facilities related and appropriate to water bodies". As the parcel need not be adjacent to a water body but "related and appropriate". it is therefore rec.pmended that the pre- sent zoning remain. As the future intent of the remaid:Jarcels fa for res- idential purposes, it is also recommended that should this division be accom- plished that present conditions be reviewed and that this division be subject to a new set of conditions based on the new circumstances. It also appears that a 26 ft. strip to the North of this proposed parcel will be left to possibly connect with East Shore Road. East Shore Road is 60 ft. wide except its Southerly portion which is 25 ft. wide. A sanitary of East Shore Road. This proposed parcel split does not resolve the future of easement from Racine Ave. - 25 ft. in width connects to the Southerly portion the existing half dedicated street and its future location. This problem may not be solved as part of this transaction but should be noted and considered by the Plan Commission at this time. reconmends that this sketch for a land division be approved, with a further Subject to the above considerations, the city planning consultant recommendation that our consultant engineer consider the ramfications of the future extension of East Shore Road as may be precluded upon final approval of this land division and that his advice be considered before a final approval of a certified survey.
