PCM19810317CITY OF MUSKEGO PLAN COMMISSION MINUTES 0F.MEETING HELD MARCH 17, 1981 CITY HALL Mayor Gottfried called the meeting to order at 8:lO P.M Laura Kilb, Ald. Wayne Salentine, Jack Schmidt and Walter PRESENT: Chairman Jerome J. Gottfried, Richard Arrowood, Spann. Planning Consultant Joseph Mangiamele and Zoning Officer Gerald Lee were also present. ABSENT. Secretary Edward Raimann MINUTES: The minutes of the previous meeting of March 3, 1981 were approved as nailed. OLD BUSINESS : ROLFSONIUPFIELD - The Recording Secretary read Resolu- tion :iP C. 9-81, Approval of Certified Survey Map - City of Muskego/Town of Noway, which had been deferred -Zoning- Officer Lee reported he had met with Mr. Plate and he indi- cated the owners would agree to the 80' dedication of Denoon Road as requested by the City. ELr. Arrowood moved to amend the last paragraph of the resolution to replace "proper" with "80 ft.". Mr. Schmidt seconded the motion, and upon a voice vote the motion to amend carried. Upon a roll call vote the motion to adopt Resolution #P. C. 9-81 (As Amended) carried unanimously. 0 ROLFSON/WFIELD - Resolution CP. C. 10-81. Approval of Certified Survey Map - Town of Norway was on the floor. Mr. Arrowood moved to amend the last paragraph to replace proper" with "80 ft.". Mr. Schmidt seconded the motion, and upon a voice vote the motion to amend carried. Upon a roll call vote the motion to adopt Resolution #P. C. 10-81 (As Amended) carried unanimously. NEW BUSINESS ,, DONALD E. WENZEL - The Recording Secretary read Resolu- tion $P. C. 16-81, Architectural Approval of Second Garage Structure. Ald. Salentine moved for adoption. Mr. Spann seconded the motion, and upon a roll call vote the motion carried unanimously. THOMAS AND NANCY BERKEN - The Recording Secretary read Resolution BP. C. 11 - 81 for adoption. Mrs Kilb seconded the motion, and upon a roll , Approval of Fence. Mr. Spann moved call vote the motion carried unanimously. a BEATRICE M. STELMASZEWSKI - The Recording Secretary read Mr. Spann moved for adoption. Ald. Salentine seconded the Resolution #P C. 18-81, Approval of Certified Survey Map. motion, and upon a roll call vote the motion carried unanimously. C. 19 - 81 , Recommending Amendments to Zoning Ordinance. motion, and upon a roll call vote the motion carried unanimously Mrs. Kilb moved for adoption. Mr. Arrowood seconded the ACCESSORY BUILDINGS - The Recording Secretary read Resolution #P. C. 20-81, Recommending Amendment to Zoning Ordinance. Mr. Arrowood moved for adoption. Mr. Schmidt seconded the motion. Mr. Spann noved to amend the language lots under 120,000 sq. ft., one accessory building used for in the last paragraph to read: "G. Accessory Buildings. On the purpose of storage of materials, equipment and supplies is permitted provided it does not exceed 120 sq. ft. in area and 8 ft. in height. Such building is permitted within 3 ft. of the lot line, but no closer to the base setback line than the principal building." Mr. Schmidt seconded the motion, and call vote, the motion to adopt Resolution #P. C. 20-81 (As upon a voice vote the motion carried unanimously. Upon a roll Amended) carried unanimously. #P. C. 21-81 PARADISE POOLS - The Recording Secretary read Resolution , Approval of Revised Operational Plan. Ald. Salentine moved-for adoption. Mr. Spann seconded the motion. sold. Mr. Schmidt seconded the motion, and upon motion to adopt #P. C. 21-81 (As Amended) carried unanimously. a voice vote the motion carried. Upon a roll call vote, the Ald. Salentine moved to amend the resolution by adding COMMUNICATIONS AND MISCELLANEOUS BUSINESS DURHAM TRUCK AND AUTO - It was noted a petition for conditional use erant and a rezonine reauest was received A joint public hearing was schedule; fo; Tuesday, April 14, 1981 at 7 30 P.M. AMENDMENTS TO ZONING ORDINANCE AND LAND DIV. ORDINANCE - A joint public hearing with Common Council will b Tuesday, April 14, 1981 at 7:OO P.M. to consider temporary e held on sign, accessory building and solar access amendments to the Zoning Ordinance, and solar access amendments to the Land Div Ordinance . Page 3 - Plan Commission March 17, 1981 COMMUNICATIONS AND MISCELLANEOUS BUSINESS '(cont'd) A letter from the Racine County Highway & Park Commission dated March 11, 1981 regarding An Outdoor Recreation and Open on file. Space Plan for the Township of Norway was received and placed PROPOSED ENVIRONMENTAL CORRIDORS AND PROPOSED SEWER SERVICE AREA - further Items 3, 4 and 5 listed in SEWRPC's letter of 1/20/81. The map presented by SEWRPC was again reviewed to discuss It was determined by the Plan Commission that the upland- woodland areas could best be preserved in a manner determined by the City at the time development would be proposed, and that these areas should not be included in any environmental request that SEWRPC's map be revised to coincide with the corridors. Zoning Officer Lee will meet with Mr. Rubin to removed, along with other changes in delineations agreed to overlay map prepared to delineate the areas requested to be previously. It is proposed to change the delineation of the wetland-floodplain in the area of Map Reference Number 17 to conform more closely to the actual wetland Ald.
