PCM19810120CITY OF MUSKEGO PLAN COMMISSION MINUTES OF MEETING HELD JANUARY 20, 1981 CITY HALL Mayor Gottfried called the meeting to order at 8 05 P.M. PRESENT^ Chairman Jerome J. Gottfried, Secretary Edward Jack Schmidt and Walter Spann. Planning Consultant Joseph Raimann, Richard Arrowood, Laura Kilb, Ald. Wayne Salentine, Mangiamele and Zoning Officer Gerald Lee were also present. MINUTES: The minutes of the previous meeting of December 16, I980 were approved as mailed. NEW BUSINESS : #P. C. 4-81 INDEPENDENCE BANK - The Recording Secretary read Resolution Bank of Waukesha). Mr. Spann moved for adoption. Mr. Arrowood , Approval of Freestanding Sign (former 1st National seconded the motion. He presented a letter dated January 20, Commission regarding the proposed Environmental Corridors and 1981, along with a chart and map, which reviewed point by point the revisions recommended by the Plan Commission and SEWRPC's reviewed again, checking for accuracy of delineation of the comments regarding same. He requested that these items be corridors. In addition to those items in the letter, the following not be located by SEWRPC - (1) P. C. meeting 9/16 item 86 - items were discussed and had not been included because they could put Bluhm farm into a Secondary Corridor. Okay with SEWRPC. Plan Commission should add to map. (2) P. C. meeting 10/7 item 86 - Parker Drive (tilled area) - SEWRPC requested Plan Commission check SW 1/4 Section 21 - Remove isolated natural area south and west of this area again since it didn't appear tilled to them. (3) P. C. meeting 10/21 item 86 - SW 1/4 Section 32 - Remove Schuler's property from isolated natural area. Okay with SEWRPC - Plan Commission should delineate area on map. A new map will be prepared, the proposed sewer service area map will be re-drafted to include recommended changes, and then a public hearing must be scheduled by the Plan basis for planning. C. 5-81, Recommending Zoning Ordinance Amendment. Ald. and upon a roll call vote the motion carried unanimously. Salentine moved for adoption. Mr. Spann seconded the motion, Page 3 - Plan Commission January 20, 1981 COMMUNICATIONS AND MISCELLANEOUS BUSINESS Zoning Offiaer Lee reported that he had attended a meeting presented by Waukesha County Park and Planning Commission re- garding a detailed Comprehensive Countywide Development Plan. A proposed cost of $194,000 would be necessary to implement this plan, with $50,000 budgeted by the county this year. Under the plan they would use the City's plan and incorporate it into the county's plan. They feel their plan would be more detailed than that supplied by SEWRPC, including such things as transportation routes for buses, etc. They have scheduled a series of meetings to obtain input from the communities involved to determine if they (Park & Planning) should go before the County again for the funds. Further contact will be made with City officials. Zoning Officer Lee also reported on a conference he had attended regarding Access to Solar Rights. There are several ways to protect solar rights - easements, covenants, transferable property rights, nuisance law, and the best way - with zoning. The Plan Conmission must determine if we should protect the solar rights and then how we want to accomplish this.
