PCM198010210 CITY OF MUSKEG0 PLAN COMMISSION MINUTES OF MEETING HELD OCTOBER 21, 1980 CITY HALL Mayor Gottfried called the meeting to order at 8 10 P.M. PRESENT: Chairman Jerome J. Gottfried, Secretary Edward Raimann, Ald. Wayne Salentine and Walter Spann. Planning Consultant Joseph Mangiamele and Zoning Officer Gerald Lee were also present. ABSENT^ Richard Arrowood, Laura Kilb and Jack Schmidt MINUTES: The minutes of the previous meeting of October 7, 980 were approved as mailed. NEW BUSINESS^ BP. C. 90 80 - , Architectural (ApprovalIDisapproval) of Second RICHARD HEISE - The Recording Secretary read Resolution . __ Garage Structure. Mr. Raimann moved for adbption' to Approve and to state "does not" in the second paragraph. Mr. Spann seconded the motion. Police Chief Scholz report of October 20th was read. Zoning Officer Lee reported that the existing tool shed on the property was under 100 sq. ft., and that the ordinance allows one accessory building under 100 sq. ft., and structure could also be allowed. that in addition, with Plan Commission approval, a second garage Mr. Spann moved to amend Resolution #P. C. 90-80 by deleting the last paragraph. Seconded by Ald Salentine, motion carried by voice vote. Mr. Spann then moved to add "Be it further resolved that this Discussion continued regarding other possible locations. approval is subject to the condition that the garage structure be located 10' from the northwest lot line", in order to move the access as far from the intersection as possible. Mr. Raimann seconded the motion and upon amvoice vote the motion carried. Upon a roll call vote, the motion to adopt Resolution #P. C. 90-80, As Amended, carried with Mayor Gottfried, Mr Raimann and Mr Spann voting "yes" and Ald. Salentine voting "no". EDMUND KAMINSKI - The Recording Secretary read Resolution 0 #P. C. 103 Structure. Ald. Salentine moved for adoption. Mr. Spann -80, Architectural Re-approval of Second Garage seconded the motion. Mr. Kaminski stated that the location was changed to provide for access from his existing driveway so that a new driveway and culvert would not be necessary, and that it was proposed to be constructed at the angle indicated in order to maintain the necessary offset from Maclen Drive, maintain the existing landscaping. Mr. Spann seconded the motion, and upon a roll call vote the motion carried unanimously. THOMAS BERKEN - The Recording Secretary read Resolution #P. C. 105-80, Recommending Approval of Berken Rezoning Request (RS-2 OLR to RS-2 OD). Mr. Spann moved for adoption. Ald. Salentine seconded the motion, and upon a roll call vote the motion carried unanimously. #P. C. 106 DENNIS JLLATT - The Recording Secretary read Resolution -80, Approval of Accessory Building. Ald. Salentine moved for adoption. Mr. Raimann seconded the motion, and upon a roll call vote the motion carried unanimously. CITY-OWNED PROPERTY - The Recording Secretary read Resolution #P. C. 107-80, Approval of Sketch for Land Division - Citv-owned Property on McShane. Mr. Spann moved for adoption. Aid.* motion carried unanimously. Salentine seconded the motion, and upon a roll call vote the Mayor Gottfried declared a short recess at 8 55 P M., and the meeting reconvened at 9 00 P.M. COMMUNICATIONS AND MISCELLANEOUS BUSINESS MUSKEGO BEER & LIQUOR - It was noted that at the time the expansion of the conditional use was granted to Mr. Fisher for the construction of an addition, the approval was subject to the minimum of 25' from the stop sign at the intersection of Center existing driveway being reduced to 30' in width and located a Drive and Janesville Road, which would require 18' of the existing asphalt to be removed. Mr. Fisher requested the Plan Conmission to remove that condition because he felt more safety hazards are evident with the driveway moved than there are under existing conditions. FREEDOM SQUARE IV - Mr. Peter Lentz of Hartman Builders was present to determine the present status of Freedom Square IV and he was advised that approval had been given for a planned unit development. He stated that in order to continue financing, it was advised that if he had any changes in building or site plans would be necessary to obtain approval on a current status. Page 3 - Plan Commission October 21, 1980 ENVIRONMENTAL CORRIDORS AND PROPOSED SEWER SERVICE AREA - Upon continued review of SEWRPC's proposed map, the following recommendations were made: (1) SW 1/4 Section 32 - Remove Bostater's Orchard from Primary Environmental Corridor (2) NW 1/4 Section 31 - Add Primary Environmental Corridor from Kelsey Drive south along the drainage ditch west of Lake Meadows. (3) SW 1/4 - Section 30 - Remove Maney Woods from Isolated Natural Area. (4) NW 1/4 - Section 32 - Reduce Primary Environmental Corridor to follow City's wetland-floodplain designated area. (5) NW 1/4 - Section 29 - Remove Kaebisch and Zlensky Woods Isolated Natural Area. from Secondary Environmental Corridor and put into (6) SW 1/4 - Section 32 - Remove Schuler's property from Isolated Natural Area. (7) South end of Big Muskego Lake in the vicinity of Muskego Dam Road - put chanel in Primary Environmental Corridor, expanding the Primary Environmental Corridor Environmental Corridor in the NW 1/4 of Section 34, in the NE 1/4 of Section 33 and reducing the Primary and removing the Secondary Environmental Corridor from the SW 1/4 of Section 33. (8) NW 1/4 Section 28 - Reduce the Primary Environmental Corridor to conform to City's designated wetland-floodplain and add Secondary Environmental CoGridor along the creek. (9) Remove all Secondary Environmental Corridors east of Loomis Drive and south of Ryan Drive, except that portion which follows the creek from Big Muskego Lake into the Town of Norway, and put all areas presently zoned wetland-floodplain into Secondary Environmental Corridors. (10) Proposed Sewer Service Area - It should be noted that the hiEh school in the NW 1/4 of Section 21 located south of Woo& Road is already sewered even though it is not included in the Proposed Sewer Service Area. Mr. Scott Krause requested that the gravel pit area be removed from the proposed sewer service area in trade-off for the area along Hwy. 00. It was noted that that area may already be needed to trade-off for the area along Hillendale where there are existing homes. 0 Page 4 - Plan Commission October 21, 1980 The Proposed Sewer Service Area will be discussed again at the November 18th Plan Commission meeting. It was noted that due to the General Election on November 4th, the Plan Comission meeting for that night has been cancelled. The next meeting will be on November 18, 1980.
