PCM19790821CITY OF MUSKEGO PLAN COMMISSION MINUTES OF MEETING HELD AUGUST 21, 1979 CITY HALL Mayor Gottfried called the meeting to order at 8 15 P.M. PRESENT: Chairman Jerome Gottfried, Secretary Edward Raimann, Spann. Planning Consultant Joseph Mangiamele and Zoning Officer Ald. Wayne Salentine, Dick Arrowood, Laura Kilb and Walter Gerald Lee were also present. ABSENT: Fred Lavey MINUTES: The minutes of the previous meeting of August 7, 1979 were approved as mailed. The agenda was corrected to change Resolution #P. C. 119-79 and SIP. C. 126-79. from "Denial" to "Approval" and to add Resolutions #P. C. 125-79 NEW BUSINESS; lution #P. C. 118 for adoption. C. 124-79, Referral to Planning Consultant, Proposed Land Division. Ald. Salentine moved for adoption. Pr. Spann seconded the motion. and upon a roll call vote the motion carried unanimously. Mrs. Kilb seconded the motion and upon a roll call vote the motion carried unanimously. AMANN'S BEACH - The Recording Secretary read Resolution #p. c. 126-79, Approval of Sketch for Land Division (one parcel division). Ald. Salentine moved for adoption. Mr. Arrowood seconded the motion. recommend to the Common Council that the OLR overlay be removed because after division, the property would no longer abut the lake. Zoning Officer Lee stated that the Plan Connnission should Upon a roll call vote, the motion to adopt carried unanimously ZONING OFFICER'S REPORT RISTOW TRUCKING - Zoning Officer Lee reported that at the time ot the buildinn, site and operational plan amroval in 1976, the Plan Commlssion conditioned that approiai on the receipt of detailed landscaping plans and that money be placed in escrow October 1, 1977. To date the landscaping plans have not been to insure that the necessary asphaltingwould be completed by submitted and the asphalting has not been completed. Mr. Lee was instructed to again contact Mr. Ristow and advise him to by mid-October. If not completed by that time, the City will do submit the landscaping plans, and to complete the asphalting the work and the money withdrawn from the escrow account. COMMUNICATIONS AND MISCELLANEOUS BUSINESS #P. C. 115 /9 - , Recomnendina Zoning Ordinance Amendments, Sign SIGN ORDINANCE - Mayor Gottfried requested that Resolution Approvals be brought back gefore the Plan Commission. Mr. Spann moved to reconsider #P. C. 115-79 and Mrs. Kilb seconded the motion. amendments to be passed by the.Common Council, the full support of the Chamber of Commerce would be desirable; and, until the Chamber of Commerce holds its meeting>.cn September, the liaison cormnittee did not feel it could speak for the full Chamber. He indicated that until the ordinance changes are made, the Plan Commission would base their approvals or denials of signs on the recommended changes. Upon a roll call vote, the motion to reconsider Res~olu- Mayor Gottfried explained that in order for the recommended stion #P. C. 115-79 carried, with Ald. Salentine casting the only dissenting vote. Mr. Arrowood moved to defer action on Resolution #P. C. 115-79 for one month to allow Mayor Gottfried an opportunity to meet with Mr. Jim Haag and to appear at the Chamber of Commerce's meeting in September to urge their support of the recommended amendments to the zoning ordinance. Mr. Spann seconded the motion, and upon a roll call vote the motion carried unanimously. - Page Three - Plan Commission August 21, 1979 Mr. Bohrer that the changeable letter sign located on the truck parked on his property at S83 W20411 Janesville Road must be removed immediately. ADJOURNMENT: Mr. Raimann moved for adjournment at 9 07 P.M. Ald. Salentine seconded the motion and the motion carried.
