PCM19791218CITY OF MUSKEG0 PLAN COMMISSION MINUTES OF MEETING HELD DECEMBER CITY HALL 18. 1979 Chairman Gottfried called the meeting to order at 8:05 P.M. PRESENT^ Mayor Jerome J. Gottfried, Secretary Edward Raimann, Richard Arrowood, Fred Lavey, Ald. Wayne Salentine and Walter Officer Gerald Lee were also present. Spann. Planning Consultant Joseph Mangiamele and Zoning MINUTES: Ald. Salentine moved to amend the minutes of the December 4th meeting under New Business - TID Project Plans, by correctingthe motion he made to amend the project plan for TID #1 to read "Ald. Salentine moved to amend the project plan for TID #l to change the Nonassessable sewer costs from $350,000 to $365,000, the fire department equipment from $62,000 to $100,000, add North Shore Drive improvements for $100,000 and add Public Works equipment for $150,000." The motion to amend the minutes was seconded by Mr. Arrowood. Motion carried, and the minutes were approved as amended. NEW BUSINESS #P, C. 186 79 RUSTIC ACRES - The Recording Secretary read Resolution Plat. Mr. Arrowood moved for adoption. Mr. Spann seconded the motion, and upon a roll call vote the motion carried unanimously. - , Referral to Planning Consultant - Preliminary EDMUND KAMINSKI - The Recording Secretary read Resolution BP. C. 187 Mr. Raimann moved for adoption. Mr. Spann seconded the motion. -79, Architectural Approval of Second Garage Structure. Mr. Kaminski stated the garage would be mostly used for storage purposes, and that he did propose to have a driveway installed be removed. Recornendation of ADDroval of Legal Lot Status Ald. Salentine moved for adoption. Mr. Lavey seconded the motion and upon a roll call vote the motion carried unanimously. .I Resolution #P. C. 189 -79. Recommendation of Denial of Certified AL FONS (Daniel Stemper) - The Recording Secretary read Survey Map. ~ Mr. Spann moved for adoption. Mr. Arrowood seconded the motion. Planning Consultant Mangiamele presented his report dated December 18, 1979. map had been submitted by Daniel Stemper and he requested that Mr. A1 Fons was present and stated that the certified survey the records be changed. Ald. Salentine moved to amend Resolution #P. C. 189-79 by changing all reference to "A1 Fons" to "Daniel Stemper". Seconded by Mr. Arrowood, motion carried unanimously. Upon a roll call vote, the motion to adopt Resolution #P. C. 189-79 (As Amended) carried unanimously. Page 2 - Plan Comission December 18, 1979 a ZONING OFFICER'S>REPORT LUDWIG PROPERTY - Zoning Officer Lee reported that Tom Ludwig had requested an opinion from the Plan Commission as to whether the use he proposed for a parcel located at the zoned Agricultural with an OHS overlay (Highway Service) would intersection of Muskego Dam Rd. and Loomis Rd. presently be permitted. Mr. Ludwig explained that he proposed to con- struct a building to be used for the construction of reproduc- tions of old china cabinets and other woodworking projects, with one full time and two part ,time employees. Mayor Gottfried stated that the law would be reviewed and he would check with the city attorney to determine if this use would be permitted in that district under conditional use. He requested that the commissioners take a look at the property in question so that this may be discussed further at the January 15th meeting. PLANNER'S REPORT LAKE DENOON AREA PARKWAY - At the Parks & Recreation Board Meeting on December 10. 1979 a recommendation was made to the 1 Plan Commission to place a parkway extending from Parker Drive, across Kelsey, to Crowbar Road, following the knolls on the City's master plan. Dr. Mangiamele presented two maps showing a proposed parkway. Discussion followed, and Stanley J. Potrykus voiced strong opposition to the parkway as proposed. Further discussion will take place at the next meeting to determine if this parkway should be placed on the comprehensive plan. 'e SCHOOL IMPACT STUDY - Dr. Mangiamele presented some thoughts on which types of things need to be included in order to produce a meaningful enrollment impact statement. Mayor Gottfried will meet with Dr. Mangiamele to develop an outline to be used in the preparation of a school impact study, and will present same at the meeting on January 15th. Respectfully submitted, an Marenda ecording Secretary PLANNING COWSUtTANT'S REPORT - MEMO TO: City of hskego Plan Connnission FROM : Joe Mangiamele, City Planner SUBJET: Certified Survey Map -- A1 Fons -- #p.c. 189 - 79 DATE : December 18, 1979 "Among other things", the purpose of the Land Division Ordinance of the City of hskego is to give reasonable consideration to "the character of the city with a view of conserving the value of the buildings plahced upon land providing the best possible environment for human habitation and for encouraging the most appropriate use of land throughout the city".. The ordinance further intends to Lessen Congestion in the streets and highways. Tta4e quotations were taken from the ordinance as a basis of the planner's review of the Certified Survey Map .(CSM) and as basis for his recmendationa. In the planner's view Gold Drive functions as a collector street--that is, 8 street outside of the surrounding development or subdivision by serving require that collector atreet remainfree of hinderences to free flow of to collect the traffic from those subdivisions. In order to get the full significance of the future impact, it is necessary to to relate the estimated school enrollment additions or subtractions to other developments that have been approved and to project those enroll- ments for at least 5 years. This mst be dowith the appropriate people of the School Board in order to determine whether it will mean that redistricting is necessary, or whether crovding will be a form of adjustment, or whether fever students willb,Foming to school or whether addition facilities are to be provided. A mere estimate of students for a particular subdivision does not provide and intelligent decision in relation to the proposed development. the Plan Comnission or the school board the information necessary to make Environmental impact statements must include the overall disruption that will come with a particular development. A school impact statement to be of any use must also include the total impact that would result from all the spproved development to that date; otherwise the tssk mst be perform by the City on its own. The purpose of the ordinance (land division ordinance) in to bring about orderly development. It specifically states thst one of the reasons for the ordinance is to "facilitate adequate provision for housing, wster, sewerage, schools, parka, plpfgrounds, and other public requirements.
