PCM19810217CITY OF MUSKEG0 PLAN COMMISSION PlINUTES OF MEETING HELD FEBRUARY 17, 1981 Acting Chairman Richard Arrowood called the meeting to order at 8:04 P.M. PRESENT: Mayor Jerome J. Gottfried (arrived at 8:40 P.M.), Richard Arrowood, Laura Kilb (arrived at 8:08 P.M.), Ald. Wayne Mangiamele and Zoning Officer Gerald Lee were also present. Salentine, Jack Schmidt and Walter Spann. Planning Consultant ABSENT Secretary Edward Raimann MINUTES: The minutes of the previous meeting of February 3, 1981 were approved as mailed. NEW BUSINESS It was noted that Resolutions WP. C. 9-81 and #p. c. 10-81 should be added to the agenda. DONALD GARFIELD - The Recording Secretary read Resolution #P. C. 8-81, Denial of Request for Truck Parking Permit. Mr. Spann moved for adoption. Mr. Schmidt seconded the motion. Mr. Garfield presented a list of the equipment he planned to park on the 5 acre parcel, stating that he would l'ike to construct a building as soon as possible to store the equipment Mr. David Olson of W219 57198 Crowbar Dr. stated he had no objections, but felt the permit should have restrictions to limit the equip- ment and to keep it to the rear of his house. Ald. Knudsen stated he talked to people in the Major Manor Subd. directly provided the equipment would be parked in the back. across from the property in question, and they did not object Mr. Spann recommended that this resolution be denied and a new resolution introduced to approve with conditions. Upon a roll call vote the motion to adopt Resolution #P. C. 8-81 was defeated unanimously. a Mr. Spann introduced Resolution #P. C. 11-81: WHEREAS a request has been received from Donald Garfield to permit the parking of trucks and commercial equipment on the property at W219 S7214 Crowbar Drive, and and equipment may be permitted by the Plan Commission if in their opinion the area is predominantly undeveloped. THEREFORE BE IT RESOLVED that the Plan Commission of the City of Muskego does hereby approve the request of Donald Garfield to permit the parking of trucks and commercial equipment on the property at W219 S7214 Crowbar Drive, subject to the following conditions: WHEREAS this property is zoned RCE and parking of trucks 1. Limit the equipment storage to the back lot. 2. The parking shall be limited to the following: a. 350 John Deere bulldozer b. 420 International loader backhoe c. 12' tandem utility trailer d. 22' tri-axle utility trailer e. Machinery mover semi-trailer f. Lincoln gas engine welder Commission at the end of one year. 3. This permit shall be subject to review by the Plan I Page 2 - Plan Commission February 17, 1961 e Mr. Spann moved for adoption of Resolution #P. C. 11-81. Ald. Salentine seconded the motion. Ald. Salentine moved to amend No. 1 of the resolution to read "The parking of all trucks and commercial equipment shall be limited to the area east of the existing dwelling on the property". Mr. Schmidt seconded the motion. YK. Garfield expressed concern about assure continuation of the permit. It was explained that the the one year time limit, and requested criteria to be met to Commission could not act for future Commissions, nor guarantee that the area would remain undeveloped in the future, but that if no complaints were received and the situation remained in its present state, the Commission would probably renew the per- mit again next year. Upon a voice vote, the motion to amend SIP. C. 11-81 carried unanimously. Mayor Gottfried moved to amend the resolution by adding No. 4 "If after the one year review the Plan Commission renewed the permit, a building to store the equipment shall be built within two years from date of this approval". Mr. Schmidt seconded the motion. In order to allow Mr. Garfield to submit the proposed resolution to his lending institute, Mayor Gottfried moved to defer action for two weeks. Mr. Spann seconded the motion, and upon a voice vote the motion to defer carried. Acting Chairman Arrowood declared a short recess at 9:02 P.M., and the meetinR resumed at 9:05 P.M. with Mavor Gottfried as e Chairman. At this time Chairman Gottfried introduced Supervisor George hensive Plan. He explained that State Statute provided that Guhr for a presentation on the proposed Waukesha County Compre- - the county shall develop a comprehensive plan. -One of the main concerns is :or orderly development of the entire county. This plan would be a basic plan, with more detail than SEWWC's plan, and would incorporate the City of Muskego's plan without change. The City of Muskego would retain total authority over their plan. He felt it was necessary to coordinate the efforts of all communi- ties in the county to develop a master plan. It is not mandatory that the City participate in this plan. The cost of approximately $200.000 is in the budget ($50,000 this year). A meeting will be held on March 17 at Waukesha County with the plan as a special order of business. Upon a roll call vote the motion carried unanimously. ROLFSON/UPFIELD - The Recording Secretary read Resolution #P. C. 10-81, Approval of Certified Survey Map. Mr. Arrowood e moved for adoptibn. Mrs. Kilb seconded the motion, and upon a roll call vote the motion carried unanimously. February 17, 1981 Page 3 - Plan Commission 0 ZONING OFFICER'S REPORT SOLAR ACCESS AMENDMENTS TO LAND DIVISION ORDINANCE - Zoning Land Division Ordinance to include provisions to provide for Officer Lee presented a number of suggested amendments to the solar access. The amendments were reviewed and will be included He also suggested that Resolution #72-76 Approval of Street Tree in a resolution recommending the changes to the Comon Council.
