PLAN COMMISSION
MINUTES OF MEETING HELD FEBRUARY 3, 1981
Mayor Gottfried called the meeting to order at 8 10 P.M.
PRESENT: Chairman Jerome J. Gottfried, Laura Kilb, Ald. Wayne
Mangiamele and Zoning Officer Gerald Lee were also present. Salentine, Jack Schmidt and Walter Spann. Planning Consultant
ABSENT: Secretary Edward Raimann and Richard Arrowood
MINUTES: The minutes of the previous meeting of January 20,
'1980 were approved as mailed.
NEW BUSINESS:
ALAN AND SHERRY SCHNEIDER - The Recording Secretary read
Resolution #P. C. 6-81. Denial of Sketch for Land Division.
Mr. Spann moved for adoption. Mrs. Kilb seconded the motion.
Zoning Officer Lee presented his report dated February 3, 1981,
recommending denial. The suggestion was made that the owner be
advised of the possibility of retaining an option to re-purchase
that portion of the lot which may become a conforming lot when
sewers are installed and the zoning is changed to permit the
size lot indicated. Uoon a roll call vote the motion to adoDt

Resolution SIP. C . 6-81' carried unanimously.
DICK SCHAUMBERG - The Recording Secretary read Resolution
QP. C. 7-81. ADoroval of Freestanding Sign. Ald. Salentine moved
for adoption. Mr. Schmidt seconded the gotion. Mr. Spann moved
to amend the resolution by adding "Be it further resolved that
this approval is subject to the condition that all existing signs
on the property be removed". Mr. Kilb seconded the motion, and
upon a voice vote the motion to amend carried unanimously. Upon
a roll call vote the motion to adopt Resolution #P. C. 7-81 (As
Amended) carried unanimously.
ZONING OFFICER REPORTS

SOLAR ACCESS RIGHTS - Zoning Officer Lee discussed several
items that would have to be taken into consideration if revisions
are made to the Land Division Ordinance to protect solar access
rights, such as building envelope plans to be submitted by the
developer at the time of submitting a preliminary plat, protec-
tion of the south wall and roof tops, etc. Suggest revisions
to the Land Division Ordinance will be presented to the Plan
Commission for review at the next meeting,
COMPREHENSIVE COUNTYWIDE DEVELOPMENT PLAN - Zoning Officer
Lee reported that the communities must report to the county by
early March if they plan to participate in the countywide plan
or not. The major concern is the preservation of the wetlands 0

plan is voluntary. It was felt that if the City's comprehensive
and the prevention of urban sprawl. At the present time this
plan were superimposed on the county plan, there would be no
problem, except that it might be difficult to justify the
cost since the City already has a plan along with SEWRPC's plan.
Discussion will take place at the next meeting to determine if

protect that property from a possible ad valorem tax. It will
have to be explored as to how definite that line is.
