MINUTES OF MEETING HELD JANUARY 20, 1981

Mayor Gottfried called the meeting to order at 8 05 P.M.
PRESENT^ Chairman Jerome J. Gottfried, Secretary Edward
Jack Schmidt and Walter Spann. Planning Consultant Joseph
Raimann, Richard Arrowood, Laura Kilb, Ald. Wayne Salentine,
Mangiamele and Zoning Officer Gerald Lee were also present.
MINUTES: The minutes of the previous meeting of December 16,

MR. BRUCE RUBIN, SEWRPC - Mr. Rubin was present to respond

Zoning Offiaer Lee reported that he had attended a meeting
presented by Waukesha County Park and Planning Commission re-
garding a detailed Comprehensive Countywide Development Plan.
A proposed cost of $194,000 would be necessary to implement this
plan, with $50,000 budgeted by the county this year. Under the
plan they would use the City's plan and incorporate it into the
county's plan. They feel their plan would be more detailed than
that supplied by SEWRPC, including such things as transportation routes for buses, etc. They have scheduled a series of meetings
to obtain input from the communities involved to determine if
they (Park & Planning) should go before the County again for the
funds. Further contact will be made with City officials.
Zoning Officer Lee also reported on a conference he had
attended regarding Access to Solar Rights. There are several
ways to protect solar rights - easements, covenants, transferable
property rights, nuisance law, and the best way - with zoning.
The Plan Conmission must determine if we should protect the solar
rights and then how we want to accomplish this. At a later meeting
he will present examples of how this can be done, and how it will
fit our Land Division Ordinance and Zoning Ordinance.
