Gottfried, Secretary Edward Raimann, Richard Arrowood, Laura Kilb, Ald. Wayne Salentine, Jack Schmidt Officer Gerald Lee were also present. and Walter Spann. Planning Consultant Mangiamele and Zoning MINUTES: The minutes of the previous meeting of September 2, 1980, were approved as mailed. NEW BUSINESS DON MILLER - The Recording Secretary read Resolution #P. C. 85 - 80 , Approval of Concept Sketch - Proposed Addition adoption. Mr. Raimann seconded the motion, and upon a roll call to Existing Building in Industrial Park. Mr. Spann moved for vote the motion carried unanimously. #P. C. 86 80 adoption. Mr. Arrowood seconded the motion, and upon a roll - , Approval of Pole Barn. Ald. Salentine moved for call vote the motion carried unanimously. WILLIAM LILLPOP - The Recording Secretary read Resolution 0 JOHN SCHAAL - The Recording Secretary read Resolution #P. C 87-80, Referral to Planning Consultant - Rezoning Request Mr Raimann moved for adoption. Mr. Spann seconded the motion, and upon a roll call vote the motion carried unanimously. PLANNER'S REPORT ARTHUR BOSTATER PROPOSED DEVELOPMENT - Planning Consultant Manziamele presented his reuort dated Seutember 12. 1980. Mr~ I Bostater stated he felt this design was compatible with the surrounding area, and that he is anxious to work with the Commission was requested to submit a sketch using a straight RS-2 approach to come to an agreement to get the parcel developed. Mr. Bostater rather than PUD Mr. Bostater also requested that in the negotiations with SEWRPC, that the Commission have his orchard removed from the environmental corridor. . ." . DISCUSSION AND MISCELLANEOUS BUSINESS GEORGE RESCH - A petition with 23 signatures was submitted by George Resch requesting a truck parking permit. Mayor Gottfried advised Mr. and Mrs. Resch that it was not possible Ordinance permitted truck parking permits only in undeveloped for the Plan Commission to issue such a permit because the Zoning areas. Mayor Gottfried advised Mr. Resch that the ordinance did not give the Commission the right to grant a temporary parking permit in a residential neighborhood at any time. TEMPORARY SIGNS - The Zoning Ordinance now permits temporary signs for one year, and may be extended for one additional year, where development has not occured as rapidly as anticipated, it with Plan Comnission approval. In the case of subdivisions appears that the ordinance may be too restrictive. ACCESSORY BUILDINGS - Zoning Officer Lee reported that recently he had refused to issue a building permit for an accessory building because it exceeded the-l% limitation estab- lished in the zoning ordinance for 3-10 acre parcels. They subsequently filed an appeal which was granted by the Board of Appeals, and the permit was then issued. It was the opinion of the Board of Appeals that this portion of the ordinance was unfair and could create unnecessary hardship. A graduated scale will be presented at the next meeting showing various percentages 0 of lot size allowed for accessory buildings on parcels from 120,000 sq. ft. to 400,000 sq. ft. PARKING IN RESIDENTIAL AREAS - Zoning Officer Lee reported that he has been receiving numerous complaints regarding parking in residential areas, noting that there is no provision in the zoning ordinance restricting the number of operable automobiles that can be parked in a residential area. He also noted that complaints regarding junked or inoperable cars should be made to the Police Department. ENVIRONMENTAL CORRIDORS - The map proposed by SEWRPC showing was reviewed. The following recommendations were made the proposed Sewer Service Area and Environmental Corridors portion of the City to include the Adrian Schmidt property (former (1) The Sewer Service Area should be expanded in the northwest Nike site). (2) The area around the former Nike site should be removed from the Secondary Corridor and be put into an Isolated Natural Area. (3) The Schaefer Woods should be removed from the Secondary Corridor and be put into an Isolated Natural Area. into a Secondary Corridor.
